轉(zhuǎn)型期項目溝通管理在信訪工作中的應(yīng)用研究

【摘要】：當前,我國正處在社會和經(jīng)濟快速發(fā)展的重要轉(zhuǎn)型期,也是社會各個領(lǐng)域中各種糾紛和矛盾集中凸顯的時期,必然會存在一些影響社會和諧的因素和問題。隨之而來的信訪問題也就呈現(xiàn)新型化、復雜化、多樣化。特別是在本人實際工作的縣域經(jīng)濟社會中,人民群眾在各個方面的利益訴求明顯增多,在涉法涉訴案件、房屋拆遷問題、農(nóng)村土地問題、政府工程項目、農(nóng)民工工資以及勞動和社保等方面的社會矛盾越來越突出,也給信訪工作帶來了巨大的壓力。信訪工作就是為人民排憂解難、化解矛盾的工作,也是我們建設(shè)和諧社會最基礎(chǔ)的工作。信訪問題的關(guān)鍵并不在于信訪問題的發(fā)生,而是在于信訪問題的解決,更在于有效管理信訪問題和解決信訪問題的能力。要通過社會各個領(lǐng)域的探索發(fā)現(xiàn)、實踐經(jīng)驗,總結(jié)出一套適合我國社會發(fā)展的信訪理論、信訪制度和解決方法。項目溝通管理就是通過有效的規(guī)劃,對項目的溝通管理的整個過程進行合理科學地控制和管理的過程。這個項目溝通管理的過程也可以理解為是保證整個項目的信息及時恰當?shù)厥占�、儲存、生成、發(fā)布的過程,通過一系列活動最終進行處理而進行的管理活動。信訪問題可以看做是一個項目,所以本文從實際工作經(jīng)歷出發(fā),在探討和分析項目溝通管理理論內(nèi)涵的基礎(chǔ)上對項目溝通管理理論的實際應(yīng)用研究進行探究,理順項目溝通管理理論在實際信訪工作應(yīng)用中的各種關(guān)系,掌握好通過項目溝通管理理論在信訪工作中的應(yīng)用,信訪系統(tǒng)才能收集或找到相關(guān)的信息,在對信息進行分析處理的基礎(chǔ)上,做出正確的決策,從而解決根本性的目標,構(gòu)建一套結(jié)構(gòu)合理、管理科學、信息暢通、機制有效的信訪綜合體系。完善項目溝通管理在信訪工作中的應(yīng)用對策,為規(guī)范、合理地把項目溝通管理理論運用在信訪工作中提供有益的參考,并使其能夠發(fā)揮真正重要的作用。
[Abstract]:At present, our country is in the important transition period of the rapid development of society and economy. It is also a period when all kinds of disputes and contradictions are concentrated and highlighted in various fields of society, and there must be some factors and problems that affect social harmony. The problem of letters and visits has become new, complicated and diversified. In particular, in the county economy and society where I actually work, the interest demands of the people in all aspects have increased obviously. In cases involving legal action, housing demolition, rural land issues, and government projects, The social contradictions of migrant workers' wages, labor and social security are becoming more and more prominent, which also bring great pressure to the petition work. The work of letters and visits is not only the work of solving difficulties and resolving contradictions for the people, but also the most basic work of building a harmonious society. The key to the problem of letters and visits lies not in the occurrence of the problem of letters and visits, but in the solution of the problems of letters and visits, and the ability to effectively manage the problems of letters and visits and solve the problems of letters and visits. Through the exploration and discovery of various fields of society and practical experience, we should sum up a set of theory, system and solution of letters and visits suitable for the social development of our country. Project communication management is the process of rational and scientific control and management of the whole process of project communication management through effective planning. The process of communication and management of this project can also be understood as the process of ensuring that the information of the whole project is collected, stored, generated and released in a timely and proper manner, and the management activities are carried out through a series of activities. The problem of letters and visits can be regarded as a project, so this paper discusses the practical application of the theory of project communication management on the basis of discussing and analyzing the connotation of the theory of project communication management. Straighten out all kinds of relations of project communication management theory in the application of actual letter and visit work, master the application of project communication management theory in letter and visit work, then the letter and visit system can collect or find relevant information. Based on the analysis and processing of information, the correct decision is made, so as to solve the fundamental goal and construct a comprehensive system of letters and visits with reasonable structure, scientific management, smooth information and effective mechanism. To improve the application of project communication management in the work of letters and visits, to provide a useful reference for standardizing and reasonably applying the theory of project communication management to the work of letters and visits, and to enable it to play a truly important role.
