【摘要】：改革開放以來,我國經(jīng)濟發(fā)展空前加快,傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型,大量農(nóng)村勞動力向第二、三產(chǎn)業(yè)轉(zhuǎn)移,農(nóng)村土地流轉(zhuǎn)速度加快,逐步呈現(xiàn)規(guī)模經(jīng)營趨勢。農(nóng)村土地流轉(zhuǎn)問題已成為學(xué)者及各級政府關(guān)注的熱點。做好農(nóng)村土地流轉(zhuǎn)工作也己成為實現(xiàn)農(nóng)業(yè)規(guī)模經(jīng)營、促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級,發(fā)展現(xiàn)代農(nóng)業(yè)的必然選擇。近年來,農(nóng)村土地流轉(zhuǎn)成效顯著,極大的推動了農(nóng)村經(jīng)濟的發(fā)展,但流轉(zhuǎn)過程中也出現(xiàn)了許多明顯的問題。而目前學(xué)者們對農(nóng)村土地的流轉(zhuǎn)主要集中在中東部發(fā)達(dá)地區(qū),對西部貧困地區(qū)的農(nóng)村土地流轉(zhuǎn)問題關(guān)注不足�；�于此背景,本文選取甘肅省民樂縣作為個案,對其農(nóng)村土地流轉(zhuǎn)問題進(jìn)行研究。本文利用文獻(xiàn)分析法,問卷調(diào)查法與訪談法等方法,通過回顧農(nóng)村土地流轉(zhuǎn)的發(fā)展歷史,實地調(diào)查民樂縣農(nóng)村土地流轉(zhuǎn)現(xiàn)狀及做法,分析了民樂縣農(nóng)村土地流轉(zhuǎn)存在流轉(zhuǎn)形式多樣化、去向多元化、價格隨意性大、流轉(zhuǎn)方式缺乏有序組織且穩(wěn)定性不強的特點。在此基礎(chǔ)上,闡述了當(dāng)前民樂縣農(nóng)村土地流轉(zhuǎn)存在的問題:土地流轉(zhuǎn)不足、流轉(zhuǎn)行為不規(guī)范、流轉(zhuǎn)市場體系不完善、流轉(zhuǎn)糾紛不同程度存在等。同時,針對以上問題,提出了加大政策法規(guī)宣傳力度、出臺優(yōu)惠政策、完善運行機制和農(nóng)村社會保障體系、建立農(nóng)村剩余勞動力就業(yè)機制等的對策和建議,為民樂縣農(nóng)村土地流轉(zhuǎn)提供理論依據(jù)。
[Abstract]:Since the reform and opening up, the economic development of our country has been speeding up, the traditional agriculture has been transformed to the modern agriculture, a large number of rural labor force has been transferred to the second and third industries, the speed of the rural land circulation has been quickened, and the scale management trend has been gradually presented. Rural land circulation has become a hot spot for scholars and governments at all levels. It has become an inevitable choice to realize agricultural scale management, promote the upgrading of agricultural industrial structure and develop modern agriculture. In recent years, the rural land circulation has achieved remarkable results, which has greatly promoted the development of rural economy, but there are many obvious problems in the process of circulation. At present, scholars mainly focus on the rural land circulation in the central and eastern developed areas, and pay less attention to the rural land circulation in the western poor areas. Based on this background, this paper selects Minle County of Gansu Province as a case study on the rural land circulation. Through reviewing the development history of rural land circulation, this paper investigates the present situation and practice of rural land circulation in Minle County by using the methods of literature analysis, questionnaire investigation and interview. The paper analyzes the characteristics of the rural land circulation in Minle County, such as diversification of circulation forms, diversification to diversification, large price randomness, lack of orderly organization and weak stability of circulation mode. On this basis, this paper expounds the problems existing in the current rural land circulation in Minle County: insufficient land circulation, non-standard circulation behavior, imperfect circulation market system, existence of different degrees of circulation disputes, and so on. At the same time, in view of the above problems, this paper puts forward some countermeasures and suggestions, such as increasing the publicity of policies and regulations, introducing preferential policies, perfecting the operation mechanism and rural social security system, establishing the employment mechanism of rural surplus labor force, and so on. It provides theoretical basis for rural land circulation in Minle County.
