【摘要】：當(dāng)前全球糖業(yè)整體低迷,我國(guó)糖業(yè)持續(xù)第五年出現(xiàn)下滑虧損,行業(yè)形勢(shì)嚴(yán)峻,相比巴西等世界發(fā)達(dá)產(chǎn)糖國(guó)家[1],我國(guó)糖業(yè)更是復(fù)蘇緩慢。作為中國(guó)第一大產(chǎn)糖區(qū)的廣西,也是連續(xù)多年減產(chǎn)。為保障蔗糖產(chǎn)業(yè)振興發(fā)展,近年來(lái),廣西通過(guò)建設(shè)糖料蔗標(biāo)準(zhǔn)化示范區(qū)和500萬(wàn)畝優(yōu)質(zhì)高產(chǎn)高糖糖料基地[6],實(shí)施糖業(yè)二次創(chuàng)業(yè),加快實(shí)施糖料蔗標(biāo)準(zhǔn)化發(fā)展。河池市是廣西蔗糖產(chǎn)區(qū)之一,全市十一個(gè)縣市,十個(gè)縣市都種植甘蔗作為當(dāng)?shù)亟?jīng)濟(jì)主產(chǎn)物。當(dāng)前河池市糖料蔗種植面積達(dá)86萬(wàn)畝,平均單產(chǎn)4.2噸左右,落后于全區(qū)平均水平,尚有巨大的發(fā)展空間。加上全區(qū)振興蔗糖產(chǎn)業(yè)力度空前,河池加快實(shí)施糖料蔗標(biāo)準(zhǔn)化發(fā)展機(jī)會(huì)難得。本文通過(guò)分析河池糖料蔗標(biāo)準(zhǔn)化發(fā)展現(xiàn)狀和存在的問(wèn)題,通過(guò)定量分析法,指標(biāo)體系法,分別對(duì)河池市糖料蔗產(chǎn)區(qū)和標(biāo)準(zhǔn)化示范區(qū)進(jìn)行分析和評(píng)估。并對(duì)實(shí)施標(biāo)準(zhǔn)化生產(chǎn)后,甘蔗單產(chǎn)提高、農(nóng)產(chǎn)品投入減少、糖料蔗質(zhì)量提高,帶來(lái)的三項(xiàng)經(jīng)濟(jì)效益進(jìn)行計(jì)算。得出河池市實(shí)施糖料蔗標(biāo)準(zhǔn)化,具有良好的經(jīng)濟(jì)效益。進(jìn)而提出河池市糖料蔗標(biāo)準(zhǔn)化發(fā)展的對(duì)策:因地制宜,劃分四大模式片區(qū)推廣;加快土地流轉(zhuǎn),促進(jìn)規(guī)模經(jīng)營(yíng);啟動(dòng)蔗糖保險(xiǎn)業(yè)務(wù),保障產(chǎn)業(yè)健康發(fā)展;堅(jiān)持政府推動(dòng)、加快甘蔗生產(chǎn)標(biāo)準(zhǔn)化;抓好良種推廣引進(jìn),提升品質(zhì);加快水利化、機(jī)械化建設(shè)等,為進(jìn)一步促進(jìn)河池市蔗糖業(yè)標(biāo)準(zhǔn)化發(fā)展,提高當(dāng)?shù)卣崽歉?jìng)爭(zhēng)力提供客觀依據(jù)。
[Abstract]:At present, the global sugar industry as a whole is in the doldrums, and the sugar industry of our country has been declining for the fifth year. The situation of the industry is grim. Compared with Brazil and other developed sugar producing countries, the recovery of China's sugar industry is even slower. Guangxi, China's largest sugar-producing region, has also cut production for years. In recent years, in order to ensure the development of sugar industry, Guangxi has set up a sugar cane standardization demonstration area and a 5 million mu high yield and high yield sugar base [6] to carry out the second pioneering of sugar industry and speed up the development of sugar cane standardization. Hechi is one of the sugarcane production areas in Guangxi. Sugarcane is cultivated as the main product of local economy in 11 counties and cities. At present, the sugarcane planting area in Hechi city reaches 860000 mu, with an average yield of 4.2 tons per unit, which lags behind the average level of the whole region, and there is still huge room for development. In addition to the unprecedented efforts to revitalize the sugar industry, Hechi speed up the implementation of sugar cane standardization development opportunities are rare. Based on the analysis of the present situation and existing problems of sugarcane standardization in Hechi City, this paper analyzes and evaluates the sugarcane production area and standardized demonstration area of Hechi City by means of quantitative analysis method and index system method. After standardized production, three economic benefits were calculated, such as the increase of sugarcane yield, the decrease of input of agricultural products and the improvement of sugarcane quality. It is concluded that the implementation of sugar cane standardization in Hechi City has good economic benefits. Furthermore, the countermeasures for the standardization development of sugar cane in Hechi City are put forward: according to the local conditions, the sugarcane canes should be divided into four models to popularize, accelerate the land circulation, promote the scale management, start the sucrose insurance business, ensure the healthy development of the industry, insist on the government to promote, Speeding up the standardization of sugarcane production, promoting the introduction of improved varieties, improving the quality, speeding up the construction of water conservancy and mechanization, and so on, will provide an objective basis for further promoting the standardization development of sugar industry in Hechi City and improving the local sucrose competitiveness.
