【摘要】：伴隨著我國大氣污染狀況日趨惡化,我國政府提高了對電力、鋼鐵、化工、水泥、玻璃等行業(yè)煙氣治理的要求。其中,鋼鐵企業(yè)污染治理任務(wù)尤為突出。本文首先介紹合同環(huán)境服務(wù)的概念、發(fā)展現(xiàn)狀、應(yīng)用領(lǐng)域以及在環(huán)保項(xiàng)目應(yīng)用中的優(yōu)勢和不足;同時(shí),對鋼鐵行業(yè)污染治理面臨的嚴(yán)峻形勢、技術(shù)難度和項(xiàng)目管理模式等方面的現(xiàn)狀進(jìn)行了介紹;從鋼鐵行業(yè)整體經(jīng)濟(jì)效益狀況、合同環(huán)境服務(wù)項(xiàng)目經(jīng)營風(fēng)險(xiǎn)、環(huán)保建設(shè)投資壓力和相關(guān)補(bǔ)助政策等角度對合同環(huán)境服務(wù)在鋼鐵行業(yè)應(yīng)用的困境和原因進(jìn)行了分析。隨后,針對鋼鐵行業(yè)污染治理的特殊性,作者對合同環(huán)境服務(wù)參與各方權(quán)責(zé)關(guān)系進(jìn)行分析,找出解決鋼鐵行業(yè)污染治理困境的關(guān)鍵突破口。在此基礎(chǔ)上,作者創(chuàng)新性的提出設(shè)立“環(huán)保專項(xiàng)融資基金(SFEP)”的新概念和“合同環(huán)境服務(wù)+環(huán)保專項(xiàng)融資基金(ESC+SFEP)”的鋼鐵行業(yè)污染治理的新模式,并從政策發(fā)展,補(bǔ)貼資金使用效果和相關(guān)方共贏等角度對其可行性進(jìn)行了闡述。通過對“ESC+SFEP”運(yùn)作模式介紹以及參與各方收益分析,表明“ESC+SFEP”具有推動(dòng)政府角色轉(zhuǎn)變、提高資金使用效果以及擴(kuò)展資金來源等創(chuàng)新之處,“ESC+SFEP”在鋼鐵行業(yè)污染治理項(xiàng)目推廣是可行性。最后,本文以XG公司項(xiàng)目為案例,分別采取BT、BOT和“ESC+SFEP”三種不同模式,對參與各方財(cái)務(wù)影響進(jìn)行評價(jià)分析和對比。得出結(jié)論:采用“ESC+SFEP”模式在緩解鋼鐵行業(yè)環(huán)保項(xiàng)目資金壓力、降低合同服務(wù)商項(xiàng)目融資成本和經(jīng)營風(fēng)險(xiǎn)、提高政府環(huán)保補(bǔ)貼資金使用效率和監(jiān)管效果、保證環(huán)保設(shè)施建設(shè)和運(yùn)營質(zhì)量、促進(jìn)環(huán)保領(lǐng)域技術(shù)革新等方面具有推動(dòng)作用�！癊SC+SFEP”模式為我國鋼鐵行業(yè)環(huán)境治理提供了新思路。
[Abstract]:With the worsening of air pollution in China, the Chinese government has raised the requirements for flue gas control in the fields of electricity, iron and steel, chemical industry, cement, glass and so on. The paper first introduces the concept of contract environmental service, the current situation of development, the application field and the advantages and disadvantages in the application of environmental protection projects. This paper introduces the present situation of technical difficulty and project management mode, including the overall economic benefit of steel industry, the operating risk of contract environmental service project, and so on. From the angle of investment pressure of environmental protection construction and related subsidy policy, this paper analyzes the difficulties and causes of the application of contract environmental service in steel industry. Then, aiming at the particularity of pollution control in steel industry, The author analyzes the relationship between the rights and responsibilities of the parties involved in the contract environmental service, and finds out the key breakthrough to solve the problem of pollution control in the iron and steel industry. The author creatively puts forward the new concept of setting up "special financing fund for environmental protection" and the new mode of pollution control of steel industry based on "contract environmental service special fund for environmental protection" and "ESC SFEPs", and develops the policy from the point of view of policy. This paper expounds the feasibility of the subsidy fund from the perspectives of the effect of using the subsidy fund and the win-win situation of the relevant parties. Through the introduction of the operation mode of "ESC SFEP" and the analysis of the income of the parties involved, it shows that "ESC SFEP" has the role of promoting the change of government role. It is feasible to popularize "ESC SFEP" in the pollution control project of steel industry. Finally, taking the project of XG Company as an example, we adopt three different modes of "ESC SFEP" and "ESC SFEP", respectively. The financial impact of the parties involved is evaluated and compared. The conclusion is drawn that the "ESC SFEP" model is used to alleviate the financial pressure of environmental protection projects in the iron and steel industry, and to reduce the project financing costs and operating risks of contract service providers. To improve the efficiency and supervision effect of government environmental subsidy funds, to ensure the construction and operation quality of environmental protection facilities, and to promote technological innovation in the field of environmental protection, the "ESC SFEP" model provides a new way of thinking for the environmental management of iron and steel industry in China.
