【摘要】：核學(xué)習(xí)理論曾被用以解釋兩個(gè)擁有核武器的國家間戰(zhàn)略穩(wěn)定關(guān)系的形成,然而作為社會(huì)科學(xué)的"學(xué)習(xí)"概念并不內(nèi)含價(jià)值規(guī)范性,它可以是正面的也可以是負(fù)面的。印度和巴基斯坦1998年進(jìn)行核試驗(yàn)后,在卡吉爾沖突和2001~2002年軍事對(duì)峙中經(jīng)歷了負(fù)面核學(xué)習(xí)過程,認(rèn)為各自的冒險(xiǎn)政策取得了勝利。負(fù)面核學(xué)習(xí)的結(jié)果是印度繼續(xù)擴(kuò)大常規(guī)優(yōu)勢(shì)和建立"三位一體"核力量,巴基斯坦則發(fā)展戰(zhàn)術(shù)核武器并降低核使用門檻。印巴為升級(jí)優(yōu)勢(shì)展開的爭(zhēng)奪,導(dǎo)致雙方核軍備升級(jí),破壞了兩國的戰(zhàn)略穩(wěn)定,增大了發(fā)生核沖突的風(fēng)險(xiǎn)。
[Abstract]:Nuclear learning theory has been used to explain the formation of strategic stability between the two nuclear weapons between countries, however, as a social science "learning" concept is not intrinsic value standard, it can be either positive or negative. India and Pakistan in 1998 conducted a nuclear test, negative nuclear learning experience in Cargill 2001~2002 years of military conflict and confrontation, that their risk policy victory. The negative nuclear study is India to continue to expand the conventional advantages and the establishment of "three-in-one" nuclear power, Pakistan is the development of tactical nuclear weapons and nuclear India. As the lower threshold for the use of the advantages of upgrading the competition, resulting in two nuclear arms upgrade that undermines the strategic stability between the two countries, increases the risk of nuclear conflict.
