【摘要】：電子公文系統(tǒng)(Electronic Records System)是辦公自動(dòng)化的重要組成部分,直到21世紀(jì)初期,國(guó)務(wù)院辦公廳出臺(tái)了電子公文的相關(guān)管理辦法,推動(dòng)了電子公文的推廣實(shí)施,該系統(tǒng)才在國(guó)內(nèi)開(kāi)始陸續(xù)普及使用。目前,電子公文系統(tǒng)已改變了傳統(tǒng)的公文流轉(zhuǎn)方式,極大地提高了辦公效率,該系統(tǒng)的使用也成為了政府、企事業(yè)單位信息化發(fā)展的必然選擇。華北油田公司高度重視利用信息化手段提高辦公效率,較早的推廣應(yīng)用了電子公文系統(tǒng),隨著計(jì)算機(jī)技術(shù)的飛速發(fā)展、網(wǎng)絡(luò)的不斷提升普及、業(yè)務(wù)的不斷拓展,公司員工面臨著提升相關(guān)知識(shí)能力的問(wèn)題,在系統(tǒng)應(yīng)用方面就會(huì)出現(xiàn)各類的風(fēng)險(xiǎn)因素,影響系統(tǒng)的健康發(fā)展。而目前國(guó)內(nèi)外在電子公文系統(tǒng)應(yīng)用風(fēng)險(xiǎn)管理領(lǐng)域特別是大型國(guó)有企業(yè)這塊缺少系統(tǒng)的理論研究。本文首先結(jié)合工作實(shí)踐,主要通過(guò)問(wèn)卷調(diào)研、專家訪談的方式,充分了解了華北油田公司電子公文系統(tǒng)的應(yīng)用現(xiàn)狀及存在的問(wèn)題;然后進(jìn)行了大量的資料文獻(xiàn)的閱讀,通過(guò)風(fēng)險(xiǎn)管理理論,借鑒國(guó)內(nèi)外的相關(guān)理論知識(shí)研究,依據(jù)華北油田公司的實(shí)際應(yīng)用情況對(duì)問(wèn)題進(jìn)行了風(fēng)險(xiǎn)管理分析研究,通過(guò)風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)應(yīng)對(duì)設(shè)計(jì)等措施,進(jìn)行了風(fēng)險(xiǎn)管理策略的設(shè)計(jì);最后,結(jié)合公司相關(guān)專家的意見(jiàn)提出了電子公文系統(tǒng)風(fēng)險(xiǎn)應(yīng)對(duì)策略實(shí)施相應(yīng)的改進(jìn)措施。對(duì)華北油田公司電子公文系統(tǒng)的應(yīng)用情況進(jìn)行研究,能夠?yàn)閲?guó)內(nèi)企事業(yè)單位電子公文系統(tǒng)提供可靠的參考意見(jiàn)和理論根據(jù)。華北油田公司今后的發(fā)展趨勢(shì)將是移動(dòng)辦公,并且融合其他信息系統(tǒng),向數(shù)字化、信息化、知識(shí)化管理的方向全面提升辦公自動(dòng)化的水平,提高辦公效率。
[Abstract]:Electronic document system (Electronic Records System) is an important part of office automation. Until the beginning of the 21st century, the General Office of the State Council issued the related management measures of electronic official document, which promoted the popularization and implementation of electronic official document. The system has just begun to be popularized in China. At present, the electronic document system has changed the traditional official document circulation mode, greatly improved the office efficiency, the use of this system has also become the government, enterprises and institutions information development of the inevitable choice. Huabei Oilfield Company attaches great importance to the use of information technology to improve office efficiency, the earlier spread of the application of electronic document system, with the rapid development of computer technology, the continuous promotion of the network, business expansion, The employees are faced with the problem of improving the knowledge ability, and there will be various risk factors in the application of the system, which will affect the healthy development of the system. At present, there is a lack of systematic theoretical research on the application of risk management in electronic document system, especially in large state-owned enterprises at home and abroad. In this paper, based on the work practice, mainly through questionnaire investigation and expert interview, we fully understand the application status and existing problems of the electronic document system of Huabei Oilfield Company. Then through the reading of a large number of documents, through the risk management theory, draw lessons from the relevant theoretical knowledge at home and abroad, according to the actual application of Huabei Oilfield Company risk management analysis research, through risk identification, Risk assessment, risk response design and other measures, risk management strategy design; Finally, according to the opinions of relevant experts, the paper puts forward the corresponding measures to improve the risk response strategy of electronic document system. The research on the application of electronic document system in Huabei Oilfield Company can provide reliable reference and theoretical basis for the electronic document system of domestic enterprises and institutions. The development trend of Huabei Oilfield Company in the future will be mobile office, and integrate other information systems, promote the level of office automation and improve office efficiency in an all-round way to the direction of digitization, information and knowledge management.
