【摘要】：我國(guó)早在2000年就進(jìn)入老齡化社會(huì)階段,老年人口的日益增多導(dǎo)致養(yǎng)老壓力激增。傳統(tǒng)居家養(yǎng)老不能滿足需求,機(jī)構(gòu)養(yǎng)老慢慢登上歷史舞臺(tái),越來(lái)越多的養(yǎng)老機(jī)構(gòu)不斷被建立。早期的公辦養(yǎng)老機(jī)構(gòu)在我國(guó)占機(jī)構(gòu)養(yǎng)老的較大份額,民營(yíng)養(yǎng)老機(jī)構(gòu)作為一個(gè)補(bǔ)充形式。如今,在我國(guó)活躍的市場(chǎng)經(jīng)濟(jì)條件下,民營(yíng)養(yǎng)老機(jī)構(gòu)作為受經(jīng)濟(jì)規(guī)律影響的市場(chǎng)主體,發(fā)揮著越來(lái)越重要的作用。目前我國(guó)有眾多的民營(yíng)養(yǎng)老機(jī)構(gòu),民營(yíng)養(yǎng)老機(jī)構(gòu)的服務(wù)內(nèi)容和服務(wù)質(zhì)量在不斷的提升。但民營(yíng)養(yǎng)老機(jī)構(gòu)在建立和發(fā)展過(guò)程中面臨了一些困境,對(duì)民營(yíng)養(yǎng)老機(jī)構(gòu)的研究對(duì)我國(guó)的養(yǎng)老市場(chǎng)有著重要作用。本文的研究對(duì)象-松蒲博愛(ài)護(hù)養(yǎng)中心(以下簡(jiǎn)稱松蒲護(hù)養(yǎng)院)經(jīng)營(yíng)發(fā)展期間,見(jiàn)證了民營(yíng)養(yǎng)老機(jī)構(gòu)在我國(guó)的從無(wú)到有、發(fā)展的從低到高,其共經(jīng)歷了三階段的改革與升級(jí),不斷的對(duì)服務(wù)內(nèi)涵進(jìn)行探索。本文運(yùn)用文獻(xiàn)研究法、結(jié)構(gòu)式訪談法和個(gè)案分析法對(duì)松蒲護(hù)養(yǎng)院的三階段的服務(wù)特點(diǎn)和所遇困境的歷史發(fā)展進(jìn)行追述。通過(guò)對(duì)松蒲護(hù)養(yǎng)院的了解與分析得出目前我國(guó)的一般民營(yíng)養(yǎng)老機(jī)構(gòu)都會(huì)遇到的制度方面和自身發(fā)展方面的困境。從政府應(yīng)提供有效的扶持政策、機(jī)構(gòu)應(yīng)建立服務(wù)為先的運(yùn)營(yíng)方式、專業(yè)化與標(biāo)準(zhǔn)化并行等三方面提出了政府應(yīng)如何支持民營(yíng)養(yǎng)老機(jī)構(gòu)的發(fā)展和民營(yíng)養(yǎng)老機(jī)構(gòu)自身應(yīng)如何不斷的對(duì)提供的福利服務(wù)更好的升級(jí)。
[Abstract]:As early as 2000, China entered the stage of aging society, and the increasing number of the elderly population led to a sharp increase in the pressure for the aged. The traditional family pension could not meet the demand, so the institutional old-age support slowly stepped onto the stage of history. More and more pension institutions have been established. The early public pension institutions accounted for a large share of the old-age care institutions in China, private pension institutions as a supplementary form. Now, under the active market economy conditions in our country, As the main body of the market affected by the economic law, private pension institutions play an increasingly important role. At present, there are many private pension institutions in our country. The service content and service quality of private pension institutions are constantly improving, but private pension institutions are faced with some difficulties in the process of establishment and development. The research on private pension institutions plays an important role in the pension market of our country. During the period of operation and development of Songpu Boai Nursing Center (hereinafter referred to as Songpu Nursing Home), the private pension institutions have witnessed the development of private pension institutions in our country. The development from low to high, it has gone through three stages of reform and upgrading, constantly explore the connotation of service. The structure interview method and case analysis method were used to review the characteristics of the three-stage service and the historical development of the difficulties encountered in the Songpu nursing home. Through the understanding and analysis of the Songpu nursing home, it was concluded that the general private old-age pension machine in our country at present. The institutional and self-development dilemmas that the government should face from providing effective support policies, Institutions should establish a service-first operation mode, specialization and standardization parallel, and three aspects of the government should support the development of private pension institutions and private pension institutions themselves should continue to provide better welfare services.
