【摘要】：黑龍江省支柱產(chǎn)業(yè)中的煤炭開采、鋼鐵冶煉、機械制造都是以煤炭為基礎(chǔ)的,從經(jīng)濟可持續(xù)發(fā)展的角度考慮,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整在所難免。在國家繼續(xù)深化實施東北地區(qū)等老工業(yè)基地振興戰(zhàn)略和“十二五”規(guī)劃強調(diào)的以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線的背景下,促進地區(qū)經(jīng)濟結(jié)構(gòu)的戰(zhàn)略性調(diào)整、提高經(jīng)濟社會發(fā)展的協(xié)調(diào)性和可持續(xù)性已經(jīng)成為黑龍江省必須承載的重大發(fā)展任務(wù)。寄希望逐步形成圍繞裝備制造、能源、石油化工、食品工業(yè)四大主導產(chǎn)業(yè),以“八大經(jīng)濟區(qū)”和“十大工程”建設(shè)為依托,以市場化、產(chǎn)業(yè)化、社會化為取向的旅游產(chǎn)業(yè)較好,較快發(fā)展的局面,逐步實現(xiàn)旅游產(chǎn)業(yè)繁榮與老工業(yè)基地振興相互支撐、相互促進的戰(zhàn)略目標。旅游產(chǎn)業(yè)是一個“綠色產(chǎn)業(yè)”,而且黑龍江省有著豐富的旅游資源,黑龍江省政府早已將發(fā)展旅游產(chǎn)業(yè)作為新的經(jīng)濟增長點,旅游產(chǎn)業(yè)在黑龍江省經(jīng)過幾十年的發(fā)展,已經(jīng)初具發(fā)展規(guī)模,有了一定的成就,但是還是存在著關(guān)強的聯(lián)性。 本文力圖從產(chǎn)業(yè)關(guān)聯(lián)和產(chǎn)業(yè)發(fā)展的角度分析出,黑龍江旅游產(chǎn)業(yè)與交通業(yè)、租賃和商業(yè)服務(wù)業(yè)、住宿餐飲業(yè)等產(chǎn)業(yè)作為一個循環(huán)的產(chǎn)業(yè)鏈條有怎樣的關(guān)聯(lián)性；旅游產(chǎn)業(yè)對這些產(chǎn)業(yè)又有著怎樣的推動和拉動作用;如何有效的加快旅游產(chǎn)業(yè)的發(fā)展才能有促進黑龍江省經(jīng)濟的發(fā)展。同時,還要力求達到對黑龍江省旅游產(chǎn)業(yè)與其它產(chǎn)業(yè)的關(guān)系有更加深刻的認識,并預期能達到從產(chǎn)業(yè)關(guān)聯(lián)的角度,提出繼續(xù)深化旅游產(chǎn)業(yè)與金融業(yè)的聯(lián)系；繼續(xù)加強旅游產(chǎn)業(yè)與信息產(chǎn)業(yè)的聯(lián)系,大力發(fā)展旅游電子商務(wù)；加強文化產(chǎn)業(yè)與旅游產(chǎn)業(yè)的關(guān)系,提升旅游產(chǎn)品的創(chuàng)新能力,提高旅游產(chǎn)業(yè)的影響；改革旅游景點的定價方式,增強服務(wù)意識,提高服務(wù)水平等建議的要求。目前從產(chǎn)業(yè)的角度,分析黑龍江省旅游產(chǎn)業(yè)與其它產(chǎn)業(yè)的關(guān)系的研究較少,要想將旅游業(yè)發(fā)展為一個新興支柱產(chǎn)業(yè),就要對與旅游產(chǎn)業(yè)相關(guān)程度大的產(chǎn)業(yè)加大投入,因此,研究旅游產(chǎn)業(yè)的關(guān)聯(lián)性有較現(xiàn)實的意義。本文從產(chǎn)業(yè)發(fā)展的角度,基于旅游產(chǎn)業(yè)的統(tǒng)計數(shù)據(jù),采用理論演繹與實踐歸納相結(jié)合、定性分析與定量分析相結(jié)合、實證分析與規(guī)范分析相結(jié)合、動態(tài)分析與靜態(tài)比較分析相結(jié)合等方法,從旅游產(chǎn)業(yè)的定義、內(nèi)容、結(jié)構(gòu)以及旅游產(chǎn)業(yè)關(guān)聯(lián)度的定義等方面入手,為研究黑龍江省旅游產(chǎn)業(yè)關(guān)聯(lián)性奠定理論基礎(chǔ)。 本文的創(chuàng)新點在于,首先,應(yīng)用修正的SWTO分析框架分析了黑龍江省旅游產(chǎn)業(yè)的現(xiàn)狀,接著對黑龍江省旅游產(chǎn)業(yè)鏈存在的問題進行闡述；其次,并基于2003年-2012年的旅游產(chǎn)業(yè)相關(guān)數(shù)據(jù),運用灰色關(guān)聯(lián)理論,定量地分析了黑龍江省旅游產(chǎn)業(yè)與其他產(chǎn)業(yè)的關(guān)聯(lián)性,并且逐一的分析相關(guān)產(chǎn)業(yè)的關(guān)聯(lián)度；最后,對黑龍江省旅游產(chǎn)業(yè)的發(fā)展提出了相關(guān)建議。本文寄希望通過對黑龍江省旅游產(chǎn)業(yè)關(guān)聯(lián)性的分析,了解黑龍江省旅游產(chǎn)業(yè)的感染力、影響力和其他產(chǎn)業(yè)之間的關(guān)系大小,從而更好的以旅游產(chǎn)業(yè)為核心來帶動黑龍江省整個第三產(chǎn)業(yè)乃至整個國民經(jīng)濟的發(fā)展。
[Abstract]:Coal mining, steel smelting and mechanical manufacturing in Heilongjiang pillar industries are based on coal. From the perspective of sustainable economic development, the adjustment of industrial structure is unavoidable. In the state, the strategy of revitalizing the old industrial bases in the northeast and the "12th Five-Year" plan are emphasized to accelerate the transformation of the economic development side. In the context of the main line, the strategic adjustment of the regional economic structure and the improvement of the coordination and sustainability of the economic and social development have become a major development task in Heilongjiang province. We hope to gradually form the four leading industries around the equipment manufacturing, energy, petrochemical and food industry, and the "eight economic zones" and "the eight major economic zones". Relying on the construction of the ten major projects, the tourism industry oriented by market, industrialization and socialization is better and faster development, and the strategic goal of mutual support and mutual promotion for the prosperity of the tourism industry and the revitalization of the old industrial base is gradually realized. The tourism industry is a "green industry", and the tourism resources of Heilongjiang province have rich tourism resources. The Heilongjiang provincial government has already developed the tourism industry as a new economic growth point. After decades of development in Heilongjiang Province, the tourism industry has begun to develop and have some achievements, but there is still a strong connection between the tourism industry and the tourism industry.
This paper tries to analyze the relationship between Heilongjiang tourism industry and transportation industry, leasing and commercial service industry, accommodation and catering industry as a circular industrial chain, and how the tourism industry has the role of pushing and pulling on these industries, and how to speed up the tourism production. The development of the industry can promote the development of the economy of Heilongjiang province. At the same time, we should strive to achieve a deeper understanding of the relationship between tourism industry and other industries in Heilongjiang province. It is expected to reach the point of industrial relevance, and to continue to deepen the connection between the tourism industry and the financial industry, and continue to strengthen the combination of the tourism industry and the information industry. To develop tourism electronic commerce, strengthen the relationship between cultural industry and tourism industry, enhance the innovative ability of tourism products, improve the impact of tourism industry, reform the pricing mode of tourist attractions, enhance the service awareness and improve the service level and so on. From the angle of industry, the tourism industry of Heilongjiang Province and the others are analyzed. The research on the relationship between industries is less. If we want to develop tourism into a new pillar industry, it is necessary to invest more in the industry related to the tourism industry. Therefore, it is of practical significance to study the relevance of the tourism industry. This paper, based on the industrial development, is based on the statistical data of the tourism industry, and uses theoretical deduction and practice to return to the industry. The combination of nano phase, qualitative analysis and quantitative analysis, combination of empirical analysis and normative analysis, dynamic analysis and static comparative analysis are combined with the definition, content, structure and the definition of tourism industry association degree, which lays a theoretical foundation for the study of Tourism Industry Association in Heilongjiang province.
The innovation point of this article lies in the first, using the modified SWTO analysis framework to analyze the present situation of the tourism industry in Heilongjiang Province, and then to elaborate the problems of the tourism industry chain in Heilongjiang province. Secondly, based on the related data of the tourism industry in the year of 2003 -2012, the tourism industry of Heilongjiang province is quantitatively analyzed by using the grey relational theory. The relationship with other industries and the correlation degree of related industries is analyzed one by one. Finally, some suggestions are put forward for the development of tourism industry in Heilongjiang province. This paper hopes to understand the relationship between tourism industry in Heilongjiang Province, and to understand the influence of tourism industry in Heilongjiang Province, and the relationship between the influence and other industries. So as to better take the tourism industry as the core to promote the development of Heilongjiang's entire third industry and even the whole national economy.
