【摘要】：實(shí)施軍民融合發(fā)展戰(zhàn)略,是黨中央從國家安全發(fā)展全局作出的重大決策部署。加強(qiáng)軍民融合法治保障,必然要求大力加強(qiáng)軍民融合法規(guī)建設(shè),全面構(gòu)建軍民融合法規(guī)體系。深刻認(rèn)識構(gòu)建軍民融合法規(guī)體系的重大意義,科學(xué)分析軍民融合法規(guī)體系建設(shè)的基本范疇,理清軍民融合發(fā)展的主要領(lǐng)域、基本內(nèi)容、主要基礎(chǔ)和基本思路,是軍民融合發(fā)展法規(guī)體系建設(shè)的邏輯起點(diǎn)。加快推進(jìn)軍民融合法規(guī)體系建設(shè),必須科學(xué)構(gòu)建體系框架、加強(qiáng)體制機(jī)制建設(shè)、組織法規(guī)制定修訂、開展法規(guī)理論研究。
[Abstract]:The implementation of the strategy of integrating military and civilian development is an important decision-making and deployment made by the CPC Central Committee from the overall situation of national security development. To strengthen the guarantee of the rule of law of military-civilian integration, it is necessary to strengthen the construction of military-civilian integration laws and regulations and construct the system of military-civilian integration laws and regulations in an all-round way. Deeply understand the great significance of constructing the legal system of military-civilian integration, scientifically analyze the basic categories of the construction of the legal system of military-civilian integration, and clarify the main fields, basic contents, main foundations and basic ideas of the development of military-civilian integration. It is the logical starting point for the construction of the legal system of the integration of the army and the people. To speed up the construction of the legal system of military-civilian integration, we must scientifically construct the system framework, strengthen the construction of institutional mechanism, formulate and revise organizational laws and regulations, and carry out theoretical research on laws and regulations.
