【摘要】:隨著經(jīng)濟(jì)全球化程度的日益加深,世界經(jīng)濟(jì)的發(fā)展呈現(xiàn)出區(qū)域化的特征,世界各國(guó)和地區(qū)為了在日益激烈的國(guó)際競(jìng)爭(zhēng)環(huán)境中取得主動(dòng)地位,紛紛把加強(qiáng)區(qū)域創(chuàng)新系統(tǒng)建設(shè)和提高創(chuàng)新能力作為首要發(fā)展戰(zhàn)略。在資源一定的條件下,區(qū)域創(chuàng)新系統(tǒng)運(yùn)行效率的高低決定了一個(gè)地區(qū)未來(lái)的競(jìng)爭(zhēng)優(yōu)勢(shì)。國(guó)內(nèi)外實(shí)踐證明,區(qū)域獲取競(jìng)爭(zhēng)優(yōu)勢(shì)的根本在于擁有高素質(zhì)人才的多寡?萍夹腿瞬抛鳛槿瞬胖械膬(yōu)秀群體,,是區(qū)域創(chuàng)新系統(tǒng)運(yùn)行的“內(nèi)在驅(qū)動(dòng)引擎”,其聚集所產(chǎn)生的知識(shí)溢出、技術(shù)創(chuàng)新等可以推動(dòng)區(qū)域創(chuàng)新系統(tǒng)的加速發(fā)展。區(qū)域創(chuàng)新系統(tǒng)內(nèi)的創(chuàng)新主體構(gòu)成科技型人才聚集的載體,創(chuàng)新主體之間的知識(shí)轉(zhuǎn)移與擴(kuò)散、技術(shù)應(yīng)用與開(kāi)發(fā)以及良好的創(chuàng)新支持氛圍為科技型人才的聚集創(chuàng)造了前提條件。因此,科技型人才聚集與區(qū)域創(chuàng)新系統(tǒng)具有較強(qiáng)的關(guān)聯(lián)。 山西省為適應(yīng)新的經(jīng)濟(jì)形勢(shì)采取了很多措施構(gòu)建區(qū)域創(chuàng)新系統(tǒng),但單一的資源產(chǎn)業(yè)發(fā)展模式造成了區(qū)域內(nèi)創(chuàng)新主體的規(guī)模逐漸減小,創(chuàng)新能力和活力不強(qiáng),創(chuàng)新資源配置及創(chuàng)新的外部支持環(huán)境不合理等均導(dǎo)致科技力量游離于企業(yè)和市場(chǎng)之外。同時(shí),科技型人才的數(shù)量相對(duì)不足,聚集規(guī)模較小,對(duì)區(qū)域創(chuàng)新系統(tǒng)發(fā)展的帶動(dòng)作用也尚未體現(xiàn);诖,本文從科技型人才聚集視角出發(fā)研究二者的關(guān)系,這對(duì)于提升山西省科技型人才聚集水平和構(gòu)建區(qū)域創(chuàng)新系統(tǒng)有著重要的意義。 本文在運(yùn)用相關(guān)理論的基礎(chǔ)之上,對(duì)科技型人才聚集與區(qū)域創(chuàng)新系統(tǒng)的關(guān)系進(jìn)行了理論上的探索,并實(shí)證分析了二者的內(nèi)在關(guān)系。首先通過(guò)耦合關(guān)聯(lián)度和耦合協(xié)調(diào)度模型研究了二者的耦合協(xié)調(diào)關(guān)系;其次運(yùn)用Eviews7.2軟件,采用協(xié)整檢驗(yàn)和格蘭杰因果關(guān)系檢驗(yàn)驗(yàn)證二者之間存在的長(zhǎng)期均衡穩(wěn)定關(guān)系及格蘭杰因果關(guān)系,并利用誤差修正模型說(shuō)明短期波動(dòng)影響的情況。最后在實(shí)證研究結(jié)果的基礎(chǔ)上提出了提升山西省科技型人才聚集水平和區(qū)域創(chuàng)新系統(tǒng)發(fā)展水平的相關(guān)對(duì)策建議。 本文的創(chuàng)新點(diǎn):構(gòu)建了山西省科技型人才聚集評(píng)價(jià)體系和區(qū)域創(chuàng)新系統(tǒng)評(píng)價(jià)體系,利用信度和效度檢驗(yàn)對(duì)兩個(gè)評(píng)價(jià)體系進(jìn)行了驗(yàn)證;采用耦合關(guān)聯(lián)度模型和耦合協(xié)調(diào)度模型研究了山西省科技型人才聚集與區(qū)域創(chuàng)新系統(tǒng)及其子系統(tǒng)之間的耦合協(xié)調(diào)關(guān)系;運(yùn)用協(xié)整檢驗(yàn)和格蘭杰檢驗(yàn)具體分析了科技型人才聚集與區(qū)域創(chuàng)新系統(tǒng)及其子系統(tǒng)之間長(zhǎng)期穩(wěn)定的均衡關(guān)系和格蘭杰因果關(guān)系。
[Abstract]:With the deepening of economic globalization, the development of the world economy has regional characteristics, the countries and regions of the world in order to get the initiative in the fierce international competition environment, have to strengthen the construction of regional innovation system and improve the ability of innovation as the primary development strategy. Under the limited resources, the efficiency of regional innovation system decides the future competition advantage of an area at home and abroad. Practice has proved that the fundamental competitive advantage lies in the region with high-quality talent level. Science and technology talents as a talent in the excellent group, is the regional innovation system of "internal driving engine", the knowledge spillover aggregation caused, accelerate the development of technology innovation can promote regional innovation system. Regional innovation system innovation constitute the main carrier of technological talent aggregation, innovation subject Knowledge transfer and diffusion, technology application and development, and good support atmosphere create a precondition for the accumulation of technological talents. Therefore, the accumulation of technological talents is strongly related to regional innovation system.
Shanxi province to adapt to the new economic situation has taken many measures to construct the regional innovation system, but the development mode of resource industry single caused regional innovation scale decreases, innovation ability and vitality is not strong, external innovation resources allocation and innovation support environment is not reasonable to the power of science and technology enterprises and the market free from outside at the same time, the relative shortage of technological talent aggregation, a smaller scale, the leading role for the development of regional innovation system has not been reflected. Based on this, this paper from the perspective of technological talent aggregation of the two, it will enhance the Shanxi province science and technology talent aggregation level and plays an important role in the construction of regional innovation system.
This article is based on the use of the related theories of technological talent aggregation theory is discussed and the relationship between the regional innovation system, and analyzes the internal relationship between the two. First through the coupling degree and coupling coordination degree model to study the coupling relationship between the two; followed by the use of Eviews7.2 software, between by using cointegration test and Granger causality test to verify Grainger two long-term stable relationship between Grainger and the causal relationship, and use the error correction model of short term fluctuations. Finally, based on the results of empirical research puts forward some countermeasures and suggestions to promote Shanxi province level technological talent aggregation level and regional innovation system development.
The innovation of this paper: to build the evaluation system and evaluation system of regional innovation system in Shanxi province science and technology talents gathered, the two evaluation system was verified by reliability and validity; the coupling degree model and the coupling coordination degree model of Shanxi province science and technology talents aggregation coupling coordination between regional innovation system and its relationship with subsystem; cointegration test and Grainger test analyzes the technological talent aggregation between regional innovation system and its subsystem of long-term stable equilibrium relationship and the causal relationship between Grainger.
