公安民警績效考核問題研究

【摘要】: 上世紀70年代以來,伴隨著新公共管理運動的興起,政府部門越來越重視績效管理,如何對公務(wù)員績效進行考核成為政府管理的重要課題。公安民警作為公務(wù)員隊伍的重要組成部分,其工作績效直接體現(xiàn)了政府的管理能力和服務(wù)水平,直接關(guān)系到社會群眾對政府工作的滿意程度。以科學(xué)的發(fā)展觀為指導(dǎo)實施公安民警績效考核制度,對增強公安民警工作積極性、提高公安機關(guān)績效水平、推動公安隊伍正規(guī)化建設(shè)具有重要意義。 本論文采用文獻分析法、調(diào)查研究法和案例分析法等方法對公安民警績效考核問題進行了研究,總結(jié)借鑒了國內(nèi)外公務(wù)員和警察績效考核的經(jīng)驗做法,,解釋了績效考核相關(guān)的基本概念,以及公安民警績效考核的有關(guān)內(nèi)容,闡述了績效考核在公安民警管理中的作用。論文對當(dāng)前公安民警績效考核中存在的問題、原因及其影響進行了評價分析,并在此基礎(chǔ)上,從四個方面就建立科學(xué)規(guī)范的公安民警績效考核體系進行了深入論述,即職位分析與職位評價、設(shè)計績效指標(biāo)、選擇考核的方法和考核結(jié)果的使’用等,并結(jié)合實際提出了有針對性的意見和建議。最后,論文總結(jié)了公安民警績效考核的基本觀點,并對公安民警績效考核的前景進行了展望。 在附錄中,本文還以萊蕪市公安局民警績效考核為例,有針對性地進行了調(diào)查分析。
[Abstract]:Since the 1970s, with the rise of the new public management movement, government departments pay more and more attention to performance management, how to evaluate the performance of civil servants has become an important issue of government management. As an important part of the civil service, the performance of the public security police directly reflects the management ability and service level of the government, and is directly related to the satisfaction of the public with the work of the government. Under the guidance of scientific concept of development, it is of great significance to implement the performance appraisal system of public security police, to strengthen the enthusiasm of police work, to improve the performance level of public security organs, and to promote the regularization of public security ranks. This paper uses the methods of literature analysis, investigation and case analysis to study the performance appraisal of police, and summarizes the experience and practice of civil servants and police performance appraisal at home and abroad. This paper explains the basic concepts related to performance appraisal and the relevant contents of performance appraisal of police officers, and expounds the function of performance appraisal in the management of police officers. This paper analyzes the problems, causes and effects of the performance appraisal of the police, and on the basis of this, discusses deeply the establishment of a scientific and standardized performance appraisal system for the police from four aspects. That is, position analysis and job evaluation, design of performance indicators, selection of assessment methods and the use of assessment results, and put forward targeted suggestions and suggestions combined with the actual situation. Finally, the paper summarizes the basic viewpoints of the performance appraisal of the police, and looks forward to the prospect of the performance appraisal of the police. In the appendix, this article also takes the police performance appraisal of Laiwu City Public Security Bureau as an example, carries on the investigation and analysis pertinently.
