【摘要】：白山派大、小和卓敗亡之后,清朝對其后裔采取了嚴(yán)密的清查措施,確定了"罪不及妻孥"的處理原則,實(shí)行積極招撫并安置京師的政策,以消除潛在的危險(xiǎn),實(shí)現(xiàn)天山以南的長治久安。乾隆朝實(shí)行的清查措施與招撫安置政策收到了顯著的效果。嘉慶初年繼續(xù)對外逃的大和卓后裔薩木薩克實(shí)行積極招撫政策,但在薩木薩克接受招撫攜妻、子來投的關(guān)鍵時(shí)刻,地方官員未能妥善處理,措施失當(dāng),致使其畏懼逸去。嘉慶十九年玉努斯案定案之原因十分復(fù)雜。以玉努斯案為轉(zhuǎn)折點(diǎn),清朝中止了自乾隆二十六年以來對白山派和卓后裔長期持續(xù)實(shí)行的正確的招撫政策。政策的轉(zhuǎn)變,造成了嚴(yán)重的后患,是道光、咸豐、同治年間新疆持續(xù)動亂的重要原因之一。
[Abstract]:After the defeat of Bai Shan School and Xiao he Zhuo, the Qing Dynasty took strict measures to check their descendants, determined the treatment principle of "crime is inferior to his wife and emperors," and carried out the policy of actively caressing and placing capital teachers in order to eliminate the potential danger. To realize the long-lasting peace to the south of the Tianshan Mountains. The check measures and the policy of caressing and resettling implemented by the Qianlong Dynasty have achieved remarkable results. In the early years of Jiaqing, the policy of active caressing was continued to be applied to the fleeing Dahe Zhuo descendant, Samusack. However, at the critical moment when Samusack accepted the caress and wife, and the son came to vote, the local officials failed to properly handle the matter and mishandled the measures, resulting in their fear of going away. The reasons for the finalization of the Yunus case in Jiaqing's nineteen year were very complicated. Taking the Yunus case as a turning point, The Qing Dynasty suspended the correct policy of caressing the Baishan School and the descendants of Zhuo in the past 26 years since Qianlong. The change of the policy resulted in serious trouble, which was one of the important reasons for the continuous unrest in Daoguang, Xianfeng and Tongzhi years in Xinjiang.
