【摘要】:農(nóng)業(yè)科技推廣隊伍在解決三農(nóng)問題、推動農(nóng)業(yè)農(nóng)村發(fā)展,全面建成小康社會中有其特殊的地位和作用,基層農(nóng)業(yè)科技推廣隊伍是我國新時期農(nóng)業(yè)發(fā)展的重要保證。在新的形勢和農(nóng)業(yè)發(fā)展要求下,提高基層農(nóng)業(yè)科技推廣隊伍整體素質是農(nóng)業(yè)和農(nóng)村經(jīng)濟發(fā)展的基礎環(huán)節(jié),在農(nóng)業(yè)和農(nóng)村經(jīng)濟發(fā)展中發(fā)揮著不可替代的作用。江西省吉水縣是一個典型的農(nóng)業(yè)縣,為建立新型的農(nóng)業(yè)推廣服務機構,在2008年進行了大刀闊斧的改革,為本縣農(nóng)業(yè)現(xiàn)代化發(fā)展及社會主義新農(nóng)村建設作出了應有的貢獻。然而由于種種原因,改革后設立的鄉(xiāng)鎮(zhèn)農(nóng)業(yè)綜合服務依然存在不少困境,如農(nóng)業(yè)技術人員到崗不到位,整體素質不高,無法適應新時代發(fā)展,改革和發(fā)展面臨著許多困難,農(nóng)業(yè)推廣體系改革和農(nóng)業(yè)科技推廣隊伍的現(xiàn)狀的改善任重道遠。本研究以2015年1月到2月,實地調研和個別訪談的數(shù)據(jù)資料為基礎,結合相關文獻和理論,對江西省吉水縣范圍內的鄉(xiāng)鎮(zhèn)農(nóng)業(yè)科技推廣隊伍的現(xiàn)狀、存在的主要問題及其成因,進行了深入細致的分析研究,研究表明:吉水縣的基層農(nóng)業(yè)推廣隊伍現(xiàn)狀不容樂觀,推廣工作尚不能適應市場經(jīng)濟和農(nóng)業(yè)區(qū)域化產(chǎn)業(yè)化發(fā)展的需要,雖然取得了重大進展,但是仍然各在很多問題,主要問題有:1.隊伍總量不足,人員分布不均;2.整體素質偏低,新生力量偏少;3.專業(yè)人才較少,不對口現(xiàn)象嚴重;4.工作環(huán)境差,服務設施欠缺;5.推廣活動少,推廣效果差。針對吉水縣基層農(nóng)業(yè)推廣隊伍的現(xiàn)狀,借鑒歐美發(fā)達國家及日本等亞洲國家在推動農(nóng)業(yè)技術發(fā)展方面的成功經(jīng)驗,總結提煉出以下個人認為具有較強可探作性的意見;1.提高思想認識;2.落實經(jīng)費保障;3.合理配備人才;4.提升隊伍素質,5.加強隊伍管理。
[Abstract]:The agricultural science and technology extension team has its special position and function in solving the three rural problems, promoting the agricultural rural development and building a well-off society in an all-round way. The basic level agricultural science and technology extension team is the important guarantee of the agricultural development in the new period of our country. Under the new situation and the demand of agricultural development, it is the basic link of agriculture and rural economic development to improve the overall quality of the basic agricultural science and technology extension team, which plays an irreplaceable role in the development of agriculture and rural economy. Jishui County in Jiangxi Province is a typical agricultural county. In order to establish a new type of agricultural extension service organization, it carried out drastic reform in 2008 and made due contributions to the development of agricultural modernization and the construction of new socialist countryside in this county. However, for various reasons, there are still many difficulties in the comprehensive rural agricultural services established after the reform, such as the lack of agricultural technicians in the post, the overall quality is not high, unable to adapt to the development of the new era, and the reform and development are faced with many difficulties. The reform of agricultural extension system and the improvement of the present situation of agricultural science and technology extension team have a long way to go. Based on the data from field investigation and individual interviews from January to February 2015, and combining with relevant literature and theory, the present situation, main problems and causes of agricultural science and technology extension team in Jishui County, Jiangxi Province, are analyzed. The research shows that the present situation of the grass-roots agricultural extension team in Jishui County is not optimistic, and the extension work has not been able to meet the needs of the market economy and the industrialization of agricultural regionalization, although significant progress has been made. But there are still a lot of questions. The main question is 1: 1. The total number of troops is insufficient and the distribution of personnel is uneven. The overall quality is on the low side, and the Forces nouvelles are on the low side. Professional talent is less, mismatch phenomenon is serious. The working environment is poor and the service facilities are short of 5. 5%. The popularizing activity is few, the popularizing effect is bad. In view of the present situation of agricultural extension team at the grass-roots level in Jishui County, the authors draw lessons from the successful experiences of developed countries in Europe and America and other Asian countries in promoting the development of agricultural technology. Improve ideological understanding. The implementation of funding support. Reasonable allocation of talents. Improve the quality of the team 5. Strengthen team management.
