伊春林業(yè)資源型城市可持續(xù)發(fā)展能力研究

【摘要】:我國資源型城市供養(yǎng)著全國近12%的人口,為經(jīng)濟(jì)社會的發(fā)展做出了巨大貢獻(xiàn)。目前許多資源型城市,尤其是林業(yè)資源型城市的發(fā)展每況愈下,成為當(dāng)代可持續(xù)發(fā)展問題中難以攻克的難題,也是當(dāng)前我國乃至全世界關(guān)注的焦點(diǎn)議題。我國是世界上最大的發(fā)展中國家,也是世界林業(yè)大國。當(dāng)前,隨著森林資源的不合理開發(fā)利用,導(dǎo)致許多的林業(yè)資源型城市面臨資源枯竭、環(huán)境破壞、經(jīng)濟(jì)蕭條、居民生活水平下降等問題,不得不進(jìn)入轉(zhuǎn)型階段。而確保林業(yè)資源型城市轉(zhuǎn)型順利進(jìn)行的關(guān)鍵是,能否深入挖掘林業(yè)資源型城市自身發(fā)展的潛力。因此,林業(yè)資源型城市可持續(xù)發(fā)展能力的研究,對促進(jìn)林業(yè)資源型城市的發(fā)展,加快林業(yè)資源型城市的轉(zhuǎn)型進(jìn)程,具有重要的意義。本研究以可持續(xù)發(fā)展理論、區(qū)域可持續(xù)發(fā)展理論為基礎(chǔ),界定了可持續(xù)發(fā)展能力的內(nèi)涵,并以伊春市為例,分析了伊春林業(yè)資源型城市的發(fā)展現(xiàn)狀,找出其可持續(xù)發(fā)展中存在的問題。從系統(tǒng)的角度對林業(yè)資源型城市可持續(xù)發(fā)展能力進(jìn)行了分析,將其劃分為經(jīng)濟(jì)支持系統(tǒng)、社會支持系統(tǒng)、環(huán)境支持系統(tǒng)和生存支持系統(tǒng)。在此,結(jié)合伊春林業(yè)資源型城市發(fā)展?fàn)顩r,建立了伊春林業(yè)資源型城市可持續(xù)發(fā)展能力的評價(jià)指標(biāo)體系,利用主成分分析法對伊春林業(yè)資源型城市2003年到2013年可持續(xù)發(fā)展能力進(jìn)行研究。通過測度結(jié)果分析可知,近11年里,伊春林業(yè)資源型城市整體可持續(xù)發(fā)展能力是不斷上升的,其中經(jīng)濟(jì)支持系統(tǒng)上升較穩(wěn)定,社會、環(huán)境和生存支持系統(tǒng)較波動,但也處于上升狀態(tài)。其中對經(jīng)濟(jì)支持系統(tǒng)可持續(xù)發(fā)展能力影響較大的是木質(zhì)產(chǎn)業(yè)因素,對社會支持系統(tǒng)可持續(xù)發(fā)展能力影響較大的是人口、科技、收入、養(yǎng)老因素,對環(huán)境支持系統(tǒng)可持續(xù)發(fā)展能力影響較大的是污染治理與造林面積因素,對生存支持系統(tǒng)可持續(xù)發(fā)展能力影響比較大的是水資源、氣候因素。最后,分析伊春林業(yè)資源型城市可持續(xù)發(fā)展能力建設(shè)的內(nèi)容及重點(diǎn)、動因與阻力,找出林業(yè)資源型城市潛在的能力。分別從經(jīng)濟(jì)可持續(xù)能力、社會可持續(xù)能力、環(huán)境可持續(xù)能力和生存可持續(xù)能力四個(gè)個(gè)方面,提出了推進(jìn)林業(yè)資源型城市可持續(xù)發(fā)展能力建設(shè)和提升的具體對策建議。
[Abstract]:China's resource-based cities support nearly 12% of the population and make great contributions to the economic and social development. At present, the development of many resource-based cities, especially forestry resource-based cities, has become a difficult problem in the contemporary sustainable development, and it is also the focus of our country and even the whole world. China is the largest developing country in the world and also a big forestry country in the world. At present, with the unreasonable exploitation and utilization of forest resources, many forestry resource-based cities are faced with the problems of resource depletion, environmental destruction, economic depression, and the decline of the living standards of the residents, and have to enter the stage of transformation. The key to ensure the transformation of forestry resource-based cities is to tap the potential of forestry resource-based cities. Therefore, the study on the ability of sustainable development of forestry resource-based cities is of great significance for promoting the development of forestry resource-based cities and speeding up the process of transformation of forestry resource-based cities. Based on the theory of sustainable development and the theory of regional sustainable development, this study defines the connotation of sustainable development ability, and takes Yichun City as an example to analyze the present development situation of Yichun forestry resource-based city. Find out the problems existing in its sustainable development. In this paper, the sustainable development ability of forestry resource-based cities is analyzed and divided into economic support system, social support system, environmental support system and survival support system. In this paper, the evaluation index system of the sustainable development ability of Yichun forestry resource-based city is established according to the development situation of Yichun forestry resource-based city. The sustainable development ability of Yichun forestry resource city from 2003 to 2013 was studied by principal component analysis. Through the analysis of the measurement results, it can be seen that the overall sustainable development ability of Yichun Forestry Resource-based City has been rising continuously in recent 11 years, in which the economic support system is more stable, and the social, environmental and survival support systems are more volatile. But it is also on the rise. Among them, the sustainable development ability of the economic support system is greatly affected by the factors of wood industry, and the sustainable development ability of the social support system is greatly affected by the factors of population, science and technology, income, and old-age support. The factors of pollution control and afforestation area have great influence on the sustainable development ability of the environment support system, and the water resources and climate factors have great influence on the sustainable development ability of the survival support system. Finally, the contents and emphases, motivation and resistance of sustainable development capacity construction of forestry resource-based cities in Yichun are analyzed, and the potential capacity of forestry resource-based cities is found out. From four aspects of economic sustainability, social sustainability, environmental sustainability and survival sustainability, the specific countermeasures and suggestions for promoting the sustainable development of forestry resource-based cities were put forward.
