【摘要】:黨的十八大報(bào)告明確地提出了全面實(shí)現(xiàn)小康社會(huì)的目標(biāo),要促進(jìn)人的全面發(fā)展,逐步實(shí)現(xiàn)全體人民共同富裕。2013年國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展計(jì)劃指出,要繼續(xù)在西部地區(qū)布局一批重大基礎(chǔ)設(shè)施項(xiàng)目,支持特色優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展。這給陜西省提供了良好的發(fā)展機(jī)遇,關(guān)注經(jīng)濟(jì)質(zhì)量,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,公平資源配置,提高生產(chǎn)效率,特別是大力引導(dǎo)、鼓勵(lì)、支持非公有制經(jīng)濟(jì),對(duì)于繁榮市場(chǎng)經(jīng)濟(jì)、創(chuàng)造就業(yè)機(jī)會(huì)、增加群眾收入,從而切實(shí)促進(jìn)陜西省提升綜合實(shí)力、實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展。本文對(duì)陜西省非公有制經(jīng)濟(jì)發(fā)展中出現(xiàn)的問(wèn)題及成因進(jìn)行分析,研究其可持續(xù)發(fā)展的方法,對(duì)于陜西建設(shè)西部經(jīng)濟(jì)強(qiáng)省具有重要意義,也對(duì)國(guó)家和其他省份的經(jīng)濟(jì)建設(shè)具有參考價(jià)值。 新世紀(jì)以來(lái),,在國(guó)家“優(yōu)先推進(jìn)西部大開(kāi)發(fā)”的政策扶持下,在省委、省政府的重視和大力支持下,在相繼出臺(tái)的一系列政策、措施推動(dòng)下,陜西非公有制經(jīng)濟(jì)呈現(xiàn)出速度加快、結(jié)構(gòu)優(yōu)化、質(zhì)量提升的良好發(fā)展態(tài)勢(shì),已成為全省國(guó)民經(jīng)濟(jì)持續(xù)、快速、健康發(fā)展的重要力量。但是,陜西自古為農(nóng)業(yè)大省,是一個(gè)經(jīng)濟(jì)欠發(fā)達(dá)的地區(qū)。發(fā)展意識(shí)不強(qiáng),經(jīng)營(yíng)理念落后,與全國(guó)平均水平相比還有較大差距,是中國(guó)區(qū)域協(xié)調(diào)發(fā)展和全面建成小康社會(huì)的短板,發(fā)展中存在很多問(wèn)題。一是國(guó)家優(yōu)惠政策不到位,社會(huì)服務(wù)體系尚不完善,經(jīng)濟(jì)結(jié)構(gòu)也影響著非公經(jīng)濟(jì)比重提升的空間。二是非公有制企業(yè)內(nèi)部人才短缺創(chuàng)新能力薄弱,家族式管理模式較為普遍,與東部地區(qū)發(fā)達(dá)省份差距較大。三是局域經(jīng)濟(jì)發(fā)展不平衡,陜北、關(guān)中、陜南形成三個(gè)板塊。 針對(duì)這些問(wèn)題,本文將從四個(gè)方面入手分析探討,以供借鑒。一是引言部分,簡(jiǎn)介本文的選題背景、研究意義、國(guó)內(nèi)研究現(xiàn)狀。二是理論部分,以馬克思主義理論文獻(xiàn)有關(guān)所有制和非公有制的理論為基礎(chǔ),簡(jiǎn)單梳理了國(guó)外關(guān)于非公有制經(jīng)濟(jì)的理論和實(shí)踐,以期作為分析現(xiàn)階段陜西非公有制經(jīng)濟(jì)發(fā)展的理論基礎(chǔ)。三是提出問(wèn)題,論述陜西非公有制經(jīng)濟(jì)發(fā)展歷程及成就,并詳細(xì)分析陜西非公有制經(jīng)濟(jì)發(fā)展現(xiàn)狀,剖析陜西非公有制經(jīng)濟(jì)發(fā)展中存在的內(nèi)外制約因素。在內(nèi)部,私營(yíng)企業(yè)家族式的企業(yè)管理模式制約了發(fā)展,人才短缺、創(chuàng)新能力薄弱;在外部,國(guó)家優(yōu)惠政策沒(méi)有完全落實(shí)到位,社會(huì)服務(wù)體系尚不完全。同時(shí),尋找陜西發(fā)展非公有制經(jīng)濟(jì)的優(yōu)勢(shì)因素。四是針對(duì)問(wèn)題,提出政策建議,要更快、更好地發(fā)展陜西非公有制經(jīng)濟(jì)的對(duì)策和路徑是,必須解放思想充分認(rèn)識(shí)發(fā)展非公有制經(jīng)濟(jì)的重要性和必然性,營(yíng)造優(yōu)化寬松健康的發(fā)展環(huán)境,壯大和提升非公有制經(jīng)濟(jì)主體的規(guī)模與檔次,拓展非公企業(yè)在精英人才方面的用人渠道,加大科研成果轉(zhuǎn)化,培育一批龍頭骨干企業(yè),引領(lǐng)非公有制經(jīng)濟(jì)健康快速發(fā)展。
[Abstract]:The report of the 18 National Congress of the Communist Party of China clearly set out the goal of realizing a well-off society in an all-round way, to promote the all-round development of people and to gradually realize the common prosperity of the whole people. In 2013, it was pointed out in the plan for national economic and social development, It is necessary to continue to lay out a number of major infrastructure projects in the western region and to support the development of characteristic superior industries. This provides Shaanxi Province with a good opportunity for development, pays attention to the quality of the economy, speeds up the transformation of the mode of economic development, and fairly allocates resources. To improve production efficiency, especially to vigorously guide, encourage, and support the non-public sector of the economy, to prosper the market economy, to create employment opportunities, and to increase the income of the masses, thus effectively promoting Shaanxi Province to enhance its comprehensive strength. In order to realize the sustainable development of regional economy, this paper analyzes the problems and causes in the development of non-public economy in Shaanxi Province, and studies the method of sustainable development, which is of great significance to the construction of a strong economic province in the western part of Shaanxi Province. Also has the reference value to the national and other provinces economic construction. Since the new century, with the support of the state's policy of "giving priority to the development of the western region," and with the attention and support of the provincial party committee and the provincial government, and under the impetus of a series of policies and measures that have been introduced one after another, Shaanxi's non-public economy has shown a good development trend of accelerating speed, optimizing its structure and improving its quality. It has become an important force for the sustained, rapid and healthy development of the national economy of the whole province. However, Shaanxi has been a large agricultural province since ancient times. Is an underdeveloped region, with a weak sense of development, backward management ideas, and a large gap with the national average. It is a short board for the coordinated development of China's regions and the building of a well-to-do society in an all-round way. There are many problems in development. One is that the national preferential policies are not in place, the social service system is not perfect, and the economic structure also affects the space for increasing the proportion of the non-public economy. Second, the shortage of talents in non-public enterprises is weak in their ability to innovate. The family management mode is relatively common, which is far from the developed provinces in the eastern region. Third, the local economic development is unbalanced, and three plates are formed in northern Shaanxi, Guanzhong and southern Shaanxi. In view of these problems, this paper will analyze and discuss from four aspects for reference. One is the introduction, the introduction, the background of this paper, the significance of the research, the current situation of domestic research, the second is the theoretical part, Based on the theory of ownership and non-public ownership in Marxist theoretical literature, this paper briefly combs the theories and practices of foreign countries on non-public ownership economy. As the theoretical basis for analyzing the development of Shaanxi non-public ownership economy at the present stage, the third is to raise questions, discuss the development course and achievements of Shaanxi non-public ownership economy, and analyze in detail the present situation of Shaanxi non-public ownership economy development. This paper analyzes the internal and external restrictive factors in the development of Shaanxi's non-public ownership economy. In the internal, the private enterprise family management mode restricts the development, the talent shortage, the innovation ability is weak; The national preferential policies have not been fully implemented, and the social service system is not yet complete. At the same time, we should look for the dominant factors in Shaanxi's development of the non-public sector of the economy. Fourth, it is necessary to put forward policy recommendations to solve the problems, and to put forward policy recommendations more quickly. The countermeasures and paths for the better development of Shaanxi's non-public ownership economy are that we must emancipate our minds and fully understand the importance and inevitability of developing the non-public ownership economy, and create an optimized and relaxed and healthy development environment. We will expand and upgrade the scale and level of the main bodies of the non-public sector of the economy, expand the employment channels of non-public enterprises in terms of elite talents, increase the transformation of scientific research results, foster a number of leading backbone enterprises, and lead the healthy and rapid development of the non-public sector economy.
