【摘要】：隨著我國稅收征管體制改革的發(fā)展與深化,各級稅務(wù)機關(guān)的工作內(nèi)容更加豐富細化,部門間的業(yè)務(wù)聯(lián)系更加緊密,工作效能和質(zhì)量要求進一步提高,形成了以管理與服務(wù)為核心的科學化精細化管理要求。實現(xiàn)信息化建設(shè)對各項稅收事業(yè)的支撐作用,解決好信息化建設(shè)中所面臨的各種困難和問題,成為各級稅務(wù)部門的工作重心。納稅人法律意識和自身合法權(quán)益保護意識的提高,納稅人權(quán)益保護工作已成為銀川市國稅各級部門的重要工作內(nèi)容。在建立健全相關(guān)組織機構(gòu)、工作制度、流程的同時,需要借助信息化手段規(guī)范工作流程、提升工作質(zhì)量。同時,內(nèi)部資產(chǎn)管理(特別是各類IT資產(chǎn)的管理)工作也是銀川市國稅局業(yè)務(wù)管理工作的短板。由于內(nèi)部制度執(zhí)行不規(guī)范,管理方式落后,造成固定資產(chǎn)實物與資產(chǎn)臺帳、財務(wù)賬面不符,固定資產(chǎn)處置隨意的問題。銀川市國稅業(yè)務(wù)管理系統(tǒng)將這兩個不同類型業(yè)務(wù)進行了整合開發(fā)。銀川市國稅業(yè)務(wù)管理系統(tǒng),目前,由系統(tǒng)管理、納稅人維權(quán)子系統(tǒng)、固定資產(chǎn)管理(計算機設(shè)備類)子系統(tǒng)三大功能模塊構(gòu)成。經(jīng)過認真、仔細對用戶的需求進行全面和深入的調(diào)研,查閱相關(guān)的資料,整理、規(guī)劃日常工作業(yè)務(wù)流程,形成了高可用、資源高復(fù)用、可擴展的設(shè)計和開發(fā)主旨。依照SOA體系結(jié)構(gòu)進行設(shè)計、開發(fā)。用戶層由內(nèi)部網(wǎng)絡(luò)門戶網(wǎng)站實現(xiàn),統(tǒng)一使用用戶視圖,增強了用戶視圖代碼的復(fù)用。業(yè)務(wù)流程層實現(xiàn)了納稅人維權(quán)和固定資產(chǎn)管理的業(yè)務(wù)流程構(gòu)建。應(yīng)用服務(wù)層、數(shù)據(jù)庫層實現(xiàn)了數(shù)據(jù)接口的持久化設(shè)計和應(yīng)用組件的部署。使用Java計算高級語言進行開發(fā),采用典型的Struts+Hibernate+Spring框架,再結(jié)合其他框架來實現(xiàn)本系統(tǒng)功能,頁面設(shè)計使用了JSP實現(xiàn),數(shù)據(jù)庫采用ORACLE 10g。目前,銀川市國稅業(yè)務(wù)管理系統(tǒng),根據(jù)本課題的開題報告所計劃完成了目標,節(jié)約了開發(fā)成本、縮短了開發(fā)周期。由于本系統(tǒng)從本單位的實際工作出發(fā),借鑒了國內(nèi)外領(lǐng)先的開發(fā)技術(shù),充分滿足了銀川市國稅業(yè)務(wù)管理的日常工作及管理要求。
[Abstract]:With the development and deepening of the reform of the tax collection and management system in China, the contents of the work of the tax authorities at all levels have become richer and more detailed, the business links between the departments have become closer, and the efficiency and quality requirements of the work have been further improved.To form the management and service as the core of scientific and meticulous management requirements.Realizing the support role of information construction to various tax undertakings and solving all kinds of difficulties and problems in the construction of information technology has become the focus of the work of tax departments at all levels.With the improvement of taxpayers' legal consciousness and their own consciousness of protecting their legitimate rights and interests, the protection of taxpayers' rights and interests has become an important part of the work of all levels of state tax departments in Yinchuan City.At the same time of establishing and perfecting the relevant organization, work system and process, we need to standardize the work flow by means of information technology and improve the work quality.At the same time, the internal asset management (especially the management of all kinds of IT assets) is also a short board of the business management of Yinchuan National Taxation Bureau.Due to the non-standard implementation of internal system and backward management, the fixed assets in kind and assets account, financial books do not agree, the disposal of fixed assets at will.Yinchuan state tax business management system will be the two different types of business integration development.At present, Yinchuan State tax Service Management system is composed of three functional modules: system management, taxpayer protection subsystem and fixed assets management (computer equipment) subsystem.After careful and thorough investigation on the needs of users, consulting relevant materials, sorting out and planning daily work business processes, the design and development purport of high availability, resources Gao Fu and extensible design and development have been formed.Design and develop according to SOA architecture.The user layer is implemented by the internal network portal, and the reuse of the user view code is enhanced by using the user view uniformly.The business process layer realizes the business process construction of taxpayer's rights and fixed assets management.The application service layer and the database layer realize the persistence design of the data interface and the deployment of the application components.This system is developed by using Java computing language, adopting the typical Struts Hibernate Spring framework and combining with other frameworks to realize the system function. The page is designed by JSP, and the database is implemented by ORACLE 10g.At present, Yinchuan City National tax Business Management system, according to the subject of the report plan to complete the goal, save development costs, shorten the development cycle.Because the system is based on the actual work of the unit and the advanced development technology at home and abroad, it fully meets the daily work and management requirements of Yinchuan state tax business management.
