資源型企業(yè)土地資產(chǎn)效益評(píng)價(jià)指標(biāo)體系研究

【摘要】:油氣作為“工業(yè)的血液”,是世界各國經(jīng)濟(jì)發(fā)展重要的戰(zhàn)略性資源,直接影響社會(huì)經(jīng)濟(jì)發(fā)展。油氣的穩(wěn)定生產(chǎn)是國家能源安全的重要保障。我國油氣資源總量不少,但由于特殊的油氣地質(zhì)條件,油氣勘探難度大,儲(chǔ)采比低,國內(nèi)油氣穩(wěn)產(chǎn)壓力相當(dāng)大。尤其是近年來國內(nèi)主力油田已普遍進(jìn)入開采中后期,自然遞減速度加快,因此以土地的充分供給和保障作為油氣資源勘探開發(fā)的必要條件,加快國內(nèi)石油資源勘探開發(fā),對保障國家能源安全、促進(jìn)國民經(jīng)濟(jì)快速發(fā)展具有重要戰(zhàn)略意義。 本論文選定油氣企業(yè)作為資源型企業(yè)的代表,借鑒非農(nóng)用地集約利用土地效益評(píng)價(jià)的概念,首先對資源型企業(yè)土地資產(chǎn)管理及效益評(píng)價(jià)的現(xiàn)狀進(jìn)行分析,認(rèn)為企業(yè)現(xiàn)有土地資產(chǎn)效益評(píng)價(jià)存在缺乏專業(yè)機(jī)構(gòu)及人員、構(gòu)建土地資產(chǎn)效益評(píng)價(jià)指標(biāo)體系視角單一、缺乏系統(tǒng)性、隨意性大,缺乏與效益指標(biāo)結(jié)合及定性指標(biāo)權(quán)重偏低的問題;其次,從總體層面上描述出土地、經(jīng)濟(jì)、社會(huì)、生態(tài)環(huán)境和土地利用支持系統(tǒng)的特征與其內(nèi)部之間的聯(lián)系和影響,認(rèn)為油氣企業(yè)土地資產(chǎn)效益評(píng)價(jià)應(yīng)從經(jīng)濟(jì)效益、社會(huì)效益、環(huán)境效益及土地支持系統(tǒng)效益四個(gè)方面展開進(jìn)行,并由此構(gòu)建了符合油氣企業(yè)用地特點(diǎn)的土地資產(chǎn)效益評(píng)價(jià)指標(biāo)體系;再次,將多指標(biāo)評(píng)價(jià)理論、功效系數(shù)法、AHP(層次分析法)及問卷調(diào)查法相結(jié)合,選取Y油氣公司土地資產(chǎn)作為效益評(píng)價(jià)對象,構(gòu)建評(píng)價(jià)模型對其進(jìn)行實(shí)證研究。研究表明:當(dāng)前形勢下,經(jīng)濟(jì)效益好壞仍然是土地資產(chǎn)利用效益最好的證明手段,土地支持系統(tǒng)效益溢出明顯,,土地資產(chǎn)經(jīng)營與科技創(chuàng)新是重要的效益增長點(diǎn),用地保障性是衡量土地資產(chǎn)管理效果的重要依據(jù)。最后,本文提出了提高油氣企業(yè)土地資產(chǎn)效益評(píng)價(jià)工作的途徑,即轉(zhuǎn)變土地資產(chǎn)管理理念,促進(jìn)土地資產(chǎn)可持續(xù)集約利用;完善土地資產(chǎn)管理內(nèi)容,積極解決歷史遺留問題;優(yōu)化現(xiàn)有土地管理組織結(jié)構(gòu),提升土地管理人員素質(zhì);提高土地?cái)?shù)字化管理水平,促進(jìn)土地資產(chǎn)管理精細(xì)化。
[Abstract]:As the "blood of industry", oil and gas is an important strategic resource for the economic development of various countries in the world, which directly affects the social and economic development. The stable production of oil and gas is an important guarantee for national energy security. The total amount of oil and gas resources in China is quite large. However, due to the special oil and gas geological conditions, the exploration of oil and gas is difficult, the ratio of reservoir to production is low, the pressure of oil and gas stable production is quite high in China, especially in recent years, the main oil fields in China have generally entered the middle and late stage of exploitation, and the natural decline rate has been accelerated. Therefore, taking the sufficient supply and guarantee of land as the necessary condition for the exploration and development of oil and gas resources and speeding up the exploration and development of domestic petroleum resources, it is of strategic significance to ensure the national energy security and promote the rapid development of the national economy. This paper selects oil and gas enterprises as representatives of resource-based enterprises, uses the concept of non-agricultural land intensive land use for reference, and analyzes the present situation of land asset management and benefit evaluation in resource-based enterprises. It is considered that there is a lack of professional organizations and personnel in the evaluation of the present land assets benefit of enterprises, and the evaluation index system of the land assets benefit has a single angle of view, a lack of systematicness and a large arbitrariness. The lack of integration with benefit indicators and the low weight of qualitative indicators; secondly, the overall description of the characteristics of land, economic, social, ecological environment and land-use support systems and their internal linkages and impacts. It is considered that the evaluation of land assets benefit of oil and gas enterprises should be carried out from four aspects: economic benefit, social benefit, environmental benefit and benefit of land support system. The index system of land assets benefit evaluation is constructed according with the characteristics of oil and gas enterprises. Thirdly, the multi-index evaluation theory, the efficacy coefficient method AHP (Analytic hierarchy process) and the questionnaire survey are combined. Select Y oil and gas company's land assets as the object of benefit evaluation, construct the evaluation model to carry on the empirical research to it. The research shows: under the present situation, the economic benefit is still the best means of proving the benefit of land asset utilization. The benefit spillover of land support system is obvious, land asset management and scientific and technological innovation are important benefit growth points, and land security is an important basis to measure the effect of land asset management. This paper puts forward the ways to improve the evaluation of land assets in oil and gas enterprises, that is, to change the concept of land assets management, to promote the sustainable intensive utilization of land assets, to perfect the contents of land assets management, and to solve the problems left over from history. Optimize the existing land management organization structure, improve the quality of land management personnel, improve the level of land digital management, promote the fine management of land assets.
