【摘要】：新疆是典型的資源大省，能源開發(fā)生產(chǎn)一直保持較大的力度，長(zhǎng)時(shí)間以來為均衡國(guó)家能源布局和支持東部發(fā)展做出了巨大的貢獻(xiàn)，但是自身的經(jīng)濟(jì)增速卻低于全國(guó)大多數(shù)省份，這是不是說明新疆遭遇了資源詛咒了呢？中央新疆工作座談會(huì)明確指出要實(shí)現(xiàn)新疆經(jīng)濟(jì)的跨越式發(fā)展，解決資源稟賦和經(jīng)濟(jì)增長(zhǎng)之間的不對(duì)稱關(guān)系，就顯得至關(guān)重要。 本文采用快速聚類法，以1978—2011年全國(guó)各省份的經(jīng)濟(jì)發(fā)展差異為研究對(duì)象，得出新疆處于資源詛咒嚴(yán)重區(qū)的結(jié)論，初步證實(shí)了新疆在經(jīng)濟(jì)發(fā)展中出現(xiàn)了資源詛咒效應(yīng)。接下來，采用實(shí)證分析的方法，從外貿(mào)、投資、制造業(yè)投入、人力資本、科技、政府干預(yù)六個(gè)方面對(duì)資源詛咒進(jìn)行解釋。結(jié)果證明，加大固定資產(chǎn)投資特別是制造業(yè)投資，大力發(fā)展科技教育事業(yè)，都可以削弱新疆的資源詛咒效應(yīng)。 在整體性檢驗(yàn)之后，本文以西部大開發(fā)為節(jié)點(diǎn)，分別對(duì)西部大開發(fā)前后新疆資源詛咒現(xiàn)象進(jìn)行分析研究，，分析結(jié)果表明，西部大開發(fā)前后新疆不存在資源詛咒現(xiàn)象，但是在西部大開發(fā)后資源詛咒效應(yīng)卻出現(xiàn)了。接下來，本文對(duì)西部大開發(fā)后進(jìn)行了專門性檢驗(yàn)，結(jié)果表明，科技和投資對(duì)走出資源詛咒具有極大的指導(dǎo)意義。 之后，在總結(jié)前人經(jīng)驗(yàn)的基礎(chǔ)上，本文對(duì)資源詛咒的傳導(dǎo)機(jī)制進(jìn)行了實(shí)證分析，結(jié)果也證明了前面的結(jié)論，投資對(duì)走出資源詛咒的作用是巨大的。 最后，結(jié)合前文的分析，提出關(guān)于新疆走出資源詛咒效應(yīng)的政策和建議。
[Abstract]:Xinjiang is a typical resource province, energy development and production has been maintaining a greater intensity, for a long time to balance the national energy distribution and support the development of the east has made great contributions. But its own economic growth rate is lower than most of the country's provinces, does this mean that Xinjiang has suffered a resource curse? The central Xinjiang work forum clearly pointed out that it is very important to realize the leapfrog development of Xinjiang's economy and to solve the asymmetric relationship between natural resources endowment and economic growth. In this paper, the rapid clustering method is used to study the economic development differences of provinces in China from 1978 to 2011, and the conclusion that Xinjiang is in a serious region of resource curse is concluded. It is proved that Xinjiang has the resource curse effect in the economic development. Then, the empirical analysis method is used, from foreign trade, investment, manufacturing investment, human capital, science and technology. The results show that increasing investment in fixed assets, especially in manufacturing, and vigorously developing science and technology and education can weaken the resource curse effect in Xinjiang. After the integrity test, this paper takes the western development as the node, analyzes the phenomenon of resource curse in Xinjiang before and after the development of the western region, and the analysis results show that. The phenomenon of resource curse does not exist in Xinjiang before and after the development of the western region, but the effect of resource curse appears after the development of the western region. Technology and investment have great guiding significance for getting out of the resource curse. Then, on the basis of summing up the previous experience, this paper makes an empirical analysis on the transmission mechanism of the resource curse, and the results also prove that the effect of investment on the resource curse is great. Finally, based on the above analysis, the paper puts forward some policies and suggestions on Xinjiang's exiting the resource curse effect.
