西南水稻種業(yè)高地建設路徑研究

【摘要】:2 0 1 1年,國務院出臺《國務院關于加快推進現代農作物種業(yè)發(fā)展的意見》將農作物種業(yè)提升到國家戰(zhàn)略高度,同年四川省出臺《四川省人民政府關于加快推進現代農作物種業(yè)發(fā)展的實施意見》,進一步強調要加快農作物種業(yè)特別是雜交水稻種子產業(yè)的發(fā)展。2012年,作為國家級水稻制種基地市的綿陽發(fā)布了《關于加快農業(yè)科技創(chuàng)新推動農業(yè)農村持續(xù)快速發(fā)展的意見》,提出要建設“西南種業(yè)高地”,而其中最主要的就是雜交水稻種子,這是本文研究西南水稻種業(yè)高地建設路徑的主要依據。本文主要通過文獻法、訪談法、問卷調查法開展研究,論文結構共分為六部分。第一部分為導論,具體闡述研究背景與意義、研究方法與數據來源及國內外發(fā)展、研究現狀。第二部分介紹了西南水稻種業(yè)高地的內涵及理論基礎,理論基礎包括技術創(chuàng)新理論與區(qū)域營銷理論。第三部分分析了綿陽市水稻種業(yè)發(fā)展的現狀及種業(yè)高地建設存在的問題。現狀主要通過綿陽市科研育種情況、制種情況、種子企業(yè)發(fā)展狀況以及市場分布情況四個方面來介紹,高地建設存在的問題主要有組織領導不到位,科研創(chuàng)新能力無法滿足高地建設需求,制種基地建設受到制約以及本土企業(yè)無法為高地形成支撐。第四部分介紹了北京“種業(yè)之都”的建設經驗,主要是通過建設農業(yè)科技城、種業(yè)科技園優(yōu)化種業(yè)發(fā)展環(huán)境,通過提供完善服務及支持政策聚集種業(yè)優(yōu)勢資源,通過展會及交易交流平臺提升市場影響力。根據第三、四部分的分析,筆者認為,綿陽市水稻種業(yè)發(fā)展有一定基礎,但只憑借自身力量不足以建設水稻種業(yè)高地。綿陽市應該通過優(yōu)化種業(yè)發(fā)展環(huán)境來吸引外部資源,為種業(yè)高地建設聚集優(yōu)勢力量;诖嗽O計出西南水稻種業(yè)高地的建設路徑,即文章的第五部分。筆者認為種業(yè)高地建設可以分三步走。第一步是優(yōu)化種業(yè)發(fā)展環(huán)境,包括軟環(huán)境優(yōu)化及硬環(huán)境建設。第二步作為種業(yè)高地建設的兩條主線,一條是吸引外部優(yōu)勢企業(yè)、單位入駐綿陽,在綿陽開展科研育種、制種工作,另一條是在加強與外部資源合作的基礎上不斷提升綿陽種業(yè)自身實力。第三步是西南水稻種業(yè)高地品牌建設及推廣,提升品牌影響力及市場占有率是種業(yè)高地建設的終極目標。最后根據種業(yè)高地建設路徑三步中的重點內容,設計出高地建設的主要工程項目,包括產業(yè)園區(qū)建設工程、標準化種子生產基地建設工程、種業(yè)科技創(chuàng)新能力提升工程以及品牌建設工程,供相關部門參考。第六部分是對本研究的簡單總結以及研究存在的不足之處。
[Abstract]:In 2011, the State Council issued the State Council's opinions on speeding up the Development of Modern crop seed Industry, which raised the crop seed industry to a national strategic height. In the same year, Sichuan Province issued the "opinions of the Sichuan Provincial people's Government on speeding up the Development of Modern crop seed Industry", further emphasizing the need to speed up the development of crop seed industry, especially hybrid rice seed industry. In 2012, Mianyang, a state-level rice seed production base city, issued "opinions on speeding up Agricultural Science and Technology Innovation to promote Sustainable and Rapid Development of Agricultural Countryside," proposing to build "Southwest seed Industry Highland," the most important of which is hybrid rice seeds. This is the main basis of this paper to study the path of highland construction of rice seed industry in southwest China. This paper is divided into six parts: literature method, interview method and questionnaire method. The first part is the introduction, the research background and significance, research methods and data sources, domestic and foreign development, research status. The second part introduces the connotation and theoretical basis of the rice seed industry in Southwest China, including the theory of technological innovation and the theory of regional marketing. The third part analyzes the present situation of rice seed industry development in Mianyang city and the problems existing in seed industry highland construction. The present situation is mainly introduced through four aspects of scientific research and breeding, seed production, seed enterprise development and market distribution in Mianyang City. The problems in highland construction are mainly lack of organized leadership. The ability of scientific research and innovation can not meet the needs of highland construction, the construction of seed production base is restricted, and local enterprises can not support the formation of high land. The fourth part introduces the construction experience of Beijing's "seed industry capital", mainly through the construction of agricultural science and technology city, the seed industry science and technology park optimizes the seed industry development environment, through provides the perfect service and the support policy gathers the seed industry superiority resources. Promote market influence through exhibition and exchange platform. According to the analysis of the third and fourth parts, the author thinks that the development of rice seed industry in Mianyang city has a certain foundation, but it is not enough to build rice seed industry highland by relying on its own strength. Mianyang City should attract external resources by optimizing the environment of seed industry development, and gather advantages for the construction of seed industry highlands. Based on this, the paper designs the construction path of the southwest rice seed industry highland, that is, the fifth part of the article. The author believes that the construction of high-level seed industry can be divided into three steps. The first step is to optimize the development environment of seed industry, including soft environment optimization and hard environment construction. The second step, as the two main lines in the construction of seed industry highlands, is to attract enterprises with external advantages and units to move into Mianyang to carry out scientific research and breeding and seed production work in Mianyang. Another is to strengthen cooperation with external resources on the basis of continuous improvement of Mianyang seed industry strength. The third step is the brand construction and promotion of the rice seed industry in Southwest China. The ultimate goal is to promote brand influence and market share. Finally, according to the key contents of the three steps of the seed industry highland construction path, the main engineering projects of the highland construction, including the industrial park construction project, the standardized seed production base construction project, are designed. Seed industry science and technology innovation ability promotion project and brand construction project, for the relevant departments reference. The sixth part is a brief summary of this study and the shortcomings of the study.
