【摘要】：抗戰(zhàn)時期,國民政府改革省行政呼聲高漲,蔣介石對此高度重視,通過改革試點,探索省行政改革之路。主要是調(diào)整和完善省行政系統(tǒng),精簡省政府機構(gòu),強化省政府權(quán)力。戰(zhàn)時推行省行政改革反映了國民政府的政治生態(tài)。省行政改革程序雖無不妥,結(jié)果卻差強人意。各省對行政機構(gòu)調(diào)整與裁撤態(tài)度并非一致,諸多省份未能切實奉行政院令推行改革,強化省權(quán)亦不符合戰(zhàn)時集權(quán)政治的需要,加速各省對中央政府的離心傾向。
[Abstract]:Jiang Jieshi attached great importance to the reform of provincial administration during the Anti-Japanese War, and explored the road of provincial administrative reform through the pilot reform.It is mainly to adjust and perfect the provincial administrative system, streamline the provincial government organization, and strengthen the power of the provincial government.The implementation of provincial administrative reform in wartime reflects the political ecology of the national government.Although the provincial administrative reform procedure is not inappropriate, the result is unsatisfactory.Many provinces failed to carry out the reform according to the order of the Executive Yuan, and the strengthening of provincial power did not accord with the need of centralization in wartime, and accelerated the centrifugal tendency of the provinces to the central government.
