【摘要】：改革開放以后，我國小城鎮(zhèn)取得快速發(fā)展，為學者、政府等人士所看重，其發(fā)展受到政策鼓勵，成為我國城市化的主力軍。然而隨著經(jīng)濟體制改革的不斷深入，小城鎮(zhèn)發(fā)展遇到一些難題，學術(shù)界質(zhì)疑和批評的意見逐漸增多。為此，各地紛紛進行改革。到了90年代中后期，鄉(xiāng)鎮(zhèn)企業(yè)產(chǎn)權(quán)制度改革基本完成、小城鎮(zhèn)戶籍制度改革實質(zhì)性推進、鄉(xiāng)鎮(zhèn)合并和行政區(qū)劃調(diào)整步伐加快，為小城鎮(zhèn)發(fā)展提供了一個新的制度背景。 蘇南地區(qū)是我國鄉(xiāng)鎮(zhèn)企業(yè)的發(fā)源地，小城鎮(zhèn)的迅速發(fā)展更是作為80年代城市化最強勁的動力和主要表現(xiàn)形式，“蘇南模式”的建立與完善也一度成為最具特色的農(nóng)村城市化的樣本。本文即以蘇南小城鎮(zhèn)為研究對象，探討制度變遷與蘇南小城鎮(zhèn)發(fā)展之間的關(guān)系，把握蘇南小城鎮(zhèn)的發(fā)展規(guī)律，從而為區(qū)域城市化戰(zhàn)略的實施和城市化進程的進一步推進提供參考。 文章首先界定了城市化及其它相關(guān)概念、小城鎮(zhèn)、制度變遷等概念的內(nèi)涵，并通過回顧與評析國內(nèi)外小城鎮(zhèn)研究現(xiàn)狀，，總結(jié)出小城鎮(zhèn)發(fā)展的基本理論；接著，對蘇南小城鎮(zhèn)的發(fā)展現(xiàn)狀及總體特征給予客觀評價，重點闡述90年代后期以來制度變遷中蘇南小城鎮(zhèn)發(fā)展出現(xiàn)的新趨向，主要體現(xiàn)在由全面鋪開到重點發(fā)展、職能轉(zhuǎn)型、發(fā)展動力轉(zhuǎn)變以及鎮(zhèn)區(qū)人口構(gòu)成復雜等方面；第三，運用定性和定量相結(jié)合的方法，分析戶籍制度改革、鄉(xiāng)鎮(zhèn)企業(yè)產(chǎn)權(quán)制度改革、行政區(qū)劃調(diào)整等一系列制度變遷在蘇南小城鎮(zhèn)發(fā)展中的重要作用以及實現(xiàn)機制；第四，選擇省和國家綜合改革試點區(qū)域之一的常熟市作為典型案例，進行實證研究。在定量分析各項制度變遷績效的基礎(chǔ)上，預測在當前制度環(huán)境下常熟小城鎮(zhèn)發(fā)展的前景，并從制度層面尋求未來發(fā)展的對策。
[Abstract]:After the reform and opening up, small towns in our country have made rapid development, which is valued by scholars, governments and other people. Its development is encouraged by policies, and has become the main force of urbanization in our country. However, with the deepening of economic system reform. The development of small towns has encountered some difficult problems, and the opinions questioned and criticized by the academic circles have gradually increased. Therefore, various localities have carried out reforms one after another. By the middle and late period of 90s, the reform of the property rights system of township enterprises was basically completed. The reform of household registration system in small towns has been carried out substantially, and the pace of township merging and administrative division adjustment has been quickened, which provides a new institutional background for the development of small towns. Southern Jiangsu is the birthplace of township enterprises in China, and the rapid development of small towns is the most powerful driving force and main manifestation of urbanization in 80s. The establishment and perfection of the "Southern Jiangsu Model" once became the most characteristic sample of rural urbanization. This paper studies the relationship between the institutional changes and the development of the small towns in southern Jiangsu Province, taking the small towns in southern Jiangsu Province as the research object. To grasp the law of development of small towns in southern Jiangsu, thus providing a reference for the implementation of regional urbanization strategy and the further advancement of urbanization process. Firstly, the article defines the connotation of urbanization and other related concepts, small towns, institutional changes, and summarizes the basic theory of the development of small towns by reviewing and evaluating the current research situation of small towns at home and abroad. Then, the development of small towns in southern Jiangsu Province and the overall characteristics of the objective evaluation, focusing on the institutional changes since the late 90s in the development of small towns in southern Jiangsu emerging new trends. Mainly reflected in the overall spread to the key development, the function transformation, the development motive force transformation as well as the township population composition complex and so on; Third, the use of qualitative and quantitative methods, analysis of household registration system reform, township enterprises property rights system reform. The important role and realization mechanism of a series of institutional changes such as administrative division adjustment in the development of small towns in southern Jiangsu; In 4th, Changshu City, one of the pilot regions of provincial and national comprehensive reform, was selected as a typical case to conduct empirical research. On the basis of quantitative analysis of the performance of various institutional changes. The prospect of Changshu small town development in the current institutional environment is forecasted, and the countermeasures for the future development are sought from the system level.
