【摘要】：隨著我國(guó)政治經(jīng)濟(jì)體制改革的深入，我國(guó)農(nóng)村地區(qū)取得了顯著的發(fā)展，伴隨著農(nóng)村經(jīng)濟(jì)的發(fā)展，農(nóng)村利益關(guān)系、利益格局發(fā)生了很大變化，在變化當(dāng)中出現(xiàn)很多的矛盾和糾紛，矛盾和糾紛在得不到有效解決的情況下，很多農(nóng)民就走上了信訪的道路，信訪成為農(nóng)民群眾解決問(wèn)題的重要途徑。農(nóng)村信訪問(wèn)題的增加，影響著農(nóng)村的和諧與穩(wěn)定，，不利于建設(shè)社會(huì)主義新農(nóng)村。因此，充分的了解農(nóng)村信訪問(wèn)題，探究農(nóng)村信訪問(wèn)題產(chǎn)生的原因和特點(diǎn)，進(jìn)而找到一些解決農(nóng)村信訪問(wèn)題的有效途徑，具有十分重要的現(xiàn)實(shí)意義。 本文主要從四個(gè)方面對(duì)農(nóng)村信訪問(wèn)題進(jìn)行了闡述。第一部分闡述了涉及農(nóng)村信訪的一些基本理論依據(jù)，包括安全閥理論，個(gè)人社會(huì)支持系統(tǒng)理論，信訪心理理論，社會(huì)預(yù)警理論等。第二部分描述了現(xiàn)階段我國(guó)農(nóng)村信訪問(wèn)題存在的現(xiàn)狀。即信訪主體、行為、原因等的轉(zhuǎn)變，農(nóng)村土地矛盾的突出以及村政村務(wù)的信訪增長(zhǎng)。第三部分從黨群干群關(guān)系和制度方面闡述了產(chǎn)生農(nóng)村信訪問(wèn)題的原因。第四部分提出了有效解決農(nóng)村基層信訪問(wèn)題的對(duì)策。即加強(qiáng)農(nóng)村基層組織隊(duì)伍建設(shè)，建立信息網(wǎng)絡(luò)體系，建立農(nóng)村信訪預(yù)警機(jī)制，充分發(fā)揮個(gè)人社會(huì)支持系統(tǒng)作用，有效利用信訪心理，實(shí)行多部門(mén)聯(lián)動(dòng)的信訪積案處理機(jī)制等。 本文旨在通過(guò)對(duì)農(nóng)村信訪問(wèn)題的全面綜合考慮，試圖從源頭上研究解決農(nóng)村信訪問(wèn)題的辦法，以促進(jìn)新時(shí)期農(nóng)村的穩(wěn)定和發(fā)展。同時(shí)，也希望通過(guò)本文，可以為農(nóng)村基層黨委政府、信訪部門(mén)等提供一些借鑒。
[Abstract]:With the deepening of the reform of the political and economic system of our country, the rural areas of our country have made remarkable progress. With the development of the rural economy, the relationship of rural interests and the pattern of interests have changed greatly, and many contradictions and disputes have appeared in the course of the changes. When contradictions and disputes can not be effectively resolved, many farmers have embarked on the path of petition and petition has become an important way for farmers to solve the problem. The increase of the problem of letters and visits affects the harmony and stability of the countryside and is not conducive to the construction of a new socialist countryside. Therefore, it is of great practical significance to fully understand the problem of letters and visits in rural areas, to explore the causes and characteristics of the problems, and to find some effective ways to solve the problems of letters and visits in rural areas. This article mainly from four aspects to the rural letters and visits are expounded. The first part expounds some basic theoretical basis of rural petition, including safety valve theory, personal social support system theory, petition psychology theory, social early warning theory and so on. The second part describes the current situation of the problem of rural letters and visits in China. That is, the change of the subject of petition, behavior, reason and so on, the prominent contradiction of rural land and the increase of petition and petition of village administration and village affairs. The third part expounds the reasons of the problem of rural petition from the relationship between cadres and masses and the system. The fourth part put forward the effective solution to the problem of rural grassroots petition. That is, to strengthen the construction of rural grass-roots organizations, to establish information network system, to establish a rural early warning system, to give full play to the role of individual social support system, to make effective use of petition psychology, and to implement the mechanism of multi-department linkage handling cases. The purpose of this paper is to study the ways to solve the problem of letters and visits from the source through the comprehensive consideration of the problem of letters and visits in rural areas in order to promote the stability and development of rural areas in the new period. At the same time, I also hope that this paper can provide some reference for the rural grassroots party committee and government, petition department and so on.
