【摘要】：科學(xué)的政府間轉(zhuǎn)移支付制度通過中央—地方經(jīng)濟(jì)利益的再分配，在實(shí)現(xiàn)各地區(qū)財(cái)力均衡、優(yōu)化資源配置、縮小區(qū)域經(jīng)濟(jì)發(fā)展差距、促進(jìn)社會(huì)公平等方面具有重要作用。我國(guó)于1994年建立了政府間轉(zhuǎn)移支付制度。自此，國(guó)內(nèi)越來越多的研究致力于評(píng)估解釋轉(zhuǎn)移支付對(duì)均衡地區(qū)間財(cái)力差距，實(shí)現(xiàn)地區(qū)間基本公共服務(wù)能力的均等化和縮小地區(qū)間經(jīng)濟(jì)發(fā)展差距等方面的影響作用，然而結(jié)果不盡相同。本文旨在現(xiàn)有的研究基礎(chǔ)上，考慮采用多種估計(jì)方法，對(duì)數(shù)據(jù)進(jìn)行適當(dāng)?shù)奶幚恚瑱z驗(yàn)不同估計(jì)方法能否得到相似或相同的結(jié)論，，以增強(qiáng)政府間轉(zhuǎn)移支付對(duì)省級(jí)區(qū)域經(jīng)濟(jì)增長(zhǎng)的影響的解釋。 本文以索羅—斯旺新古典增長(zhǎng)模型為依據(jù)，構(gòu)建面板數(shù)據(jù)模型及其空間形式，采用Driscoll-Kraay法、兩步系統(tǒng)廣義矩估計(jì)法（Two-step System GMM）和空間估計(jì)方法，對(duì)政府間轉(zhuǎn)移支付在中國(guó)省級(jí)區(qū)域經(jīng)濟(jì)增長(zhǎng)方面的影響效應(yīng)進(jìn)行評(píng)估。通過本文的研究，筆者得到：政府間轉(zhuǎn)移支付能夠顯著促進(jìn)中國(guó)省級(jí)區(qū)域經(jīng)濟(jì)增長(zhǎng)，只是影響程度不大；在以中西部地區(qū)為主體的欠發(fā)達(dá)地區(qū)，政府間轉(zhuǎn)移支付對(duì)經(jīng)濟(jì)增長(zhǎng)的促進(jìn)程度要大于全國(guó)平均水平；與目前大部分相關(guān)研究結(jié)果相似，政府間轉(zhuǎn)移支付擴(kuò)大了地區(qū)間經(jīng)濟(jì)發(fā)展差距，對(duì)我國(guó)本不大的區(qū)域經(jīng)濟(jì)收斂速度產(chǎn)生了消極效應(yīng)。
[Abstract]:The scientific intergovernmental transfer payment system can realize the balance of financial resources, optimize the allocation of resources and narrow the gap of regional economic development through the redistribution of economic benefits between central and local governments. In 1994, China established the intergovernmental transfer payment system. Since then, more and more research has been devoted to assessing and explaining the financial gap between regions. The effects of equalization of basic public service capacity among regions and narrowing the gap of regional economic development are not the same, however, the results are not the same. This paper aims to use various estimation methods on the basis of existing research. The data are properly processed to test whether different estimation methods can get similar or identical conclusions in order to enhance the interpretation of the impact of intergovernmental transfer payments on the economic growth of provincial regions. Based on the Solow Swan neoclassical growth model, the panel data model and its spatial form are constructed in this paper. The Driscoll-Kraay method, the two-step System GMMM method and the spatial estimation method are used. This paper evaluates the effect of inter-governmental transfer payment on China's provincial regional economic growth. Through the research of this paper, the author concludes that intergovernmental transfer payment can significantly promote China's provincial regional economic growth, but to a lesser extent; In the underdeveloped regions with the central and western regions as the main body, the degree of promotion of inter-governmental transfer payment to economic growth is greater than the national average, which is similar to the results of most relevant studies at present. The inter-governmental transfer payment widens the gap of regional economic development and has a negative effect on the convergence rate of regional economy in China.
