移動基站建設(shè)工程項目風險管理研究

【摘要】:移動通信的實現(xiàn)需要無線電臺站的配備,而無線電臺站即移動基站,在有無線電的地域內(nèi),起到支持手機通話、通信等數(shù)據(jù)服務功能的主要和重要設(shè)施就是移動基站。移動基站的建設(shè)將是一項高風險、高投入的工程,項目的實施成功與否受到諸多因素的影響,從基站建設(shè)規(guī)劃到實施的整個過程中存在種種不確定因素。如果能夠清晰認識并管理好移動基站在其建設(shè)實施過程中的諸多不確定風險因素,在一定程度上可以提高基站建設(shè)項目的綜合效益,提高基站建設(shè)項目的進度、質(zhì)量和可靠性,從而減少相應的管理壓力和避免風險因素的干擾,全面保障移動基站建設(shè)的預期目標。鑒于此,筆者結(jié)合目前在移動公司的工作實際情況,以新的一期成都移動基站建設(shè)項目工作為背景,分析風險管理在該基站建設(shè)項目活動中的應用,提出移動基站建設(shè)項目風險管控策略研究。同時希望將項目管理以及項目風險管理的理論、方法和工具應用于成都移動公司基站建設(shè)工程項目,為實現(xiàn)成都移動的基站建設(shè)引入項目風險管控的目標添磚加瓦,并有益于實現(xiàn)成都移動公司的通信設(shè)備入網(wǎng)項目所倡導的精細管理目標,有益于提高成都移動通信建設(shè)工程項目質(zhì)量,以期為相關(guān)項目投資回報度的提升和移動通信行業(yè)的高速、健康發(fā)展貢獻力量。基于上述背景,全文分為六個部分進行了研究分析。本文首先對選題背景、研究目的和意義進行了闡述,并指出研究內(nèi)容、方法及研究技術(shù)路線;然后歸納和整理了本文研究所涉及的項目管理和風險管理的相關(guān)理論,同時對建設(shè)工程項目風險管理國內(nèi)外研究現(xiàn)狀進行了綜述;再然后按照項目風險識別的方法和標準,對移動基站建設(shè)項目風險進行識別分析,整理得出項目風險因素;緊接著根據(jù)項目風險的評估準則以及發(fā)生概率,對項目風險進行了定性分析和定量評價;另外還根據(jù)項目風險管控的特點及難點,提出了項目風險的控制、應對以及動態(tài)監(jiān)控的策略,并提出了項目突發(fā)事件應急管理建議;最后得出了論文研究的結(jié)論。本文選擇具有典型特征的移動基站建設(shè)項目風險管理實踐為切入口,就其具體問題和對策開展研究,使得風險管理的方法和措施在成都移動外網(wǎng)項目的實際推進過程中起到了一定的作用,同時也為類似信息管理系統(tǒng)項目的風險管理提供有價值的參考。
[Abstract]:The realization of mobile communication needs the equipment of the radio station, and the radio station is the mobile base station. In the area with radio, the main and important facility to support the mobile phone call and other data service function is the mobile base station. The construction of mobile base station will be a high risk and high investment project. The success of the project is affected by many factors, from the base station construction planning to the implementation of the whole process of various uncertain factors. If we can clearly understand and manage many uncertain risk factors in the construction and implementation of mobile base station, to some extent, we can improve the comprehensive benefit of the base station construction project, and improve the progress, quality and reliability of the base station construction project. In order to reduce the corresponding management pressure and avoid the interference of risk factors, the expected goal of mobile base station construction is fully guaranteed. In view of this, the author analyzes the application of risk management in the construction project of Chengdu Mobile Base Station under the background of the actual situation of the current work in the Mobile Company, taking the new phase of Chengdu Mobile Base Station Construction Project as the background, and analyzes the application of risk management in the construction of the base station project. Research on risk control strategy of mobile base station construction project is put forward. At the same time, I hope to apply the theories, methods and tools of project management and project risk management to the base station construction project of Chengdu Mobile Company, and contribute to the goal of introducing project risk control into the base station construction of Chengdu Mobile. It is beneficial to realize the fine management goal advocated by Chengdu Mobile Company's communication equipment access project, and to improve the quality of Chengdu Mobile Communication Construction Project. In order to improve the return on investment of related projects and mobile communication industry high-speed, healthy development contribution. Based on the above background, the thesis is divided into six parts. In this paper, the background, purpose and significance of the research are expounded, and the contents, methods and technical route of the research are pointed out. Then summarizes and arranges the related theories of project management and risk management, at the same time summarizes the domestic and foreign research status of construction project risk management; Then according to the project risk identification methods and standards, the mobile base station construction project risk identification analysis, collate the project risk factors; Then according to the project risk evaluation criteria and occurrence probability, the qualitative analysis and quantitative evaluation of the project risk are carried out. In addition, according to the characteristics and difficulties of project risk management, the paper puts forward the strategy of project risk control, response and dynamic monitoring, and puts forward the proposal of project emergency management. Finally, the conclusion of the paper is drawn. In this paper, the typical characteristics of mobile base station construction project risk management practice as the entry point, on its specific problems and countermeasures to carry out research, The methods and measures of risk management play a certain role in the actual promotion of Chengdu Mobile Extranet project, and also provide a valuable reference for the risk management of similar information management system projects.
