【摘要】：上海城市流動人口持續(xù)增長已經成為顯而易見的事實，如何加強對城市流動人口的管理和服務、充分發(fā)揮城市流動人口對上海建設及發(fā)展的作用，是上海城市管理者必須認真應對的難題。 本文運用整體性治理理論對上海城市流動人口管理及服務的策略展開分析闡述。 首先，對上海城市流動人口管理體制的建立及發(fā)展過程進行梳理，重點介紹上海目前以居住證為依托的屬地化管理體制的政策規(guī)定和內容，并分析了其對上海城市社會經濟發(fā)展的影響。 其次，從整體性治理理論出發(fā)進行剖析，發(fā)現目前上海城市流動人口管理存在著以下一系列缺陷：管理機構碎片化、忽略城鄉(xiāng)結合部、政府與企業(yè)及非政府組織缺少緊密合作、城市流動人口處于被動管理狀態(tài)、居住證制度實施效果不理想、管理內容單一化、管理成本居高不下、管理手段簡單滯后。造成上述缺陷的原因在于：不少政府官員仍將流動人口視作外來人口、基層管理者能力及素質總體不高、制度建設工具簡單滯后、相關財政資金投資不足、與流動人口流出地政府間的協調不夠。 最后，針對上述缺陷和原因，，從整體性治理理論出發(fā)提出了完善上海城市流動人口治理工作的策略：構建上海城市流動人口治理的整合性機制（建立大人口統(tǒng)籌管理機構、實現與流動人口流出地政府的密切協調）、實現城市流動人口治理主體的多元化（充分發(fā)揮非營利組織的獨特作用、鼓勵城市流動人口及其自組織參與治理）、完善城市流動人口治理的制度工具（改進居住證制度、加強城市流動人口出租屋管理、健全城市流動人口管理的相關法規(guī)）、豐富城市流動人口管理與服務的內容、改進城市流動人口治理工作的手段（建立統(tǒng)一的城市流動人口信息管理系統(tǒng)、加大對城市流動人口公共服務的財政投入）。
[Abstract]:The sustained growth of floating population in Shanghai has become an obvious fact. How to strengthen the management and service of urban floating population and give full play to the role of urban floating population in the construction and development of Shanghai, It is a difficult problem that Shanghai city manager must deal with seriously. This paper analyzes the strategies of urban floating population management and service in Shanghai by using holistic governance theory. First of all, the establishment and development of urban floating population management system in Shanghai are reviewed, with emphasis on the policy provisions and contents of the local management system based on residence permits in Shanghai at present. And analyzed its impact on the social and economic development of Shanghai. Secondly, based on the theory of holistic governance, it is found that there are a series of defects in the management of floating population in Shanghai: fragmentation of management institutions, neglect of urban and rural areas, lack of close cooperation between government and enterprises and non-governmental organizations. The urban floating population is in a passive management state, the effect of the residence permit system is not ideal, the management content is single, the management cost is high, the management method is simple and lagged behind. The reasons for these defects are that many government officials still regard the floating population as an alien population, the ability and quality of grass-roots managers are generally not high, the system construction tools are simply lagging behind, and the related financial funds are not invested enough. There is insufficient coordination with the governments of the floating population outflow areas. Finally, in view of the above defects and reasons, this paper puts forward the strategies to perfect the governance of floating population in Shanghai based on the theory of holistic governance: to construct the integrated mechanism of the governance of urban floating population in Shanghai (to establish the overall management organization of large population). To realize the close coordination with the local government of the floating population, to realize the diversification of the main body of urban floating population governance (to give full play to the unique role of the non-profit organizations, To encourage the urban floating population and its self-organization to participate in governance, to improve the institutional tools of urban floating population governance (to improve the residence permit system, to strengthen the management of urban floating population rental housing, Perfecting the relevant laws and regulations of urban floating population management, enriching the contents of urban floating population management and services, improving the means of urban floating population management (establishing a unified urban floating population information management system, Increase financial investment in public services for urban floating population).
