【摘要】：本文以來(lái)自國(guó)家和不同省市的29個(gè)環(huán)境監(jiān)測(cè)服務(wù)社會(huì)化政策為研究樣本,選取市場(chǎng)準(zhǔn)入、監(jiān)測(cè)領(lǐng)域、運(yùn)行管理和監(jiān)督制裁四個(gè)指標(biāo)對(duì)政策文本進(jìn)行量化分析。研究發(fā)現(xiàn),少數(shù)省市的相關(guān)規(guī)定具有一定的創(chuàng)新性,對(duì)以往混亂的社會(huì)環(huán)境監(jiān)測(cè)服務(wù)市場(chǎng)進(jìn)行了規(guī)范;但是多數(shù)省市的環(huán)境監(jiān)測(cè)服務(wù)社會(huì)化政策依然存在著市場(chǎng)準(zhǔn)入條件苛刻、監(jiān)測(cè)領(lǐng)域有待放開、運(yùn)行管理模式僵化、監(jiān)督制裁手段單一等問(wèn)題。對(duì)于上述問(wèn)題,需要從放寬市場(chǎng)準(zhǔn)入條件、有序開放監(jiān)測(cè)領(lǐng)域、構(gòu)建多元管理模式、完善監(jiān)督制裁體系四個(gè)方面予以解決。
[Abstract]:Taking 29 socialized policies of environmental monitoring services from different provinces and cities as research samples, this paper selects four indicators of market access, monitoring field, operation management and monitoring sanctions to quantitatively analyze the policy texts.It is found that the relevant regulations of a few provinces and cities are innovative and regulate the chaotic social environmental monitoring service market in the past, but the socialization policies of environmental monitoring services in most provinces and cities still have harsh market access conditions.Monitoring areas to be liberalized, operating management model ossified, single monitoring sanctions and other issues.The above problems need to be solved from four aspects: relaxation of market access conditions, orderly opening of the monitoring field, construction of a pluralistic management model and improvement of the supervision and sanctions system.
