【摘要】：家庭農(nóng)場(chǎng)作為一種新型農(nóng)業(yè)經(jīng)營(yíng)主體正逐步顯現(xiàn)出便于農(nóng)業(yè)機(jī)械和科技的推廣使用、利于開(kāi)展市場(chǎng)化訂單式生產(chǎn)、促進(jìn)了農(nóng)地資源的合理優(yōu)化配置、加速了農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移進(jìn)程等巨大的優(yōu)越性,其無(wú)疑是我國(guó)未來(lái)農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)的一種理想模式。近幾年來(lái),在寧夏廣大農(nóng)村地區(qū),勞動(dòng)力的大量轉(zhuǎn)移和農(nóng)用地的有序流轉(zhuǎn)為土地集中和規(guī)模經(jīng)營(yíng)創(chuàng)造了條件,這些地區(qū)積極探索發(fā)展家庭農(nóng)場(chǎng)且已經(jīng)取得了明顯的成效,截止2014年底,寧夏全區(qū)共有家庭農(nóng)場(chǎng)1152家,場(chǎng)均經(jīng)營(yíng)規(guī)模達(dá)到了462.7畝。但從總體上看,寧夏的家庭農(nóng)場(chǎng)數(shù)量偏少,而且存在著土地流轉(zhuǎn)不規(guī)范、經(jīng)營(yíng)規(guī)模不合理、從業(yè)人員素質(zhì)偏低、社會(huì)化服務(wù)體系不健全、政府政策和資金支持不到位等眾多問(wèn)題。本文首先采用文獻(xiàn)研究法明確了家庭農(nóng)場(chǎng)的相關(guān)理論和概念并對(duì)家庭農(nóng)場(chǎng)的國(guó)內(nèi)外研究動(dòng)態(tài)進(jìn)行了闡述；其次依據(jù)實(shí)地調(diào)研所取得的數(shù)據(jù)資料,結(jié)合對(duì)相關(guān)文獻(xiàn)的研究,總結(jié)了寧夏家庭農(nóng)場(chǎng)發(fā)展的現(xiàn)狀與成效,并在此基礎(chǔ)上運(yùn)用描述性統(tǒng)計(jì)分析法和比較分析法從人員思想與認(rèn)識(shí)、農(nóng)場(chǎng)認(rèn)定與注冊(cè)等八個(gè)方面分析了目前寧夏家庭農(nóng)場(chǎng)發(fā)展中存在的問(wèn)題及原因；接著介紹了美國(guó)等四個(gè)國(guó)家和上海松江等五個(gè)地區(qū)家庭農(nóng)場(chǎng)發(fā)展的經(jīng)驗(yàn)及其對(duì)寧夏的借鑒；最后針對(duì)農(nóng)場(chǎng)主、政府和社會(huì)分別提出了多項(xiàng)對(duì)策與建議。
[Abstract]:As a new type of agricultural management subject, family farm is gradually showing that it is convenient for the popularization and use of agricultural machinery and science and technology, is conducive to the development of market-oriented order-type production, and promotes the rational and optimized allocation of agricultural land resources. It accelerates the transfer process of rural surplus labor force and so on, which is undoubtedly an ideal mode of agricultural production and management in the future of our country. In recent years, in the vast rural areas of Ningxia, the massive transfer of labor and the orderly transfer of agricultural land have created conditions for land concentration and large-scale management. These areas have actively explored the development of family farms and have achieved remarkable results. By the end of 2014, there were 1152 family farms in Ningxia, with an average operating scale of 462.7 mu. But on the whole, the number of family farms in Ningxia is on the low side, and there are many problems in Ningxia, such as the irregular circulation of land, the unreasonable scale of operation, the low quality of employees and the imperfect social service system. Government policy and financial support is not in place and many other issues. In this paper, the related theories and concepts of family farm are defined by literature research method, and the domestic and foreign research trends of family farm are expounded. Secondly, according to the data obtained from field investigation, combined with the research of relevant literature, This paper summarizes the present situation and achievements of family farm development in Ningxia, and based on this, uses descriptive statistical analysis method and comparative analysis method to understand the personnel's thought and understanding. The paper analyzes the existing problems and causes of family farm development in Ningxia from eight aspects of farm identification and registration, and then introduces the experiences of family farm development in four countries and five regions of Shanghai, Songjiang and Ningxia. Finally, several countermeasures and suggestions are put forward for farmers, government and society.
