【摘要】：科學(xué)的貧困類(lèi)型劃分是正確落實(shí)分類(lèi)扶持工作機(jī)制的關(guān)鍵環(huán)節(jié)。雖然學(xué)術(shù)界關(guān)于貧困類(lèi)型劃分的研究已形成了"成因分類(lèi)說(shuō)"、"性質(zhì)分類(lèi)說(shuō)"、"程度分類(lèi)說(shuō)"三種代表性學(xué)術(shù)觀點(diǎn),但是從實(shí)踐指導(dǎo)意義來(lái)看,它們都不利于正確落實(shí)精準(zhǔn)扶貧中的分類(lèi)扶持工作。要正確落實(shí)精準(zhǔn)扶貧中的分類(lèi)扶持工作,就必須對(duì)貧困類(lèi)型劃分進(jìn)行再認(rèn)識(shí),必須凸顯貧困類(lèi)型劃分的實(shí)踐指導(dǎo)意義。要凸顯貧困類(lèi)型劃分的實(shí)踐指導(dǎo)意義,就必須凸顯貧困類(lèi)型劃分的綜合性、動(dòng)態(tài)性和簡(jiǎn)約性。從貧困類(lèi)型劃分的綜合性、動(dòng)態(tài)性和簡(jiǎn)約性三個(gè)基本要求看,可以將貧困劃分為收入性貧困和支出性貧困兩種類(lèi)型。對(duì)貧困類(lèi)型劃分進(jìn)行再認(rèn)識(shí)的政策意義在于:一是要以消除收入性貧困為目標(biāo),著力提高農(nóng)村貧困人口的工資性收入和資產(chǎn)性收入;二是要以減少支出性貧困為目標(biāo),著力提高農(nóng)村社會(huì)保障制度的契合度。
[Abstract]:Scientific classification of poverty types is a key link in correctly implementing the work mechanism of classification and support. Although the academic research on the classification of poverty types has formed three representative academic viewpoints, they are the theory of origin classification, the theory of nature classification and the theory of degree classification. They are not conducive to the correct implementation of precision poverty reduction in the classification of support work. In order to correctly carry out the classification and support work in accurate poverty alleviation, we must re-recognize the classification of poverty types and highlight the practical guiding significance of the classification of poverty types. In order to highlight the practical guiding significance of poverty classification, it is necessary to highlight the comprehensive, dynamic and concise nature of poverty classification. From the three basic requirements of comprehensive, dynamic and simple, poverty can be divided into two types: income poverty and expenditure poverty. The policy significance of rethinking the division of poverty types lies in: first, to eliminate income poverty, and to focus on raising the wage and asset income of the rural poor; and second, to reduce the expenditure poverty. Efforts will be made to improve the compatibility of the rural social security system.
