【摘要】：戶籍制度改革偏離戶籍本身功能的傾向 ,是導致我國戶籍制度改革二十多年來至今未能從根本上突破全面實現(xiàn)戶口遷移自由和城鄉(xiāng)戶口一體化這兩個關口的重要原因。本文探索了戶籍制度功能的本義、演變及其原因 ,提出了戶籍功能的復原應當成為下一步戶籍制度改革的核心的論點 ,并就回歸戶籍制度本質功能 ,積極推進我國戶籍制度改革提出了幾點建議。
[Abstract]:The tendency of the reform of household registration system deviating from the function of household registration system is the important reason why the reform of household registration system in our country has not been able to achieve the freedom of hukou migration and the integration of urban and rural hukou for more than 20 years.This paper explores the original meaning, evolution and reasons of the household registration system function, puts forward the argument that the restoration of the household registration function should be the core of the next household registration system reform, and returns to the essential function of the household registration system.Actively promote the reform of the household registration system in China put forward several suggestions.
