【摘要】：港口是港口城市發(fā)展的重要條件和資源,在城市和區(qū)域經(jīng)濟(jì)發(fā)展中具有重要作用。臨港經(jīng)濟(jì)是港口城市發(fā)展到一定階段,充分利用港口、水運(yùn)及綜合交通條件,發(fā)展相關(guān)臨港產(chǎn)業(yè),進(jìn)而實(shí)現(xiàn)城市與區(qū)域經(jīng)濟(jì)發(fā)展的重要途徑和發(fā)展模式。發(fā)展臨港經(jīng)濟(jì)對發(fā)揮港口城市優(yōu)勢、促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化轉(zhuǎn)型升級、培育城市新的經(jīng)濟(jì)經(jīng)濟(jì)增長點(diǎn)以及帶動區(qū)域經(jīng)濟(jì)發(fā)展具有重要意義。因此,發(fā)展臨港經(jīng)濟(jì)受到許多港口城市普遍重視,臨港經(jīng)濟(jì)的發(fā)展水平已經(jīng)成為衡量港口城市經(jīng)濟(jì)社會發(fā)展水平的重要的標(biāo)志。萬州位于重慶的東北部和三峽庫區(qū)的腹地,是重慶市六大區(qū)域性中心城市之一,同時也是重慶市規(guī)劃建設(shè)的第二大城市、三峽庫區(qū)及渝東北地區(qū)經(jīng)濟(jì)中心,在重慶市整個經(jīng)濟(jì)社會發(fā)展戰(zhàn)略中具有舉足輕重的地位。萬州港是長江干流中十大戰(zhàn)略港口之一、是長江上游主樞紐港當(dāng)中唯一的常年深水良港,同時萬州近年來也初步建成了區(qū)域性綜合交通樞紐,發(fā)展內(nèi)河臨港經(jīng)濟(jì)具備了得天獨(dú)厚的優(yōu)越條件。萬州區(qū)政府在"十三五規(guī)劃"中提出,要"大力發(fā)展臨港經(jīng)濟(jì)",將萬州"建成長江上游重要臨港經(jīng)濟(jì)產(chǎn)業(yè)基地"。因此,研究發(fā)展萬州內(nèi)河臨港經(jīng)濟(jì)具有重要現(xiàn)實(shí)意義。本文以萬州內(nèi)河臨港經(jīng)濟(jì)作為研究對象,在較系統(tǒng)地梳理總結(jié)臨港經(jīng)濟(jì)、內(nèi)河臨港經(jīng)濟(jì)等概念和臨港經(jīng)濟(jì)特點(diǎn),并在工業(yè)區(qū)位論、產(chǎn)業(yè)布局指向理論、區(qū)域優(yōu)勢理論、增長極理論等理論的指導(dǎo)下,運(yùn)用文獻(xiàn)分析法、比較分析法、實(shí)證分析法等研究方法,分析借鑒國內(nèi)外具有典型意義內(nèi)河臨港經(jīng)濟(jì)發(fā)展經(jīng)驗,探討萬州發(fā)展內(nèi)河臨港經(jīng)濟(jì)的主要優(yōu)勢、重要作用及意義,剖析萬州發(fā)展臨港經(jīng)濟(jì)主要制約因素和存在的問題,提出了萬州發(fā)展內(nèi)河臨港經(jīng)濟(jì)的對策建議。
[Abstract]:Port is an important condition and resource for the development of port city, and plays an important role in the development of city and regional economy. Port economy is the development of port city to a certain stage, making full use of port, water transportation and comprehensive traffic conditions. To develop relevant port industry, and then to realize the important way and development mode of city and regional economic development, to develop port economy to give play to the advantages of port city, to promote the industrial structure optimization, transformation and upgrading, It is of great significance to cultivate the new economic growth point of the city and to promote the development of the regional economy. Therefore, many port cities attach great importance to the development of the port economy. The level of development of the port economy has become an important symbol to measure the level of economic and social development of the port city. Wanzhou is located in the northeast of Chongqing and the hinterland of the three Gorges Reservoir area, and is one of the six major regional central cities in Chongqing. At the same time, it is also the second largest city in Chongqing's planning and construction. The three Gorges Reservoir area and the economic center of northeast Chongqing play a pivotal role in the whole economic and social development strategy of Chongqing. Wanzhou Port is one of the ten strategic ports in the main stream of the Yangtze River. It is the only perennial deepwater port in the main hub port in the upper reaches of the Yangtze River. At the same time, Wanzhou has initially built a regional comprehensive transportation hub in recent years. The government of Wanzhou District proposed in the 13th Five-Year Plan that it should "vigorously develop the port economy" and "build Wanzhou into an important industrial base of port economy in the upper reaches of the Yangtze River". It is of great practical significance to study the development of Wanzhou inland river port economy. This paper takes Wanzhou inland river port economy as the research object, and systematically summarizes the concepts and characteristics of port economy, such as port economy, inland river port economy and so on. Under the guidance of the industrial location theory, the industrial layout direction theory, the regional advantage theory, the growth pole theory, and so on, the paper uses the literature analysis method, the comparative analysis method, the empirical analysis method and so on research method. This paper analyzes and draws lessons from domestic and foreign experience of economic development of inland river port, probes into the main advantages, important functions and significance of Wanzhou's development of inland river port economy, and analyzes the main restrictive factors and existing problems of Wanzhou's development of inland river port economy. The countermeasures and suggestions for the development of the inland river port economy in Wanzhou are put forward.
