【摘要】：改革開放以來,“三農(nóng)”問題一直都受到了黨和政府的高度重視,解決好“三農(nóng)”問題是歷屆黨和政府工作的重中之重。為此,黨和國(guó)家頒布了一系列更為具體、直接、有效的富裕農(nóng)村、惠及農(nóng)民和發(fā)展農(nóng)業(yè)的政策和措施。改革開放30多年來,我國(guó)農(nóng)村經(jīng)濟(jì)和社會(huì)面貌發(fā)生了深刻的歷史性變革,農(nóng)業(yè)現(xiàn)代化的快速發(fā)展,農(nóng)民經(jīng)濟(jì)收入和生活水平的提升,農(nóng)村的可持續(xù)發(fā)展。這些成績(jī)都是在黨和政府正確政策指導(dǎo)下取得的,與黨和政府給予的政策傾斜和優(yōu)惠、特別是惠農(nóng)政策密切相關(guān)。因此,系統(tǒng)研究改革開放以來我國(guó)惠農(nóng)政策發(fā)展的相關(guān)內(nèi)容具有重要的理論意義和現(xiàn)實(shí)價(jià)值。論文分為緒論和正文部分。第一部分,緒論。第二部分,正文部分,主要分為四個(gè)部分。第一章,相關(guān)概念及理論基礎(chǔ)闡釋,包括惠農(nóng)政策的內(nèi)涵、我國(guó)實(shí)施惠農(nóng)政策的重要意義、惠農(nóng)政策發(fā)展研究的理論基礎(chǔ)。第二章,改革開放以來我國(guó)惠農(nóng)政策發(fā)展的歷史軌跡及主要內(nèi)容。自改革開放以來,我國(guó)惠農(nóng)政策經(jīng)歷了開啟階段、形成階段和完善階段三個(gè)過程。第三章,改革開放以來我國(guó)惠農(nóng)政策發(fā)展的歷史經(jīng)驗(yàn)�？偨Y(jié)改革開放以來我國(guó)惠農(nóng)政策發(fā)展經(jīng)驗(yàn),我們必須始終確保農(nóng)業(yè)的基礎(chǔ)地位、必須始終尊重農(nóng)民的首創(chuàng)精神、必須始終堅(jiān)持促進(jìn)農(nóng)民收入增加的目標(biāo)、必須始終適合生產(chǎn)力的發(fā)展水平、必須始終堅(jiān)持城鄉(xiāng)統(tǒng)籌發(fā)展。第四章,我國(guó)惠農(nóng)政策發(fā)展展望。主要分析了我國(guó)惠農(nóng)政策發(fā)展的環(huán)境,包括經(jīng)濟(jì)環(huán)境、政治環(huán)境和惠農(nóng)政策自身環(huán)境;我國(guó)惠農(nóng)政策發(fā)展的趨勢(shì)主要包括:惠農(nóng)政策內(nèi)容將越來越豐富和完善、惠農(nóng)政策發(fā)展導(dǎo)向?qū)⒃絹碓街塾诮鉀Q現(xiàn)實(shí)問題、惠農(nóng)政策發(fā)展理念將越來越體現(xiàn)以人為本。
[Abstract]:Since the reform and opening up, the issue of "agriculture, countryside and farmers" has been attached great importance by the Party and the government. For this reason, the Party and the state have promulgated a series of more concrete, direct and effective policies and measures for the benefit of farmers and the development of agriculture. Since the reform and opening up for more than 30 years, China's rural economy and social outlook has undergone profound historical changes, the rapid development of agricultural modernization, the improvement of farmers' economic income and living standard, and the sustainable development of rural areas. These achievements are all obtained under the guidance of the correct policies of the Party and the government, and are closely related to the preferential policies given by the Party and the government, especially the preferential policies for farmers. Therefore, it is of great theoretical significance and practical value to systematically study the relevant contents of China's agricultural policy since the reform and opening up. The paper is divided into introduction and text. The first part, introduction. The second part, the text part, is divided into four parts. The first chapter explains the related concepts and theoretical basis, including the connotation of agricultural policy, the significance of implementing preferential agricultural policy in China, and the theoretical basis of the research on the development of preferential agricultural policy. The second chapter, the history track and main content of China's favorable agricultural policy development since the reform and opening up. Since the reform and opening up, China's agricultural policy has experienced three stages: opening stage, forming stage and perfecting stage. The third chapter is the historical experience of the development of China's agricultural policy since the reform and opening up. Summing up the development experience of China's favorable agricultural policy since the reform and opening up, we must always ensure the basic position of agriculture, must always respect the pioneering spirit of the peasants, and must always adhere to the goal of promoting the increase of farmers' income, Must always be suitable for the level of development of productive forces, must always adhere to urban and rural development as a whole. The fourth chapter, our country benefits the agriculture policy development prospect. This paper mainly analyzes the development environment of China's agricultural policy, including the economic environment, the political environment and the favorable agricultural policy environment, and the trend of the development of China's agricultural policy mainly includes: the content of the policy will be more and more abundant and perfect. The development orientation of beneficial agricultural policy will focus more and more on solving practical problems, and the concept of beneficial agricultural policy development will be more and more people-oriented.
