【摘要】:當(dāng)前,安全法規(guī)數(shù)量日益增多且更新速度快,傳統(tǒng)以單部法規(guī)宣貫為特點的培訓(xùn)方式難以調(diào)動學(xué)員積極性,培訓(xùn)效果欠佳。因此,本文擬開發(fā)一種企業(yè)安全法規(guī)在線培訓(xùn)系統(tǒng),其融合法規(guī)適用性和符合性的綜合功能,不僅能幫助學(xué)員形成如何落實安全法規(guī)要求的系統(tǒng)思維,還可以利用系統(tǒng)的開放性,在教學(xué)過程中以課程設(shè)計的形式,將學(xué)員分組、分專業(yè)進(jìn)行安全法規(guī)適用性識別、符合性評估體系創(chuàng)建及符合性評估,在課程設(shè)計過程中真正做到主動學(xué)習(xí),實現(xiàn)學(xué)以致用。 本文采用現(xiàn)場調(diào)研、理論研究和專家咨詢相結(jié)合的方法,充分借鑒目前我國企業(yè)安全培訓(xùn)的教學(xué)方法和方式,針對我國企業(yè)安全法規(guī)培訓(xùn)的特點從以下方面展開了研究。 明確現(xiàn)有通用安全法規(guī)對企業(yè)各環(huán)節(jié)安全生產(chǎn)風(fēng)險及職業(yè)危害因素的具體要求,建立企業(yè)通用安全培訓(xùn)法律法規(guī)數(shù)據(jù)庫。選取典型行業(yè)為研究對象,,以企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化基本規(guī)范的不同要素為分類指標(biāo),識別不同指標(biāo)對應(yīng)的通用法律法規(guī)及具體條款,綜合考慮各環(huán)節(jié)的風(fēng)險程度、安全法規(guī)違法嚴(yán)重程度等因素提出典型行業(yè)安全法規(guī)識別及評估框架,構(gòu)建量化的評估指標(biāo)體系,為識別企業(yè)適用安全法規(guī)及評估法規(guī)執(zhí)行水平體系提供研究方法。為確保企業(yè)安全法規(guī)工作動態(tài)更新和持續(xù)改進(jìn),提出安全法規(guī)符合性保持的基本要求和有效方法。 企業(yè)安全法規(guī)在線培訓(xùn)系統(tǒng)設(shè)計實現(xiàn)法律法規(guī)清單辨識、法規(guī)符合性評估指標(biāo)體系創(chuàng)建、法規(guī)符合性保持三方面功能。通過分析設(shè)計目標(biāo)要求,完成系統(tǒng)體系結(jié)構(gòu)、功能模塊和應(yīng)用終端設(shè)計。 企業(yè)安全法規(guī)在線培訓(xùn)系統(tǒng)開發(fā),以安全法規(guī)識別及評估框架體系為基礎(chǔ),將用于企業(yè)培訓(xùn)的安全法規(guī)數(shù)據(jù)庫及量化指標(biāo)體系進(jìn)行整理,開發(fā)完成安全法規(guī)在線學(xué)習(xí)實踐系統(tǒng)。將開發(fā)的安全法規(guī)在線培訓(xùn)系統(tǒng)應(yīng)用到典型行業(yè)中,提出典型行業(yè)適用安全法規(guī)及執(zhí)行水平量化評估指標(biāo)體系,提交通用的企業(yè)安全法規(guī)在線培訓(xùn)系統(tǒng)框架,開發(fā)典型行業(yè)企業(yè)安全法規(guī)在線學(xué)習(xí)實踐系統(tǒng),為安全培訓(xùn)提供教學(xué)演示案例。
[Abstract]:At present, the number of safety regulations is increasing day by day and the speed of updating is fast. Therefore, the traditional training method characterized by single regulation is difficult to arouse the enthusiasm of the trainees, and the training effect is not good. This paper intends to develop an online training system for enterprise safety regulations, which integrates the comprehensive functions of applicability and conformity of laws and regulations, and can not only help students form a systematic thinking on how to implement the requirements of safety laws and regulations. We can also use the openness of the system, in the course of teaching in the form of curriculum design, the students can be divided into groups, specialized to identify the applicability of safety regulations, conformance evaluation system establishment and compliance evaluation. In the course of curriculum design, we really do active learning and realize the application of learning. This paper uses the method of field investigation, theoretical research and expert consultation to fully learn from the current teaching methods and methods of enterprise safety training in our country. According to the characteristics of enterprise safety regulation training in China, the following aspects are studied. This paper clarifies the specific requirements of the existing general safety laws and regulations on the risk of production safety and occupational hazards in various links of enterprises, establishes the database of general safety training laws and regulations of enterprises, and selects typical industries as the research objects. Taking the different elements of the basic norms of enterprise safety production standardization as the classification indicators, the general laws, regulations and specific provisions corresponding to the different indicators are identified, and the risk degree of each link is considered synthetically. This paper puts forward the identification and evaluation framework of typical industry safety laws and regulations, and constructs a quantitative evaluation index system for the factors such as the severity of violation of safety laws and regulations. In order to identify the application of safety laws and regulations and assess the level of implementation of research methods. To ensure the dynamic updating and continuous improvement of enterprise safety laws and regulations. The basic requirements and effective methods of maintaining the conformance of safety laws and regulations are put forward. The online training system of enterprise safety regulations is designed to identify the list of laws and regulations, to establish the evaluation index system of the compliance of laws and regulations, and to maintain the compliance of laws and regulations in three aspects. Complete the system architecture, functional modules and application terminal design. The online training system of enterprise safety regulations is developed. Based on the framework system of identification and evaluation of safety laws and regulations, the database of safety regulations and the quantitative index system for enterprise training are sorted out. Develop and complete the online learning practice system of safety laws and regulations. Apply the online training system of safety regulations to typical industries and put forward the quantitative evaluation index system of safety regulations and execution level of typical industries. This paper presents a general framework of online training system for enterprise safety regulations and develops an online learning and practice system of enterprise safety regulations in typical industries, which provides a teaching demonstration case for safety training.
