陜西省國省干線公路養(yǎng)護(hù)模式改革研究

【摘要】:近年來,隨著公路的大量建設(shè),尤其是國省干線公路的擴(kuò)建,在養(yǎng)護(hù)管理中出現(xiàn)了很多問題,有些問題已經(jīng)嚴(yán)重影響到了交通事業(yè)的發(fā)展。陜西省地處西北內(nèi)陸腹地,橫跨黃河和長江兩大流域中部,是連接中國東、中部地區(qū)和西北、西南的重要樞紐,交通事業(yè)的快速發(fā)展,使得陜西省的經(jīng)濟(jì)也得到迅猛發(fā)展[1]。保證陜西省國省干線公路高效、安全、暢通是養(yǎng)護(hù)管理部門的主要任務(wù)。公路養(yǎng)護(hù)模式改革是適應(yīng)社會主義市場經(jīng)濟(jì)體制改革、優(yōu)化資源配置、提高養(yǎng)護(hù)效益的必然要求,是新形勢下緩解公路養(yǎng)護(hù)資金不足的重要手段和應(yīng)對養(yǎng)護(hù)管理工作的有效措施,也是實(shí)現(xiàn)公路養(yǎng)護(hù)事業(yè)可持續(xù)發(fā)展的長遠(yuǎn)之計。本文以陜西省國省干線公路養(yǎng)護(hù)模式為研究對象,首先對國省干線公路的概念進(jìn)行了界定,然后從養(yǎng)護(hù)理念、管理體制和運(yùn)行機(jī)制三個方面分析了陜西省國省干線公路養(yǎng)護(hù)的現(xiàn)狀,探討現(xiàn)有養(yǎng)護(hù)模式的適應(yīng)性以及存在的問題,結(jié)合國內(nèi)外公路養(yǎng)護(hù)管理先進(jìn)經(jīng)驗(yàn),提出新形勢下國省干線養(yǎng)護(hù)模式改革的目標(biāo)和任務(wù),并在此基礎(chǔ)上,提出適應(yīng)陜西省社會經(jīng)濟(jì)發(fā)展和公路交通事業(yè)可持續(xù)發(fā)展的養(yǎng)護(hù)模式改革實(shí)施方案及配套政策措施。本文的研究重點(diǎn)是陜西省國省干線公路養(yǎng)護(hù)模式改革的實(shí)施方案,提出的改革方案需要試點(diǎn)運(yùn)營實(shí)證其可行性和實(shí)用性,期望能為陜西省交通公路管理部門決策者提供一些有益借鑒。
[Abstract]:In recent years, with the large number of highway construction, especially the expansion of the national provincial trunk roads, there are many problems in the maintenance and management, some problems have seriously affected the development of transportation. Shaanxi Province is located in the inland hinterland of Northwest China, which straddles the middle of the Yellow River and the Yangtze River. Shaanxi Province is an important hub connecting the eastern, central and northwest and southwest of China. With the rapid development of transportation, the economy of Shaanxi Province has also developed rapidly [1]. To ensure the high efficiency, safety and smooth flow of the main roads in Shaanxi Province is the main task of the maintenance and management department. The reform of highway maintenance mode is an inevitable requirement to adapt to the reform of socialist market economy system, optimize the allocation of resources and improve the maintenance efficiency. It is an important means to alleviate the shortage of highway maintenance funds under the new situation and an effective measure to deal with the maintenance management work. It is also a long-term measure to realize the sustainable development of highway maintenance. This paper takes the main highway maintenance mode of Shaanxi Province as the research object, first defines the concept of the main line highway of Shaanxi Province, then analyzes the present situation of the maintenance of the main line highway of Shaanxi Province from three aspects: maintenance concept, management system and operation mechanism, probes into the adaptability and existing problems of the existing maintenance mode, and combines the advanced experience of highway maintenance and management at home and abroad. This paper puts forward the objectives and tasks of the reform of the trunk line maintenance mode in the new situation, and on this basis, puts forward the implementation scheme and supporting policy measures of the maintenance mode reform which adapts to the social and economic development of Shaanxi Province and the sustainable development of highway transportation. The research focus of this paper is the implementation scheme of the reform of the trunk highway maintenance mode in Shaanxi Province. The proposed reform scheme needs pilot operation to demonstrate its feasibility and practicability, hoping to provide some useful reference for the decision makers of the traffic highway management department in Shaanxi Province.
