【摘要】：新一輪科技革命將影響世界各國、特別是大國之間的實力對比,可能重塑各個國家競爭力在全球的位置,進而引發(fā)未來世界經(jīng)濟政治格局的深刻調(diào)整。在新科技革命背景下,大國博弈正日益向著太空、極地、深海海底乃至網(wǎng)絡空間擴展;科技成果被錯誤利用將可能嚴重影響國際安全環(huán)境;武器裝備創(chuàng)新將可能改變未來戰(zhàn)爭形態(tài);世界各國特別是大國之間的科技人才競爭日趨激烈。為了在尖銳復雜的國際斗爭中抓住并用好新科技革命機遇,要努力把我國建設成"人才磁鐵"型國家,多建一些"人才磁鐵"型城市;大力推進軍事創(chuàng)新、軍民融合和全面的科技體制創(chuàng)新;注意防止陷入一場與霸權國及其同盟國之間的"以寡敵眾"的軍備競賽;注意應對太空軍事化和未來"太空戰(zhàn)爭"的潛在危險,科學地處理好維護國家安全利益與書寫太空探索輝煌篇章之間的平衡;既加強自主技術開發(fā),又繼續(xù)貫徹積極引進國外先進技術的方針;以自然科學技術與社會科學相互結合的跨學科研究深入探討如何抓住并用好新科技革命的機遇問題。
[Abstract]:A new round of scientific and technological revolution will affect the comparison of power among countries in the world, especially among big countries, and may reshape the competitive position of each country in the world, thus triggering a profound readjustment of the world economic and political structure in the future. In the context of the new scientific and technological revolution, The game of great powers is increasingly expanding to space, polar, deep sea floor and even cyberspace; the misuse of scientific and technological achievements may seriously affect the international security environment; the innovation of weapons and equipment may change the future war pattern; The competition for scientific and technological talents among countries in the world, especially among big countries, is becoming increasingly fierce. In order to seize the opportunity of making good use of the new scientific and technological revolution in the sharp and complicated international struggle, we must strive to build our country into a "talent magnet" type country. Build more "talent magnet" cities; vigorously promote military innovation, military-civilian integration and comprehensive scientific and technological system innovation; pay attention to prevent from falling into an arms race with hegemonic countries and their allies. Paying attention to the potential dangers of militarization of space and future "space wars," and scientifically striking a balance between safeguarding national security interests and writing brilliant chapters of space exploration; that is, strengthening the development of independent technology, We will continue to carry out the policy of actively introducing advanced foreign technology and explore in depth how to seize the opportunity of making good use of the new scientific and technological revolution with the interdisciplinary research of combining natural science and technology with social science.
