【摘要】：集體化時(shí)期的水利工程多采用"大會(huì)戰(zhàn)"的方式,被視為中共戰(zhàn)爭(zhēng)年代"集中力量打殲滅戰(zhàn)"軍事原則的延伸。以根治海河為例,這是由該流域的自然條件和當(dāng)時(shí)的生產(chǎn)力水平?jīng)Q定的,而人民公社制度和農(nóng)民的生活狀況確保了施工勞動(dòng)力的組織。"大會(huì)戰(zhàn)"由于調(diào)集勞動(dòng)力多,治理效果比較明顯,但因主要依靠強(qiáng)大的政權(quán)力量來推動(dòng),難以納入制度化軌道,造成前緊后松、不按經(jīng)濟(jì)規(guī)律辦事等一些明顯的問題。
[Abstract]:During the collectivization period, water conservancy projects mostly adopted the method of "great battle", which was regarded as an extension of the military principle of "concentrating efforts to fight the war of annihilation" in the war years of the Communist Party of China.Taking the Haihe River as an example, this is determined by the natural conditions of the basin and the level of productivity at the time, while the people's commune system and the living conditions of the peasants ensure the organization of the construction labor force. "Because of the mobilization of more labor force, the effect of governance is obvious, but it is difficult to bring it into the system track because it mainly depends on the powerful political power to promote it, resulting in some obvious problems, such as tightening the front and loosening the back, and not following the rules of economy, and so on.
