【摘要】：在區(qū)域經(jīng)濟(jì)一體化進(jìn)程加快的背景下，京津冀一體化發(fā)展已經(jīng)上升至國(guó)家戰(zhàn)略層面，京津冀產(chǎn)業(yè)協(xié)調(diào)發(fā)展成為倍受人們矚目的焦點(diǎn)問(wèn)題。京津冀區(qū)域協(xié)調(diào)發(fā)展的核心在于不同區(qū)域的產(chǎn)業(yè)分工與協(xié)作，根據(jù)各自?xún)?yōu)勢(shì)條件選擇優(yōu)勢(shì)產(chǎn)業(yè)加以扶持發(fā)展，避免產(chǎn)業(yè)結(jié)構(gòu)的趨同性，實(shí)現(xiàn)在整體上互補(bǔ)互利。因此選擇和培育京津冀區(qū)域優(yōu)勢(shì)產(chǎn)業(yè)，可以促進(jìn)地區(qū)資源整合，加快相關(guān)產(chǎn)業(yè)的優(yōu)勢(shì)互補(bǔ)，推動(dòng)京津冀區(qū)域產(chǎn)業(yè)協(xié)調(diào)發(fā)展和區(qū)域經(jīng)濟(jì)一體化的實(shí)現(xiàn)。從更長(zhǎng)遠(yuǎn)的角度看，對(duì)于解決南北經(jīng)濟(jì)發(fā)展差距問(wèn)題，改變中國(guó)經(jīng)濟(jì)南快北慢的局面，形成東中西互動(dòng)、優(yōu)勢(shì)互補(bǔ)的區(qū)域協(xié)調(diào)發(fā)展格局具有更深遠(yuǎn)的意義。 考慮到京津冀區(qū)域之間經(jīng)濟(jì)聯(lián)系密切，空間相互作用較強(qiáng)，本文選擇能夠反映區(qū)域空間相互作用的偏離份額分析法的空間模型對(duì)京津冀進(jìn)行優(yōu)勢(shì)產(chǎn)業(yè)選擇研究，這也是本文的創(chuàng)新點(diǎn)。 首先，本文以區(qū)域分工與合作理論、優(yōu)勢(shì)產(chǎn)業(yè)相關(guān)理論為基礎(chǔ)，對(duì)京津冀區(qū)域經(jīng)濟(jì)發(fā)展?fàn)顩r進(jìn)行定性及定量分析，深入分析了京津冀區(qū)域產(chǎn)業(yè)布局、產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)分工合作的現(xiàn)狀及存在的問(wèn)題。表現(xiàn)為產(chǎn)業(yè)布局不合理，產(chǎn)業(yè)發(fā)展不均衡，城市之間存在產(chǎn)業(yè)結(jié)構(gòu)同化現(xiàn)象，沒(méi)有形成明確的產(chǎn)業(yè)分工和產(chǎn)業(yè)鏈，，產(chǎn)業(yè)合作還停留在在初級(jí)階段。 第二，定性分析京津冀地區(qū)發(fā)展優(yōu)勢(shì)產(chǎn)業(yè)的比較優(yōu)勢(shì)，再用區(qū)位熵進(jìn)行定量分析，通過(guò)以上分析發(fā)現(xiàn)京津冀各地區(qū)在要素稟賦方面具有互補(bǔ)性，應(yīng)充分利用比較優(yōu)勢(shì)實(shí)現(xiàn)錯(cuò)位發(fā)展，加強(qiáng)產(chǎn)業(yè)分工與合作，實(shí)現(xiàn)互利共贏。 第三，利用偏離份額分析的空間模型對(duì)京津冀地區(qū)優(yōu)勢(shì)產(chǎn)業(yè)選擇進(jìn)行了實(shí)證分析，通過(guò)繪制部門(mén)優(yōu)勢(shì)圖和部門(mén)偏離分量圖，清晰的指出了京津冀三地區(qū)各個(gè)產(chǎn)業(yè)的發(fā)展前景、產(chǎn)業(yè)結(jié)構(gòu)和競(jìng)爭(zhēng)力狀況，并根據(jù)各產(chǎn)業(yè)的綜合發(fā)展?fàn)顩r將產(chǎn)業(yè)部門(mén)按較好部門(mén)、一般部門(mén)、較差部門(mén)分類(lèi)，其中較好部門(mén)作為優(yōu)勢(shì)產(chǎn)業(yè)的備選。 最后，在前文的理論研究、實(shí)證研究的基礎(chǔ)上，從京津冀三地培育優(yōu)勢(shì)產(chǎn)業(yè)及京津冀區(qū)域合作方面提出對(duì)策建議。
[Abstract]:In the process of regional economic integration in the background, the development of Beijing Tianjin Hebei integration has risen to the national strategic level, the coordinated development of Beijing Tianjin Hebei has become a focus of attention of people. The core of the coordinated development of Beijing Tianjin Hebei region lies in the industrial division and cooperation in different regions, according to their respective advantages to support the development of competitive industries, avoid industry the structure of convergence, the complementary and mutually beneficial. Therefore the selection and cultivation of the Beijing Tianjin Hebei regional advantage industry, can promote the integration of regional resources, accelerate the complementary advantages of related industries, promote the realization of the Beijing Tianjin Hebei regional coordinated development of industry and regional economic integration. From a long-term perspective, to solve the problem of the economic development gap between the north and south. Change Chinese fast slow North South economic situation, the formation of East West interaction, complementary pattern of coordinated regional development has more profound Meaning.
Considering the close economic links and strong spatial interaction between Beijing Tianjin Hebei region, this paper chooses the spatial shift share analysis method which can reflect regional spatial interaction to choose advantageous industries in Beijing Tianjin Hebei region, which is also the innovation of this paper.
First of all, based on the theory of regional division and cooperation, advantage industry theory, qualitative and quantitative analysis of the Beijing Tianjin Hebei regional economic development status, in-depth analysis of the Beijing Tianjin Hebei regional industrial layout, industrial structure, current situation and existing problems of the industrial division. For rational industrial distribution, industrial development is not balanced, there Industrial Structure Assimilation between the city, has not formed a clear division of labor and industry chain, industrial cooperation still stay in at the primary stage.
Second, the comparative advantage of the development of competitive industries and qualitative analysis of the Beijing Tianjin Hebei region, and then the location entropy for quantitative analysis, through the above analysis shows that the area of Beijing Tianjin Hebei are complementary in factor endowment, should make full use of comparative advantage to achieve dislocation development, strengthen the industrial division of labor and cooperation, achieve mutual benefit and win-win.
Third, using the shift share analysis of the space model to make an empirical analysis of the advantage industry in Beijing Tianjin Hebei region, by drawing the map and the Department Department advantage deviation component diagram, clearly pointed out that the development prospect of the three industry of Beijing Tianjin Hebei region, industrial structure and competition condition, and according to the comprehensive development of each industrial sector will according to the Department of the general department, good, poor sectors, including better alternatives as the advantage industry sector.
Finally, on the basis of the previous theoretical research and empirical study, the countermeasures and suggestions are put forward from the three regions of Beijing, Tianjin and Hebei to cultivate the advantages and cooperation of Beijing, Tianjin and Hebei.
