佛山市南莊鎮(zhèn)工業(yè)用地集約利用研究

【摘要】：土地集約利用是落實科學(xué)發(fā)展觀和建設(shè)集約型社會的必然途徑，也是衡量一個國家、地區(qū)經(jīng)濟增長的重要指標(biāo)。隨著工業(yè)化、城鎮(zhèn)化進(jìn)程的快速推進(jìn)，我國建設(shè)用地供需矛盾日益尖銳，土地資源的粗放利用現(xiàn)象十分突出。工業(yè)用地是城市建設(shè)用地的重要組成部分，因此，探討和研究工業(yè)用地集約利用的問題和途徑，對推動城市可持續(xù)發(fā)展具有重要的戰(zhàn)略意義。 目前，我國工業(yè)用地集約利用的研究對象主要為大中城市、鄉(xiāng)鎮(zhèn)和開發(fā)區(qū)，對省級和小城鎮(zhèn)以及企業(yè)地塊的工業(yè)用地集約利用的研究極少。但是近年來，我國小城市尤其是小城鎮(zhèn)在土地利用中所表現(xiàn)出來的問題不容忽視，尤其是用地，包括增長的快速性、使用的粗放性、用地閑置的嚴(yán)重性等。有關(guān)數(shù)據(jù)顯示，工業(yè)用地約占土地供應(yīng)總量的60%-80%，工業(yè)已經(jīng)成為建設(shè)用地增量最大的用地產(chǎn)業(yè)，過度占用耕地、低效利用的問題突出而普遍，許多城市工業(yè)用地比例遠(yuǎn)遠(yuǎn)突破現(xiàn)行國家標(biāo)準(zhǔn)15%-30%的范圍，乃至于工業(yè)用地增速超過工業(yè)產(chǎn)值增速。 文章在闡釋城市工業(yè)用地的基本特征、內(nèi)涵，以及綜合研究國內(nèi)外關(guān)于工業(yè)用地集約利用的基礎(chǔ)上，選擇南莊鎮(zhèn)鎮(zhèn)域、工業(yè)園區(qū)以及企業(yè)地塊三個層次的工業(yè)用地作為研究對象，并進(jìn)行研究。首先，定性分析南莊鎮(zhèn)工業(yè)發(fā)展脈絡(luò)，結(jié)合各層次工業(yè)用地發(fā)展現(xiàn)狀，，建立評價現(xiàn)狀工業(yè)用地集約利用水平的評價體系，對南莊鎮(zhèn)工業(yè)用地現(xiàn)狀進(jìn)行定量評價。然后根據(jù)評價結(jié)果，分析南莊鎮(zhèn)工業(yè)用地集約利用的缺陷與不足，及其影響因素的基礎(chǔ)上探求各層次工業(yè)用地集約利用的影響機制。最后結(jié)合工業(yè)用地現(xiàn)狀問題及影響機制，提出能夠提高南莊鎮(zhèn)工業(yè)用地集約利用水平的建議對策。 全文共分六章。第一章為緒論部分，闡述研究背景、研究目的與意義、研究內(nèi)容、研究對象的選擇，并提出研究目標(biāo)與研究方案。第二章綜述了國內(nèi)外關(guān)于工業(yè)用地集約利用的相關(guān)研究內(nèi)容及研究進(jìn)展。其中分析了土地集約利用的起源及其內(nèi)涵、工業(yè)用地集約利用影響因素，并總結(jié)了工業(yè)用地集約模式、國內(nèi)外關(guān)于工業(yè)用地集約利用的相關(guān)實踐探索。第三章在工業(yè)用地集約利用的內(nèi)涵，以及各層次工業(yè)用地發(fā)展趨勢的基礎(chǔ)上，合理選取工業(yè)用地集約利用的評價指標(biāo)，并建立評價體系，對南莊鎮(zhèn)不同層次的工業(yè)用地進(jìn)行集約度評價，定量分析其集約利用水平。第四章主要基于第三章的結(jié)果分析，探求南莊鎮(zhèn)工業(yè)用地集約利用的影響機制。通過分析南莊工業(yè)發(fā)展的特殊性、區(qū)域的普遍性等特性，從開發(fā)主體、政策、經(jīng)濟、規(guī)劃控制、市場引導(dǎo)、產(chǎn)業(yè)類型等等各方面要素來探求其影響機制。第五章在南莊鎮(zhèn)工業(yè)用地集約利用評價結(jié)果的基礎(chǔ)上，結(jié)合南莊鎮(zhèn)工業(yè)及用地發(fā)展現(xiàn)狀問題，提出提高工業(yè)用地集約利用水平的對策，引導(dǎo)南莊鎮(zhèn)工業(yè)用地利用走向集約。第六章為本次研究的結(jié)論、研究不足與展望，對整篇論文的研究結(jié)論進(jìn)行概括，并針對研究中的不足與缺陷，提出未來研究的展望。其中，第三、四章是本論文的核心章節(jié)。
[Abstract]:Intensive use of land is an inevitable way to implement the scientific development view and to build an intensive society. It is also an important index to measure the economic growth of a country and region. With the rapid progress of industrialization and urbanization, the contradiction between supply and demand of construction land in China is becoming more and more acute, and the extensive utilization of land resources is very prominent. The third chapter, based on the connotation of intensive utilization of industrial land and the development trend of industrial land at all levels, reasonably selects the evaluation index of the intensive use of industrial land, and sets up an evaluation system for industrial use in different levels of Nanzhuang Town.
