【摘要】：社會(huì)保障制度是現(xiàn)代國家的一項(xiàng)基本制度,社會(huì)保障制度的完善與否已經(jīng)成為衡量社會(huì)文明進(jìn)步的一個(gè)重要標(biāo)志。在我國,社會(huì)保障制度直接關(guān)系到黨堅(jiān)持全心全意為人民服務(wù)的宗旨,關(guān)系到維護(hù)人民群眾的切身利益,關(guān)系到保證改革開放和經(jīng)濟(jì)建設(shè)穩(wěn)定發(fā)展的大局。健全的社會(huì)保障體系、完備的社會(huì)保障法律制度將直接影響到國家的經(jīng)濟(jì)發(fā)展和整個(gè)社會(huì)穩(wěn)定。民生問題一直是我們關(guān)注的熱點(diǎn)問題,只有妥善解決了老百姓的基本生活問題,才能實(shí)現(xiàn)構(gòu)建社會(huì)主義和諧社會(huì)的目標(biāo),維護(hù)社會(huì)的穩(wěn)定,而社會(huì)保障是我們的民生之本,要想實(shí)現(xiàn)社會(huì)的穩(wěn)定,必須構(gòu)建出完善的社會(huì)保障制度。對(duì)于現(xiàn)階段處于轉(zhuǎn)型期的我國來說,現(xiàn)行的社會(huì)保障制度面臨著價(jià)值選擇與制度重構(gòu)的雙重挑戰(zhàn),社會(huì)保障制度的完善已經(jīng)迫在眉睫刻不容緩。 我國的社會(huì)保障制度已經(jīng)有近60年的歷史,社會(huì)保障制度也在不斷地完善和發(fā)展,然而隨著市場(chǎng)經(jīng)濟(jì)的持續(xù)快速增長,原有的城鄉(xiāng)社會(huì)保障體系顯現(xiàn)出了明顯的滯后性,這不僅成為制約科學(xué)發(fā)展的瓶頸,而且也是影響和諧社會(huì)構(gòu)建的重要因素。因此,借鑒國外的經(jīng)驗(yàn),有必要建立一套適合中國國情的社會(huì)保障制度。我國經(jīng)濟(jì)的持續(xù)快速增長,政治的和諧穩(wěn)定,為建立完善的社會(huì)保障制度奠定了比較雄厚的基礎(chǔ),我國的社會(huì)保障制度還有很大的發(fā)展空間。通過考察國內(nèi)社會(huì)保障制度的現(xiàn)狀以及參考國外的經(jīng)驗(yàn)教訓(xùn),我們提出的建議是,建立一種適合中國特色的發(fā)展型社會(huì)保障制度。 發(fā)展型社會(huì)保障制度必須符合中國國情并有利于經(jīng)濟(jì)的發(fā)展,立足于保障勞動(dòng)者的就業(yè),體現(xiàn)全民共享性。促進(jìn)充分就業(yè)是社會(huì)保障新架構(gòu)的核心內(nèi)容。構(gòu)建發(fā)展型社會(huì)保障制度,應(yīng)當(dāng)制定長遠(yuǎn)規(guī)劃,維護(hù)社會(huì)保障制度框架的系統(tǒng)完整,明確各主體的法律責(zé)任,實(shí)現(xiàn)籌資渠道的多元化,提高社會(huì)保險(xiǎn)統(tǒng)籌層次。本文在統(tǒng)籌城鄉(xiāng)發(fā)展與建設(shè)社會(huì)主義和諧社會(huì)的宏大背景下,對(duì)發(fā)展型社會(huì)保障制度的內(nèi)涵,核心及目標(biāo)等進(jìn)行探討,以期找到建立發(fā)展型社會(huì)保障制度的良方。
[Abstract]:Social security system is a basic system in modern countries. The perfection of social security system has become an important symbol to measure the progress of social civilization. In China, the social security system is directly related to the Party's adherence to the purpose of serving the people wholeheartedly, to safeguarding the vital interests of the people, and to the overall situation of ensuring the stable development of reform and opening up and economic construction. A sound social security system and a complete legal system of social security will directly affect the economic development of the country and social stability as a whole. People's livelihood issues have always been a hot issue of our concern. Only by properly solving the basic living problems of ordinary people can we achieve the goal of building a harmonious socialist society and maintain social stability, and social security is the foundation of our livelihood. In order to realize social stability, we must construct a perfect social security system. The current social security system is facing the double challenges of value choice and system reconstruction, and the perfection of the social security system is urgent and urgent. China's social security system has a history of nearly 60 years, and the social security system is constantly improving and developing. However, with the sustained and rapid growth of the market economy, the original urban and rural social security system has shown obvious lag. This is not only a bottleneck restricting the development of science, but also an important factor affecting the construction of a harmonious society. Therefore, it is necessary to set up a set of social security system suitable for China's national conditions. The sustained rapid growth of our economy and the harmonious and stable politics have laid a solid foundation for the establishment of a perfect social security system, and there is still great room for development of the social security system in our country. By examining the present situation of the social security system in China and referring to the experience and lessons of foreign countries, we put forward the suggestion that we should establish a kind of developmental social security system suitable for Chinese characteristics. The developmental social security system must conform to the national conditions of China and be beneficial to the development of economy. It should be based on ensuring the employment of laborers and embodying the sharing of all people. Promoting full employment is the core of the new social security framework. In order to construct a developmental social security system, we should make a long-term plan, maintain the systematic integrity of the social security system framework, clarify the legal responsibilities of each subject, realize the diversification of financing channels, and raise the overall level of social insurance. Under the grand background of coordinating urban and rural development and building a harmonious socialist society, this paper probes into the connotation, core and goal of the development-oriented social security system in order to find a good way to establish the development-oriented social security system.
