公共停車場(chǎng)經(jīng)濟(jì)屬性的思考

【摘要】:中國(guó)大多數(shù)城市中心區(qū)公共停車場(chǎng)的規(guī)劃建設(shè)管理都存在一定的障礙,根源在于對(duì)公共停車場(chǎng)的經(jīng)濟(jì)屬性認(rèn)識(shí)模糊。首先,分析當(dāng)前公共停車場(chǎng)存在的主要問(wèn)題及其產(chǎn)生根源,認(rèn)為經(jīng)濟(jì)屬性界定不清晰導(dǎo)致政府和市場(chǎng)分工不明確,同時(shí)增加政府內(nèi)部管理的復(fù)雜度。提出把公共停車場(chǎng)的經(jīng)濟(jì)屬性明確界定為以市場(chǎng)供給為主體的準(zhǔn)公共物品這一結(jié)論,并以公共停車場(chǎng)經(jīng)濟(jì)屬性為基礎(chǔ),提出在解決停車問(wèn)題上政府和市場(chǎng)的權(quán)責(zé)界定。最后,對(duì)規(guī)劃階段的停車設(shè)施分類和功能定位、建設(shè)管理和運(yùn)營(yíng)階段公共停車場(chǎng)的市場(chǎng)主導(dǎo)等關(guān)鍵技術(shù)問(wèn)題進(jìn)行研究并提出建議。
[Abstract]:There are some obstacles in the planning and construction of the public parking lot in most urban centers in China. The root of this obstacle lies in the vague understanding of the economic attributes of the public parking lot. Firstly, this paper analyzes the main problems existing in the public car park and its causes, and points out that the unclear definition of economic attributes leads to the unclear division of labor between the government and the market, and increases the complexity of the internal management of the government. This paper puts forward the conclusion that the economic attribute of public parking is defined as quasi-public goods with the market supply as the main body, and on the basis of the economic attribute of public parking, the definition of government and market power and responsibility in solving the parking problem is put forward. Finally, some key technical problems, such as the classification and function orientation of parking facilities in the planning stage, the market dominance of the public parking lot in the construction management and the operation phase, and so on, are studied and some suggestions are put forward.
