優(yōu)惠政策對(duì)我國(guó)FDI的區(qū)域影響

【摘要】:自20世紀(jì)五十年代以來(lái),對(duì)FDI的研究已成為國(guó)內(nèi)外學(xué)術(shù)界的熱點(diǎn)問(wèn)題。我國(guó)外商直接投資迅猛增長(zhǎng),已成為吸引FDI流入的重要國(guó)家。然而,我國(guó)FDI在區(qū)域間表現(xiàn)出強(qiáng)烈的不均衡分布現(xiàn)象,東部地區(qū)FDI總量和增長(zhǎng)速度遠(yuǎn)遠(yuǎn)高于中西部地區(qū),這對(duì)我國(guó)實(shí)現(xiàn)區(qū)域協(xié)調(diào)發(fā)展的目標(biāo)帶來(lái)了挑戰(zhàn)。本文從我國(guó)FDI區(qū)域分布差異的現(xiàn)狀出發(fā),研究?jī)?yōu)惠政策對(duì)FDI區(qū)位選擇的影響,從而為縮小區(qū)域差距提供可操作的政策建議。 本文采用理論與實(shí)證相結(jié)合的研究方法,對(duì)我國(guó)31個(gè)省、自治區(qū)、直轄市的FDI分布狀況進(jìn)行描述和分析,,從而深入了解優(yōu)惠政策效應(yīng)作用下我國(guó)FDI區(qū)域分布現(xiàn)狀。FDI區(qū)域分布差異一方面由外資本身的資本特性決定,另一方面與我國(guó)長(zhǎng)期堅(jiān)持的傾斜政策密不可分。我國(guó)改革開(kāi)放以來(lái)實(shí)行的優(yōu)惠引資政策遵循點(diǎn)-線-面由東向西逐步遞推的路徑,因而形成了FDI“東高西低”的分布格局。FDI區(qū)域不均衡分布對(duì)我國(guó)區(qū)域經(jīng)濟(jì)長(zhǎng)期可持續(xù)發(fā)展產(chǎn)生了長(zhǎng)遠(yuǎn)的影響,因此從政策角度對(duì)FDI進(jìn)行深入研究具有重要的價(jià)值。理論方面,本文從成本、市場(chǎng)和政策等影響FDI區(qū)域分布狀況的因素出發(fā),進(jìn)而構(gòu)建出優(yōu)惠政策指數(shù)和FDI區(qū)域分布的理論模型,并對(duì)其關(guān)聯(lián)機(jī)制進(jìn)行深入的探究。投資者依據(jù)成本-收益模型進(jìn)行投資決策,優(yōu)惠政策的執(zhí)行在一定程度上可以改變外商決策的條件,因而我國(guó)的政策優(yōu)惠對(duì)FDI區(qū)域布局有重要影響;谛畔⒉粚(duì)稱假設(shè)的政策信號(hào)理論認(rèn)為,隨著改革開(kāi)放進(jìn)程的深入,優(yōu)惠政策作為一種信號(hào)的傳遞作用逐步減弱,因此對(duì)FDI區(qū)位選擇的影響力將不可避免的弱化。實(shí)證方面,通過(guò)構(gòu)建優(yōu)惠政策指數(shù)來(lái)綜合反映我國(guó)長(zhǎng)期實(shí)行的優(yōu)惠引資政策,用來(lái)解釋優(yōu)惠政策對(duì)FDI區(qū)位選擇的聯(lián)動(dòng)機(jī)制。檢驗(yàn)結(jié)果表明隨著經(jīng)濟(jì)發(fā)展水平的提高,優(yōu)惠政策對(duì)吸引FDI的作用將逐步減弱;受教育程度等其他因素對(duì)優(yōu)惠政策效應(yīng)的發(fā)揮存在抵消作用,因而作為基礎(chǔ)設(shè)施等方面相對(duì)落后的中西部地區(qū),優(yōu)惠政策仍將發(fā)揮一定的促進(jìn)作用。 基于以上研究,本文從優(yōu)惠政策視角分別提出各區(qū)域吸引FDI流入的長(zhǎng)期可持續(xù)的政策建議:各個(gè)區(qū)域應(yīng)采取差異性的優(yōu)惠政策,東部地區(qū)應(yīng)逐步放開(kāi)政策干預(yù)力量,積極發(fā)揮市場(chǎng)機(jī)制配置資源的作用;中西部地區(qū)應(yīng)加快基礎(chǔ)設(shè)施等因素的建設(shè),發(fā)揮優(yōu)惠政策對(duì)FDI的吸引力;最后,三大區(qū)域間應(yīng)加強(qiáng)合作,帶動(dòng)FDI的合理布局,最終實(shí)現(xiàn)區(qū)域協(xié)調(diào)發(fā)展的目標(biāo)。
[Abstract]:Since 1950s, the research on FDI has become a hot issue in academic circles at home and abroad. The rapid growth of foreign direct investment in China has become an important country to attract the inflow of FDI. China's FDI shows a strong uneven distribution among regions. The total amount and growth rate of FDI in the eastern region is much higher than that in the central and western regions. This brings challenges to the realization of the goal of regional coordinated development in China. Based on the present situation of regional distribution differences of FDI in China, this paper studies the influence of preferential policies on the location choice of FDI, thus providing operational policy recommendations for narrowing the regional gap. This paper describes and analyzes the distribution of FDI in 31 provinces, autonomous regions and municipalities directly under the Central Government. Therefore, we can deeply understand the regional distribution of FDI in China under the effect of preferential policies. On the one hand, the differences in regional distribution of FDI are determined by the capital characteristics of FDI itself. On the other hand, it is inextricably related to our country's longstanding policy of inclination. The preferential policy of attracting investment in China since the reform and opening up has followed the path of point, line, and surface gradually recurred from east to west. As a result, the distribution pattern of "East High and West low" of FDI. The regional unbalanced distribution of FDI has a long-term impact on the long-term sustainable development of regional economy in China. Therefore, it is of great value to study FDI from the perspective of policy. Based on the factors that affect the regional distribution of FDI, such as cost, market and policy, this paper constructs a theoretical model of preferential policy index and regional distribution of FDI. Investors make investment decisions according to the cost-benefit model, and the implementation of preferential policies can change the conditions of foreign investors' decision-making to a certain extent. The policy signal theory based on the information asymmetry hypothesis holds that with the deepening of the reform and opening up process, the preferential policy as a signal is gradually weakened. Therefore, the influence on the location choice of FDI will inevitably be weakened. The results show that with the improvement of economic development level, the effect of preferential policies on attracting FDI will be gradually weakened; Other factors, such as education level, can counteract the effect of preferential policies. Therefore, as infrastructure and other relatively backward central and western regions, preferential policies will still play a certain role in promoting. Based on the above research, this paper puts forward the long-term sustainable policy recommendations for attracting FDI inflow from the perspective of preferential policies in each region: different preferential policies should be adopted in each region, and policy intervention forces should be gradually liberalized in the eastern region. The central and western regions should speed up the construction of infrastructure and other factors to give full play to the attraction of preferential policies to FDI. Finally, the three major regions should strengthen cooperation to promote the rational distribution of FDI. Finally realize the goal of regional coordinated development.
