【摘要】：錢(qián)塘江河口水資源豐富,但水資源分布的時(shí)空差異非常明顯。由于延續(xù)了計(jì)劃經(jīng)濟(jì)體制下的國(guó)家壟斷配置水資源的管理體制,各地缺乏有效配置水資源的激勵(lì),導(dǎo)致了水資源利用效率極其低下,再加上水資源利用方式粗放,用水供需矛盾日益突出。同時(shí),由于錢(qián)塘江河口地區(qū)人口密集,經(jīng)濟(jì)較為發(fā)達(dá),生產(chǎn)污水和生活污水排放問(wèn)題也日益嚴(yán)重,水質(zhì)性缺水也加劇了該地區(qū)的用水供需矛盾。所有這些問(wèn)題的發(fā)生都與錢(qián)塘江河口水資源的管理體制的不完善有著直接的關(guān)系。因此,進(jìn)一步完善錢(qián)塘江河口水資源管理體制,對(duì)河口水資源的合理開(kāi)發(fā)和有效配置、上下游利益矛盾的協(xié)調(diào)解決及兩岸經(jīng)濟(jì)社會(huì)的健康發(fā)展,均具有重要的現(xiàn)實(shí)意義。論文通過(guò)對(duì)錢(qián)塘江河口水資源管理現(xiàn)狀進(jìn)行梳理和總結(jié),研究了目前水資源管理中存在的問(wèn)題并分析其成因,同時(shí)借鑒國(guó)外典型水資源管理體制的經(jīng)驗(yàn),以我國(guó)現(xiàn)行的行政管理體制和水法律法規(guī)框架為約束條件,結(jié)合本流域特點(diǎn)和既有管理架構(gòu),研究錢(qián)塘江河口水資源管理可行的制度優(yōu)化和創(chuàng)新,并提出了建議。針對(duì)現(xiàn)有問(wèn)題,筆者對(duì)錢(qián)塘江河口水資源管理的優(yōu)化和改革提出如下建議：組建統(tǒng)一的錢(qián)塘江河口水資源管理機(jī)構(gòu)；構(gòu)建河口水資源規(guī)劃體系和政策法規(guī)體系；強(qiáng)化河口區(qū)水量分配統(tǒng)一管理機(jī)制；建立有效的河道納污控制和限排機(jī)制；構(gòu)建各涉水部門(mén)和地方政府的有效協(xié)調(diào)機(jī)制；完善水資源管理公眾參與機(jī)制；構(gòu)建并加強(qiáng)上游電站調(diào)度的長(zhǎng)效協(xié)調(diào)機(jī)制；促進(jìn)水資源利用從粗放到集約的轉(zhuǎn)變。
[Abstract]:The Qiantang River estuary is rich in water resources, but the spatial and temporal differences in the distribution of water resources are very obvious. As a result of the continuation of the management system of the state monopoly allocation of water resources under the planned economic system, there is a lack of incentives to allocate water resources effectively in various places. As a result of the extremely low efficiency of water resources utilization and the extensive use of water resources, the contradiction between water supply and demand has become increasingly prominent. At the same time, due to the dense population in the Qiantang River estuary, the economy is relatively developed. Production and domestic sewage discharges are also becoming increasingly serious, Water quality and water shortage also aggravate the contradiction between water supply and demand in this area. All these problems are directly related to the imperfect management system of water resources in Qiantang River Estuary. Therefore, the water resources management system of Qiantang River Estuary has been further improved. The rational development and effective allocation of estuary water resources, the coordinated solution of upstream and downstream conflicts of interests, and the healthy economic and social development of the two sides of the strait, This paper summarizes the current situation of water resources management in Qiantang River Estuary, studies the existing problems in water resources management, and analyzes the causes of water resources management in Qiantang River Estuary. At the same time, based on the experience of typical foreign water resources management system, taking the current administrative management system and the framework of water laws and regulations as the constraint conditions, combining the characteristics of the basin and the existing management framework, This paper studies the feasible system optimization and innovation of water resources management in Qiantang River Estuary, and puts forward some suggestions. The author puts forward the following suggestions on the optimization and reform of water resources management in Qiantang River Estuary: setting up a unified water resources management organization of Qiantang River estuary, constructing a water resources planning system and a system of policies and regulations for estuary water resources; To strengthen the unified management mechanism of water distribution in estuary; to establish an effective mechanism of river pollution control and drainage; to establish an effective coordination mechanism between various water departments and local governments; to improve the mechanism of public participation in water resources management; To construct and strengthen the long-term coordination mechanism of upstream power station dispatching and to promote the change of water resources utilization from extensive to intensive.
