【摘要】：中國是一個發(fā)展中的人口大國,也是農(nóng)業(yè)大國,農(nóng)業(yè)作為基礎(chǔ)產(chǎn)業(yè),是國民經(jīng)濟(jì)穩(wěn)定發(fā)展的重要保障,有著不可替代的戰(zhàn)略地位。隨著中國經(jīng)濟(jì)科技水平的不斷進(jìn)步,城鄉(xiāng)一體化程度的加深,農(nóng)業(yè)的生產(chǎn)方式也發(fā)生著巨大的改變,對農(nóng)業(yè)機(jī)械效率也提出了更高層次的要求,農(nóng)機(jī)社會化服務(wù)是現(xiàn)代化農(nóng)業(yè)的產(chǎn)物,是順應(yīng)農(nóng)業(yè)發(fā)展趨勢而產(chǎn)生的,農(nóng)機(jī)社會化服務(wù)是增加農(nóng)民收入、提高農(nóng)村經(jīng)濟(jì)水平、推動土地加速流轉(zhuǎn),促進(jìn)勞動力轉(zhuǎn)移,提高農(nóng)機(jī)使用效率,實(shí)現(xiàn)土地規(guī)�；N植,擴(kuò)大農(nóng)業(yè)科技信息技術(shù)普及范圍,提高農(nóng)產(chǎn)品質(zhì)量等的有效途徑,為農(nóng)業(yè)生產(chǎn)的產(chǎn)前、產(chǎn)中、產(chǎn)后提供全程有力的后勤保障。本文從農(nóng)機(jī)社會化服務(wù)的經(jīng)濟(jì)效益、社會效益、生態(tài)效益三個方面出發(fā),選取吉林省為研究視角,構(gòu)建了農(nóng)機(jī)社會化服務(wù)綜合績效評價模型,并且利用近些年的相關(guān)數(shù)據(jù)對比、計(jì)算,對吉林省農(nóng)機(jī)社會化服務(wù)績效進(jìn)行了綜合系統(tǒng)的評價,根據(jù)所得到的數(shù)據(jù)結(jié)果分析吉林省農(nóng)機(jī)社會化服務(wù)績效的影響因素,并在此基礎(chǔ)上,提出相應(yīng)的對策和建議,希望對提高農(nóng)機(jī)社會化服務(wù)效率提供有價值的參考。首先,明確本文的研究對象和范圍,并對農(nóng)機(jī)社會化服務(wù)績效研究相關(guān)概念進(jìn)行界定,分析農(nóng)機(jī)社會化服務(wù)規(guī)�；�、產(chǎn)業(yè)化發(fā)展的必要性與可行性。其次,對吉林省農(nóng)機(jī)社會化服務(wù)的歷史演進(jìn)進(jìn)行了總結(jié),并在此基礎(chǔ)上對吉林省農(nóng)業(yè)機(jī)械化和農(nóng)機(jī)社會化服務(wù)現(xiàn)狀進(jìn)行了高度的概括。第三,構(gòu)建指標(biāo)體系,篩選出16個具體指標(biāo),利用層次分析法和模糊綜合評價法對吉林省農(nóng)機(jī)社會化服務(wù)綜合績效指標(biāo)體系進(jìn)行評價打分。通過計(jì)算分析,得出的結(jié)果為:農(nóng)機(jī)社會化服務(wù)人員受教育水平偏低不能滿足現(xiàn)代化農(nóng)業(yè)對人才的需求;農(nóng)機(jī)社會化服務(wù)組織投入與收益不匹配;農(nóng)機(jī)管理標(biāo)準(zhǔn)化水平有待提高;保護(hù)性耕作面積占耕地總面積的比重偏低。得出的建議為:(一)創(chuàng)建農(nóng)機(jī)社會化服務(wù)良性發(fā)展平臺;(二)規(guī)范農(nóng)機(jī)社會化服務(wù)市場;(三)保證供需雙方溝通順暢;(四)實(shí)施保護(hù)性耕作。
[Abstract]:China is a developing country with a large population and a large country of agriculture. As a basic industry, agriculture is an important guarantee for the steady development of the national economy and has an irreplaceable strategic position. With the development of Chinese economy and science and technology and the deepening of urban-rural integration, the mode of production of agriculture has changed greatly, and the efficiency of agricultural machinery has been demanded at a higher level. The socialized service of agricultural machinery is the product of modern agriculture and comes into being in accordance with the trend of agricultural development. The socialized service of agricultural machinery is to increase the income of farmers, improve the level of rural economy, accelerate the circulation of land and promote the transfer of labor force. It is an effective way to improve the efficiency of agricultural machinery use, to realize large-scale cultivation of land, to expand the scope of agricultural science and technology information technology popularization, to improve the quality of agricultural products, and to provide effective logistic support for the whole process of agricultural production before, during and after delivery. In this paper, from three aspects of economic, social and ecological benefits of socialized service of agricultural machinery, a comprehensive performance evaluation model of socialized service of agricultural machinery is constructed from the angle of view of Jilin Province, and the relevant data in recent years are compared. In this paper, the comprehensive evaluation of agricultural machinery socialized service performance in Jilin Province is carried out, and the influencing factors of agricultural machinery socialization service performance in Jilin Province are analyzed according to the data obtained. On the basis of this, the corresponding countermeasures and suggestions are put forward. It is hoped to provide valuable reference for improving the efficiency of socialized service of agricultural machinery. First of all, clear the research object and scope of this paper, and define the related concepts of agricultural machinery socialized service performance research, analyze the scale of agricultural machinery socialization service, the necessity and feasibility of industrialization development. Secondly, the historical evolution of agricultural machinery socialization service in Jilin Province is summarized, and on this basis, the present situation of agricultural mechanization and agricultural machinery socialization service in Jilin Province is summarized. Thirdly, the index system is constructed, 16 concrete indexes are screened out, and the comprehensive performance index system of agricultural machinery socialization service in Jilin Province is evaluated by AHP and fuzzy comprehensive evaluation method. Through calculation and analysis, the results are as follows: the low level of education of agricultural machinery socialized service personnel can not meet the needs of modern agriculture for talents, the input of agricultural machinery socialized service organization and income do not match; The standardization level of agricultural machinery management needs to be improved, and the proportion of conservation tillage area to the total cultivated land is low. The suggestions are: (1) to establish a benign development platform for socialized service of agricultural machinery (2) to standardize the market for socialized service of agricultural machinery (3) to ensure smooth communication between supply and demand and (4) to implement conservation tillage.
