【摘要】：7月21日晚,中國人民銀行宣布,自當(dāng)日起我國開始實(shí)行以市場供求為基礎(chǔ)、參考一籃子貨幣進(jìn)行調(diào)節(jié)、有管理的浮動(dòng)匯率制度。根據(jù)對匯率合理均衡水平的測算,人民幣對美元即日升值2%至1美元兌8.11元人民幣。中國人民銀行行長周小川在隨后的“2005(中國)銀行家論壇”演講時(shí)指出,匯率改革要從四個(gè)方面調(diào)整看問題的角度:浮動(dòng)匯率帶來更多的、變化的、不直接的參照點(diǎn)的思維轉(zhuǎn)變,應(yīng)對國際金融危機(jī)或者金融風(fēng)波傳導(dǎo)的思維方式的轉(zhuǎn)變,微觀經(jīng)濟(jì)要有靈活性的偏好,匯率機(jī)制改革涉及定價(jià)機(jī)制和態(tài)度轉(zhuǎn)變。周小川說,我們的匯率決策是自主的決策,是基于我國邁向社會(huì)主義市場經(jīng)濟(jì)和優(yōu)化資源配置,是改革和長期穩(wěn)定發(fā)展的需要,而不是和其他國
[Abstract]:On the evening of July 21, the people's Bank of China announced that from that day on, China began to implement a managed floating exchange rate system based on market supply and demand, with reference to a basket of currencies. Based on a reasonable equilibrium of the exchange rate, the yuan rose 2 percent against the dollar today to 8.11 yuan against the dollar. Zhou Xiaochuan, governor of the people's Bank of China, in his subsequent speech at the 2005 Bankers Forum, pointed out that exchange rate reform should be adjusted from four perspectives: floating exchange rates bring more and more changes. The change of thinking of indirect reference point and the change of thinking mode of international financial crisis or financial storm transmission should have flexible preference in microeconomy. The reform of exchange rate mechanism involves the change of pricing mechanism and attitude. Zhou Xiaochuan said that China's exchange rate decision is an independent decision, based on China's move towards a socialist market economy and the optimization of resource allocation, and is a need for reform and long-term stable development, not for other countries.
