吉林省科技人才流動影響因素及作用機制研究

【摘要】:2016年8月22日國家發(fā)改委印發(fā)了《推進東北地區(qū)等老工業(yè)基地振興三年滾動實施方案(2016-2018年)》。吉林省要抓住這一機遇,促進產(chǎn)業(yè)轉(zhuǎn)型升級,實現(xiàn)創(chuàng)新驅(qū)動的發(fā)展戰(zhàn)略,徹底改變經(jīng)濟落后局面,科技人才是實現(xiàn)這一目標的關(guān)鍵因素。然而,吉林省科技人才外流嚴重,教育大省無法成為科技大省與人才大省。因此,對吉林省科技人才的流動做深入的研究,探尋其流動的內(nèi)在規(guī)律,挖掘影響其流動的深層次因素及作用機制,以充分發(fā)揮科技人才對吉林省經(jīng)濟社會發(fā)展的支撐與帶動作用,對加強吉林省科技強省有著重要的現(xiàn)實意義。論文從吉林省科技人才流動的現(xiàn)狀出發(fā),對影響科技人才流動的宏觀與微觀影響因素及作用機制進行了全面、細致的分析,通過理論與實證研究總結(jié)出吉林省科技人才流動影響因素的研究結(jié)論,并提出了對策建議。論文一共分為七章。第一章和第二章為論文的理論基礎(chǔ)。論文在分析了研究背景與研究意義的基礎(chǔ)上,界定了科技人才、人才流動的概念,闡述了國內(nèi)外人才流動的相關(guān)理論與決策模型,并回顧了科技人才流動的國內(nèi)外研究現(xiàn)狀與成果,為后文的深入研究提供了理論依據(jù)。第三章為論文的現(xiàn)實基礎(chǔ)。從吉林省科技人才流動的歷史演變進程著手,分析了科技人才的隊伍素質(zhì)與創(chuàng)新產(chǎn)出現(xiàn)狀,又分別從科技人才在各執(zhí)行部門、各地區(qū)、各行業(yè)以及各產(chǎn)業(yè)的分布變化情況分析了科技人才流動的現(xiàn)狀,從數(shù)據(jù)分析中總結(jié)出吉林省科技人才流動的特征以及存在的現(xiàn)實問題。第四章為論文的核心部分。本章主要對影響吉林省科技人才流動的宏觀因素及作用機制進行研究。首先對影響科技人才流動的軟環(huán)境因素包括經(jīng)濟發(fā)展水平、產(chǎn)業(yè)結(jié)構(gòu)變動、地區(qū)政策以及文化環(huán)境逐一進行了細致、全面的分析,從中挖掘出每一因素中影響力比較靠前的子因素,為灰度模型中比較數(shù)列子因素指標的選取提供了依據(jù);其次加入了影響科技人才流動的硬環(huán)境因素即人才市場服務(wù)水平、生活設(shè)施水平和自然環(huán)境等綜合因素,采用灰色關(guān)聯(lián)分析方法對影響科技人才流動的經(jīng)濟、政策、文化以及社會四大軟、硬環(huán)境因素進行了灰度分析,得出灰色關(guān)聯(lián)系數(shù)與關(guān)聯(lián)度,通過關(guān)聯(lián)度測度比較序列與參考序列間即吉林省的科技人才流動率與各影響因素間的關(guān)系緊密程度;最后,通過比較,得出結(jié)論。第五章為論文的核心部分。本章主要對吉林省科技人才流動的微觀因素進行了實證分析。首先對影響吉林省科技人才流動的微觀因素進行了假設(shè),依此構(gòu)建模型;其次,通過對調(diào)查問卷的編制、發(fā)放、回收以及對問卷數(shù)據(jù)的采集與處理,并進行了量表的信度和效度檢驗等研究設(shè)計;最后進行實證分析,通過對各變量的描述性統(tǒng)計分析及相關(guān)分析,個人特征對變量影響的方差分析,再進行回歸分析,明確個人特征因素、工作滿意度、組織承諾對流動意向的因果關(guān)系及深層次作用機制,從而得出科技人才流動的微觀影響因素。第六、七章為論文的總結(jié)部分。第六章對西方發(fā)達國家,新興工業(yè)化國家以及我國的人才聚集地區(qū)吸引科技人才策略的特點進行整理和歸類,分別從政府、企業(yè)和學校方面進行了闡述并得到了一些啟示,為后文提出對策建議提供了參考與借鑒。第七章對全文做出總結(jié),得出主要結(jié)論。一是吉林省的經(jīng)濟發(fā)展水平影響科技人才存量;二是產(chǎn)業(yè)結(jié)構(gòu)變動及產(chǎn)業(yè)集聚水平正向影響科技人才流動;三是對吉林省科技人才流動影響最大的宏觀因素是人才市場服務(wù)水平和科技創(chuàng)新投入水平;四是吉林省科技人才流動宏觀上最終是由經(jīng)濟、政策、文化與社會環(huán)境因素的綜合作用的結(jié)果;五是吉林省科技人才流動的直接原因是企業(yè)管理水平與科技人才之間的匹配程度;六是吉林省吸引科技人才的關(guān)鍵在于創(chuàng)建滿意的企業(yè)環(huán)境;最后,根據(jù)研究結(jié)論,再借鑒發(fā)達國家及地區(qū)的經(jīng)驗,分別從經(jīng)濟、政策、文化、社會以及企業(yè)的實際情況有針對性地提出了構(gòu)建和優(yōu)化策略,以促進吉林省科技人才合理流動和區(qū)域經(jīng)濟的協(xié)調(diào)發(fā)展。

Therefore, do in-depth research on the flow of talents in Jilin Province, to explore the inherent law of the flow, the influence factors of the mining flow and mechanism, in order to give full play to science and technology talents for economic and social development in Jilin province the supporting and leading role, has important practical significance to strengthen the province of Jilin province science and technology. From the current situation of scientific and technological talents flow in Jilin Province Based on the effect of science and technology talent flow The macro and micro influence factors and mechanism of a comprehensive, detailed analysis, through theoretical and empirical research conclusion research on Influencing Factors of Jilin province science and technology talent flow, and puts forward the countermeasures and suggestions. Industry and distribution industry analysis of the current situation of talent flow, summarizes the characteristics of Jilin province science and technology talent flow and existing problems from the data analysis. The fourth chapter is the core part of the thesis. This chapter focuses on macroeconomic factors affecting Jilin province science and technology talent flow and mechanism of soft environment. The first factor effect on the flow of scientific and technological personnel including the level of economic development, industrial structure, regional policy and cultural environment makes a detailed, comprehensive analysis, the influence of each factor in front of sub factors from mining, provide the basis for the selection of the number of gray model comparison Liezi factors; secondly join the hard environment of talent flow factors that influence science and technology talent market service level, the level of comprehensive factors of living facilities and natural environment, using grey relational analysis The impact of the flow of scientific and technological personnel policy, economy, culture and society of the four soft, the gray scale analysis of hard environment factors, the grey correlation coefficient and correlation degree, the correlation measure compared with the reference sequence between the flow of scientific and technological talents in Jilin province and the factors affecting the rate of close degree; finally, by comparison, draw the conclusion. The sixth, seventh chapter is the summary part of the thesis. The sixth chapter of the western developed countries, characteristics attracting talent in science and technology strategy of newly industrialized countries and regions gathered talents in China are sorted and discussed separately from the government, enterprises and schools and get some enlightenment and reference is provided for the following suggestions. The seventh part makes the summary to the full text, the main conclusions.
