【摘要】：十八屆三中全會(huì)提出"完善和發(fā)展中國(guó)特色社會(huì)主義制度,推進(jìn)國(guó)家治理體系與治理能力現(xiàn)代化"的發(fā)展命題,是基于中國(guó)正在進(jìn)行的兩大轉(zhuǎn)型即從傳統(tǒng)治理向現(xiàn)代治理轉(zhuǎn)變、從現(xiàn)代化的初級(jí)治理向復(fù)雜的高級(jí)治理轉(zhuǎn)變中所蘊(yùn)含"如何實(shí)現(xiàn)國(guó)家治理體系內(nèi)部的轉(zhuǎn)型與完善"和"如何實(shí)現(xiàn)國(guó)家治理的有效性與合法性"兩大任務(wù)。因傳統(tǒng)的體制弊端與現(xiàn)實(shí)治理需求多樣性,國(guó)家治理的部分領(lǐng)域失效問題比較嚴(yán)重。中國(guó)的國(guó)家治理要實(shí)現(xiàn)"國(guó)家戰(zhàn)略規(guī)劃與治理策略的統(tǒng)一"、"治理的價(jià)值、制度與技術(shù)的統(tǒng)一",通過(guò)塑造協(xié)調(diào)的政治制度體系、高效的公共服務(wù)體系和適應(yīng)的社會(huì)保障體系,圍繞民主治理與復(fù)合治理的基本要求,從制度治理、文化治理和技術(shù)治理等方面提升國(guó)家的治理能力與治理水平。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the development proposition of "perfecting and developing the socialist system with Chinese characteristics, promoting the modernization of the national governance system and governing ability", which is based on the two major transformations that China is undergoing, that is, the transformation from traditional governance to modern governance. "how to realize the transformation and perfection of the internal governance system" and "how to realize the validity and legitimacy of national governance" are contained in the transition from modern primary governance to complex high-level governance. Because of the traditional system malpractice and the diversity of the actual governance demand, the failure problem of some areas of national governance is serious. China's national governance should realize "the unity of national strategic planning and governance strategy", "the value of governance, the unity of system and technology", by shaping a coordinated political system, The highly efficient public service system and the adaptive social security system, focusing on the basic requirements of democratic governance and compound governance, promote the governance ability and governance level of the country from the aspects of institutional governance, cultural governance and technological governance.
