【摘要】：民國時(shí)期察哈爾地區(qū)是匪患重災(zāi)區(qū),土匪問題十分嚴(yán)重。土匪問題形成原因非常復(fù)雜,是政局動(dòng)蕩、軍閥混戰(zhàn)、政府社會(huì)控制力弱化與地方政府、軍隊(duì)不作為等多種因素聚合的結(jié)果。察哈爾地區(qū)土匪呈現(xiàn)出了匪幫眾多、規(guī)模巨大;兵匪不分、兵匪合流與活動(dòng)猖獗的特點(diǎn)。匪患對(duì)察哈爾地區(qū)造成全方位沖擊,嚴(yán)重阻礙了社會(huì)經(jīng)濟(jì)發(fā)展。
[Abstract]:During the period of the Republic of China, Chahar area was a serious disaster area for bandits, and the problem of bandits was very serious.The formation of bandit problem is very complicated, which is the result of political instability, warlords fighting, weakening of government social control and local government, military inaction and other factors.The bandits in Chahar area show the characteristics of numerous bandits and huge scale, no distinction between soldiers and bandits, and rampant activities and confluence of soldiers and bandits.Bandits affect Chahar area in all directions, seriously hindering social and economic development.
