【摘要】：長期以來,土地以提供實物型的生產資料和生活資料的方式充當著農村地區(qū)的社會保障功能,同時也是農戶心里最后的就業(yè)和養(yǎng)老保障,土地的社會保障功能在替代落后的農村社會保障建設方面發(fā)揮著重要作用。近年來,隨著我國農村經濟發(fā)展和農民生活水平的提高,農民生產和生活觀念的改變,實物型的土地社會保障功能逐漸弱化,甚至出現“虛化”現象。因此,通過對土地產權制度的改革,探索土地社會保障功能貨幣化實現的新形式,探求土地社會保障功能發(fā)揮作用的新途徑,具有一定的理論和實踐意義。本文主要是基于農地產權比例化流轉理論設想以及相應的雙重保障型農地流轉公積金制度建設,進而提出土地社會保障功能貨幣化機制。文章首先分析土地社會保障功能在農村保障作用的現狀和面臨的困境;其次,進一步介紹“土地換保障”模式在成都推行的實踐案例,通過分析該模式在實際推行中存在的問題與不足,總結在探索土地社會保障功能實現形式可能的借鑒經驗之處;最后,闡述土地社會保障功能貨幣化機制的方案設計,然后采用多元有序Logistic回歸模型分析農戶參與繳納土地社會保障功能貨幣化機制意愿的影響因素,同時對農戶參與公積金繳納意愿比例水平進行補充性分析,主要研究結論如下:(1)土地社會保障功能改革與變遷是隨著農村土地產權制度的變革同步進行的,合適的農地產權制度有利于土地社會保障功能發(fā)揮最大效應。土地社會保障功能貨幣化機制既是對農村土地產權制度的探索創(chuàng)新,也是對土地保障功能實現形式的創(chuàng)新,它符合農戶對土地保障功能的利益需求,同時也有助于農村社會保障體系的建設。(2)從農戶特征和家庭經濟特征來看,農戶年齡在20-50歲、文化程度越高以及家庭收入水平越高,他們參與繳納雙重保障型農地流轉公積金的意愿越強;從農戶對社會保障認知特征和農地流轉認知特征來看,農戶社會保障認知意識越強、農戶的土地轉出的意愿越強以及農戶對農地產權比例化流轉制度設想評價滿意度越高,愿意繳納雙重保障型農地流轉公積金的可能性就越高。(3)農戶參與繳納雙重保障型農地流轉公積金的意愿比例較低,主要原因是農戶擔心農地產權比例化流轉制度設想和土地社會保障貨幣化機制能否長期推行以及繳納公積金后土地流轉收入無法保障失地后的生產生活等因素。因此,需要探索雙重保障型農地流轉公積金三方繳存機制,同時給予農戶適當的財政補貼以及健全失地農戶社會保障體系,以建立農戶繳納雙重保障型農地流轉公積金的激勵和保障機制。
[Abstract]:For a long time, land has served as a social security function in rural areas by providing physical means of production and means of livelihood, as well as the last employment and old-age security in the hearts of farmers. The social security function of land plays an important role in replacing the backward rural social security construction. In recent years, with the development of rural economy and the improvement of farmers' living standard, the concept of farmers' production and life has changed, and the function of physical land social security has gradually weakened, even appeared the phenomenon of "vanity". Therefore, through the reform of land property right system, it is of theoretical and practical significance to explore a new form of realizing the monetization of land social security function and to explore a new way for land social security function to play its role. This paper is mainly based on the theoretical assumption of the proportional transfer of farmland property rights and the corresponding construction of the dual guarantee farmland transfer accumulation fund system, and then puts forward the monetization mechanism of land social security function. Firstly, the paper analyzes the current situation of the function of land social security in rural areas and the difficulties it faces. Secondly, the paper further introduces the practice case of "land for security" model in Chengdu, through analyzing the problems and shortcomings in the actual implementation of the model, summarizes the possible experience in exploring the realization form of land social security function; Finally, the paper expounds the scheme design of the monetization mechanism of land social security function, and then analyzes the influencing factors of farmers' willingness to participate in the monetization mechanism of land social security function by using the multivariate ordered Logistic regression model. The main conclusions are as follows: (1) the reform and changes of land social security function are carried out with the reform of rural land property right system. The suitable farmland property right system is advantageous to the land social security function to play the biggest effect. The monetization mechanism of land social security function is not only the exploration and innovation of rural land property right system, but also the innovation of land security function realization form. It also contributes to the construction of rural social security system. (2) from the characteristics of farmers and family economic characteristics, the age of farmers is 20-50 years old, the higher the education level and the higher the level of family income, The more willing they are to participate in the payment of double security farmland transfer accumulation fund; From the perspective of farmers' cognitive characteristics of social security and rural land transfer, the stronger the cognitive consciousness of farmers' social security is, the stronger the farmers' willingness to transfer land is and the higher the satisfaction degree of farmers' evaluation of the assumption of rural land property rights proportional transfer system. The more likely it is to be willing to pay the double security farmland transfer accumulation fund. (3) the proportion of farmers' willingness to participate in the dual security farmland transfer accumulation fund is lower. The main reasons are that farmers are worried about the assumption of rural land property rights proportional circulation system, whether the monetization mechanism of land social security can be carried out for a long time and the fact that land circulation income cannot guarantee the production and life after losing land after paying the accumulation fund. Therefore, it is necessary to explore the three-party payment and deposit mechanism of the dual-security farmland transfer accumulation fund, at the same time to give the farmers appropriate financial subsidies and improve the social security system of land-lost farmers. In order to establish a dual-guarantee farmers payment of farmland transfer provident fund incentive and security mechanism.
