【摘要】：自2008年中央1號文件首次提出"加快建立土地承包經(jīng)營權(quán)登記制度"以來,除2011年外,歷年1號文件均對開展農(nóng)村土地承包經(jīng)營權(quán)確權(quán)登記頒證提出明確要求。為此,不少地方出現(xiàn)了舉全地之力快速推進的苗頭和現(xiàn)象。通過總結(jié)各地推進成效,分析了快速推進確權(quán)登記頒證的諸多問題:歷史遺留問題未解、新增補償問題困擾依舊,部分地區(qū)未按實際確權(quán);未闡釋確權(quán)登記頒證與農(nóng)村土地承包經(jīng)營權(quán)"長久不變"政策間關(guān)系;新增面積處置有待商榷;為推進工作,基層干部隱瞞確權(quán)登記頒證時限;因臺賬缺失,確權(quán)登記頒證只能到組,農(nóng)戶對頒證結(jié)果不夠認可;外出務(wù)工已成主流背景下,農(nóng)民對確權(quán)登記頒證漠不關(guān)心,對其維權(quán)意義了解缺乏耐心等。在此基礎(chǔ)上提出相應(yīng)政策建議。
[Abstract]:Since the first document of the Central Committee in 2008, "speeding up the establishment of the registration system of the land contractual management right", except in 2011, all the documents of all previous years have put forward a clear request to carry out the registration and issuance of the right to confirm the right of rural land contract management. To this end, a number of places to lift the force of rapid progress of signs and phenomena. Through summing up the effect of local promotion, this paper analyzes many problems of rapid promotion of the registration and issuance of the right of confirmation: the problems left over from history are not solved, the problem of new compensation is still perplexed, and some areas do not confirm the right according to the actual situation; Without explaining the relationship between the "long-term unchanged" policy between the certification of the right to confirm the right to register and the right to contract management of rural land; the disposal of the new area remains to be discussed; in order to promote the work, the grassroots cadres conceal the time limit for the registration and issuance of the right to confirm the right; due to the absence of the accounts, Under the background that migrant workers have become the mainstream, farmers are indifferent to the certification, and lack patience to understand the significance of their rights. On this basis, the corresponding policy recommendations are put forward.
