【摘要】：科技創(chuàng)新平臺是國家及地方創(chuàng)新體系的重要組成部分,是科技成果轉(zhuǎn)化、科技型中小企業(yè)培育等的重要載體。吉林省科技創(chuàng)新平臺起步較晚、但發(fā)展較快,現(xiàn)今已經(jīng)進(jìn)入到蓬勃發(fā)展的階段,在發(fā)展的過程中仍然存在著知識服務(wù)模式不明晰等一些亟待解決的問題,由此導(dǎo)致科技創(chuàng)新平臺的知識服務(wù)功能沒有得到充分發(fā)揮,服務(wù)效果還有待大幅提高。本文首先對科技創(chuàng)新平臺、知識服務(wù)的內(nèi)容及功能、相關(guān)理論基礎(chǔ)等進(jìn)行了闡述,然后對吉林省科技創(chuàng)新平臺知識服務(wù)現(xiàn)狀進(jìn)行了分析,簡要介紹了重點(diǎn)實(shí)驗(yàn)室、國家工程技術(shù)研究中心、科技創(chuàng)新中心等創(chuàng)新平臺的基本發(fā)展情況,以及吉林省科技創(chuàng)新平臺的知識服務(wù)流程等內(nèi)容,發(fā)現(xiàn)吉林省科技創(chuàng)新平臺的知識服務(wù)還存在模式有待明晰、能力有待提升、內(nèi)容有待更新等一些亟待解決的問題,進(jìn)而直接影響到科技創(chuàng)新平臺知識服務(wù)的效果。為充分發(fā)揮吉林省科技創(chuàng)新平臺知識服務(wù)的效果,本文在上述研究的基礎(chǔ)上,全面剖析了影響吉林省科技創(chuàng)新平臺知識服務(wù)的關(guān)鍵因素,即政策環(huán)境、能力差異、合作動(dòng)機(jī)。并運(yùn)用結(jié)構(gòu)方程模型就上述三個(gè)因素對吉林省科技創(chuàng)新平臺知識服務(wù)效果的作用機(jī)理進(jìn)行了研究。最后從發(fā)揮政府職能、識別服務(wù)需求、引入競爭機(jī)制、深入企業(yè)實(shí)際、創(chuàng)新管理機(jī)制等方面提出了吉林省科技創(chuàng)新平臺知識服務(wù)的對策建議,以引導(dǎo)平臺知識服務(wù)發(fā)展、完善平臺知識服務(wù)模式、提高平臺知識服務(wù)效率、拓展平臺知識服務(wù)空間、提升平臺知識服務(wù)能力。
[Abstract]:The scientific and technological innovation platform is an important part of the national and local innovation system, and an important carrier for the transformation of scientific and technological achievements and the cultivation of small and medium-sized scientific and technological enterprises. Now has entered the stage of vigorous development, in the process of development, there are still some problems such as the lack of clarity of knowledge service model, which leads to the scientific and technological innovation platform's knowledge service function has not been fully played. The service effect still needs to be greatly improved. Firstly, this paper expounds the science and technology innovation platform, the content and function of knowledge service, the related theoretical basis, and then analyzes the present situation of knowledge service in Jilin province science and technology innovation platform. This paper briefly introduces the basic development of key laboratories, the National Engineering Technology Research Center, the Science and Technology Innovation Center, and the knowledge service flow of Jilin Province Science and Technology Innovation platform. It is found that there are still some problems that need to be solved urgently, such as the mode of knowledge service in Jilin province science and technology innovation platform needs to be clarified, the ability to be improved, the content to be updated, etc. In order to give full play to the effect of sci-tech innovation platform knowledge service in Jilin Province, this paper based on the above research, The key factors that affect the knowledge service of Jilin science and technology innovation platform, namely, policy environment, ability difference, are analyzed comprehensively. In this paper, the mechanism of the above three factors on the effect of knowledge service of Jilin science and technology innovation platform is studied by using the structural equation model. Finally, the function of government, the identification of service demand and the introduction of competition mechanism are introduced. In order to guide the development of platform knowledge service, perfect the mode of platform knowledge service and improve the efficiency of platform knowledge service, this paper puts forward some countermeasures and suggestions on the knowledge service of Jilin province in the aspects of enterprise reality and innovation management mechanism. Expand the platform knowledge service space, enhance the platform knowledge service ability.
