【摘要】:2014年公布的土壤污染調(diào)查公報(bào)顯示我國土壤污染情況結(jié)果不容樂觀。受污染土壤上百萬平方公里,全國土壤總的超標(biāo)率為16.1%,這僅是初步勘查結(jié)果,由此推測我國土壤受污染的情況十分嚴(yán)重,土壤污染已成為我國政府所關(guān)注的主要環(huán)境問題之一,土壤修復(fù)面臨巨大的市場空間。我國的土壤修復(fù)產(chǎn)業(yè)起步晚,上下游的相關(guān)產(chǎn)業(yè)鏈也相對(duì)比較薄弱。但隨著近年來我國土壤修復(fù)市場的快速發(fā)展,巨大的市場潛力吸引著大批國內(nèi)外有實(shí)力企業(yè)搶先涉足這一領(lǐng)域。康達(dá)國際環(huán)保有限公司成立于1996年,并于2014年7月在香港成功上市,土壤修復(fù)產(chǎn)業(yè)為康達(dá)國際重點(diǎn)發(fā)展的五大板塊之一,公司的目標(biāo)是要搶占國內(nèi)土壤修復(fù)市場的制高點(diǎn),成為國內(nèi)土壤修復(fù)行業(yè)的領(lǐng)軍企業(yè)。但現(xiàn)階段我國土壤修復(fù)市場還存在責(zé)任主體還不明確、商業(yè)模式還未成型、資金渠道還不暢通等問題,同時(shí),康達(dá)國際環(huán)保本身也面臨著土壤修復(fù)人才缺乏、技術(shù)儲(chǔ)備不夠、土壤修復(fù)經(jīng)驗(yàn)少等問題?颠_(dá)國際如果想抓住國家土壤修復(fù)產(chǎn)業(yè)政策的機(jī)遇加快發(fā)展,引領(lǐng)行業(yè)方向,當(dāng)務(wù)之急是要研究制定出適合自己公司發(fā)展的戰(zhàn)略。本文通過對(duì)國內(nèi)外土壤修復(fù)產(chǎn)業(yè)的發(fā)展現(xiàn)狀及我國土壤修復(fù)的市場需求和行業(yè)政策詳細(xì)分析的基礎(chǔ)上,首先運(yùn)用戰(zhàn)略管理的相關(guān)理論與分析方法對(duì)康達(dá)國際環(huán)保土壤修復(fù)的內(nèi)外環(huán)境進(jìn)行了分析,找出公司所處外部環(huán)境面臨的機(jī)遇與挑戰(zhàn)與企業(yè)內(nèi)部條件的優(yōu)勢與劣勢,并對(duì)外部環(huán)境因素及內(nèi)部環(huán)境因素進(jìn)行評(píng)價(jià),分析了康達(dá)國際環(huán)保土壤修復(fù)產(chǎn)業(yè)的發(fā)展前景和行業(yè)競爭力,進(jìn)而制定出公司的總體戰(zhàn)略目標(biāo)、總體戰(zhàn)略、競爭戰(zhàn)略及職能戰(zhàn)略;其次從市場化、商業(yè)化模式創(chuàng)新入手,運(yùn)用市場化理論及方法制定出適合康達(dá)國際環(huán)保的土壤修復(fù)技術(shù)、市場化運(yùn)作策略,以指導(dǎo)公司土壤修復(fù)產(chǎn)業(yè)的發(fā)展,同時(shí)站在促進(jìn)整個(gè)土壤修復(fù)產(chǎn)業(yè)良性發(fā)展的高度上對(duì)政府層面構(gòu)建土壤修復(fù)信托基金提出了建議;最后對(duì)戰(zhàn)略的實(shí)施及保障措施進(jìn)行了研究。本文研究對(duì)于康達(dá)國際環(huán)保在上市后新業(yè)務(wù)領(lǐng)域的開拓、業(yè)績?cè)鲩L具有重要的戰(zhàn)略意義,并力求為同類土壤修復(fù)公司戰(zhàn)略的制定及實(shí)施提供可借鑒的意義。
[Abstract]:The soil pollution survey published in 2014 shows that the results of soil pollution in China are not optimistic. There are millions of square kilometers of contaminated soil, and the total exceeding standard rate of soil in the whole country is 16.1.This is only a preliminary survey result. Therefore, it is assumed that the situation of soil pollution in our country is very serious, and soil pollution has become one of the major environmental problems concerned by the Chinese government. Soil remediation faces huge market space. China's soil remediation industry started late, and the upstream and downstream industrial chains are relatively weak. However, with the rapid development of soil remediation market in China in recent years, the huge market potential attracts a large number of domestic and foreign powerful enterprises to get involved in this field. Kangda International Environmental Protection Co., Ltd. was founded in 1996 and successfully listed in Hong Kong in July 2014. The soil remediation industry is one of the five key development sectors of Kangda International. The company's goal is to seize the commanding heights of the domestic soil remediation market. To become a leading enterprise in soil remediation industry in China. However, at the present stage, there are still some problems in the soil remediation market in our country, such as unclear responsible subjects, unformed business models and unimpeded financial channels, etc. At the same time, Kangda International Environmental Protection itself is also facing a shortage of soil remediation personnel and insufficient technical reserves. Problems such as less experience in soil remediation. If Kangda International wants to seize the opportunity of national soil remediation industry policy to accelerate development and lead the direction of the industry, it is imperative to study and formulate a strategy suitable for the development of its own company. Based on the analysis of the present situation of soil remediation industry at home and abroad, the market demand and industry policy of soil remediation in China, Firstly, using the theory and analysis method of strategic management, the paper analyzes the internal and external environment of environmental soil restoration in Kangda International, and finds out the opportunities and challenges faced by the external environment of the company and the advantages and disadvantages of the internal conditions of the company. And the external environmental factors and internal environmental factors were evaluated, and the development prospects and industry competitiveness of the international environmental soil remediation industry were analyzed, and then the overall strategic objectives, overall strategy, competitive strategy and functional strategy of the company were worked out. Secondly, starting with the innovation of marketization and commercialization mode, using the market-oriented theory and method to formulate the soil remediation technology suitable for Kangda international environmental protection, market-oriented operation strategy, in order to guide the development of the company's soil remediation industry. At the same time, from the perspective of promoting the healthy development of the whole soil remediation industry, the paper puts forward some suggestions on the government level to construct the soil remediation trust fund. Finally, the paper studies the implementation of the strategy and the guarantee measures. This study is of great strategic significance to the development of new business field and performance growth of Kangda International Environmental Protection after listing, and it also aims to provide reference for the formulation and implementation of the strategy of the similar soil Restoration Company.
